At the beginning of the millenium life-long learning turned to be a fundamental issue in all aspects of life. Due to the increasing competition, the development and acknowledgement of individual knowledge, capability and competency became key to the competitiveness not only of organizations and institutions, but also for the employment and cohesion of societies. As a result of globalisation, it has become common practice for people to try to get by in different countries for study or work. The need for lifelong learning is no exeption to the officer‘s profession and the officer training, which, while retaining national specificities, requires considerable international needs and comparison in recent decades.

A globalizációval járó kiélezett verseny eredményeként az egyén tudásának, készségeinek és kompetenciájának fejlesztése és elismerése kulcsfontosságúvá vált nemcsak a különböző szervezetek és intézmények versenyképessége, de a társadalmak foglalkoztatottsága és kohéziója szempontjából is. A globalizáció egyik hozadékaként bevett gyakorlattá vált, hogy tanulmányi okok vagy munkavégzés céljából az emberek eltérő országokban próbálnak boldogulni. Az egész életen át tartó tanulás szükségessége alól nem kivétel a tiszti hivatás és az annak alapját jelentő tisztképzés sem, amely a nemzeti sajátosságok meghagyása mellett komoly nemzetközi egységesítési és összehasonlítási folyamaton ment keresztül az utóbbi évtizedekben.

The study presents the theories of the Soviet Air Forces in the 1930’s which are all linked to offensive operations. Technology’s rapid progress contributed to the fact that air force is one of the most important within the structure of armed forces since the 1930’s, including the Soviet Union. The air force’s speed, acting range, rapid striking capability and surprise attack capability made it the most flexible military force, which has the capability of solving tactical, operational and strategic tasks.

A technológia gyors fejlődése hozzájárult ahhoz, hogy az 1930-a sévek óta a repülés az egyik vezető helyet foglalja el a fegyveres erők struktúrájában, beleértve a Szovjetuniót is. Defence and Force Development Program. The revival of military industry the procurement of military equipment providing new capabilities, the fielding of the 15M Battle
Dress Uniform and increasing the salaries and allowances of career and contract soldiers are only a few of the steps aimed to create modern and well-functioning Hungarian
Defence Forces. Furthermore, due to the fielding of the new Battle Dress Uniform, our service personnel now wear higher quality and more comfortable clothing. However,
during the modernization process, it is also worth considering those factors which may have a negative impact on the environment. The military must make significant efforts to minimize the environmental pollution caused by military activity. The military, being a customer, only plays an indirect role in the pollution caused by the textile industry. Nonetheless, when working out the technical requirements, the military should bear in mind some aspects that can help encourage contract manufacturers to use less environmentally harmful processes. In these articles, we describe the current environmental protection trends in the textile industry, then compare – with cost analysis – the different fabrics that are used during production and finally recommend
creating some aspects that should be taken into consideration when selecting and ordering the fabrics for the BDU.

A Magyar Honvédség korszerűsítése, átalakítása a Zrínyi Honvédelmi és Haderőfejlesztési Program meghirdetésével, valamint végrehajtásával új irányt vett. A hadiipar újjáélesztése, az új képességeket biztosító haditechnikai eszközök beszerzése, a 15M hadi gyakorló öltözet rendszeresítése vagy a hivatásos és szerződéses állományú katonák illetményfejlesztése csak néhány elem azok közül, amelyekkel a felelős szervek, személyek meg kívánják valósítani a haderő modernizálását. Véleményünk és tapasztalatunk szerint az új típusú egyenruha bevezetésével ráadásul már egy kényelmesebb viseletű, jobb minőségű gyakorlót kaptak a honvédségben szolgáló katonák. A fejlesztések végrehajtásakor azonban célszerű azokat a tényezőket is megvizsgálni, amelyek negatív hatással lehetnek környezetünkre. A környezetszennyezés az egyik ilyen tényező, amelyre kiemelt figyelmet kell fordítani a honvédség részéről is. A textilipar által okozott környezetszennyező hatások kiváltásában a haderő mint megrendelő csak közvetetten jelenik meg. Ettől függetlenül érdemes a hadsereg részéről – a műszaki követelmények összeállításakor – azokat a szempontokat is megfogalmazni, amelyek segíthetik a szerződő gyártókat ösztönözni a kevésbé környezetkárosító eljárások alkalmazására. Cikksorozatunkban bemutatjuk a jelenlegi textilipar által alkalmazott környezetvédelmi trendeket, majd összehasonlítjuk – költségelemzés alapján – a különböző gyártáshoz használt nyersanyagokat, és javaslatot teszünk olyan szempontok kialakítására, amelyeket a honvédség részéről célszerű figyelembe venni a hadi gyakorló öltözetek alapanyagának kiválasztásakor, megrendelésekor.

In the present study the author examines how and why religious extremism can be linked to radical trends in Islam. What solutions should the national security and law enforcement services of developed countries seek and find for these religious extremist trends. Their goal is to ensure the safety of their own citizens, to detect in time the circle of persons who may commit an assassination attempt, and to prevent attempts to commit terrorist acts. The study also presents what solutions are available for dealing with and suppressing religious extremism from a security policy perspective.

In the African region it is not unique, that due to globalisation the developing countries–which are becoming more and more aware of their international situation, still having tribal and religious separation in their heterogen society–are trying to improve their possibilities sometimes even with violent tools and methods according to the
actual ideology. These processes in the two countries of Nigeria and the Republic of Central-Africa on the so-called Sierra Leone–Somali axis are even mixed with the Christian–Muslim conflict. The aim of this paper is to overview the ongoing security and political processes of these two countries and to depict the actualities about the nature of the religious conflicts and the security situation in the heart of the continent.

A harmadik világban nem egyedülálló, hogy a globalizáció következtében a lemaradottságukkal egyre inkább tisztában levő fejlődő és sok esetben még mindig jelentős törzsi és vallási megosztottsággal rendelkező heterogén társadalmak helyzetükön, valamilyen ideológia mentén igyekeznek akár erőszakos úton javítani. Mindezen folyamatokat a Sierra Leone – Szomália-tengelyen elhelyezkedő Közép-afrikai Köztársaság és Nigéria esetében a napjainkban ismét előtérbe kerülő keresztény–muszlim konfliktus is tovább bonyolítja. Jelen dokumentum célja a két országban zajló biztonsági és politikai folyamatok előzményeinek és aktualitásainak áttekintése mellett egy átfogó kép rajzolása a kontinens szívében végbemenő vallási konfliktusok jellegéről, a regionális biztonság helyzetéről.

The most unanswered question today is whether or not a country will employ the atomic bomb. Could we get the result that we never again have to deal with the question at
all? Analyzing the current wars–and the possibility of weaponizing outer space–experts can answer this question with uncertainty. In this study, I collected and analysed those things that are necessary for a country to use the atomic bomb. These conditions are obstacles rather than opportunities for the use of the most destructive weapon ever created by mankind. In the course of my conclusions, I looked for the answer to whether it is possible to say with absolute certainty the chance of using the atomic bomb, and whether its use can be ruled out.

Napjaink megválaszolatlan kérdése, hogy vajon beveti-e valamelyik ország az atombombát, vagy sem? Eljutunk-e odáig, hogy egyáltalán szembe kell néznünk a problémával? A jelenleg folyó háborúkat – és a világűr felfegyverzésének lehetőségét – szem előtt tartva napjaink szakemberei továbbra sem tudják teljes bizonyossággal megválaszolni ezt a kérdést. A tanulmányban összegyűjtöttem és elemeztem azon feltételeket, amelyek szükségesek ahhoz, hogy valamely ország bevesse az atombombát. Ezek a feltételek inkább akadályai, mintsem lehetőségei az ember által valaha alkotott legpusztítóbb fegyver alkalmazásának. Következtetéseim során arra kerestem a választ, hogy megmondható-e teljes bizonyossággal az atombomba bevetésének esélye, illetve kizárható-e annak alkalmazása.

The mid-2010s have seen major armed conflicts emerging or expanding in the eastern and southern neighbourhoods of the European Union (EU). The communicative dimension
of these conflicts has prompted direct security risks in the EU, in particular through Russian disinformation activities and through terrorist propaganda conducted by the Islamic State terrorist organisation. The EU’s strategic communication capacity has been created in this period. The present article describes the relationship, including causal links, between the above crisis situations, the ensuing communicative risks and EU strategic communication, and it argues that the EU’s strategic communication is primarily a crisis management instrument.

Ezek kommunikatív dimenziója közvetlen biztonsági kockázatokat keletkeztetett az EU-ban, különös tekintettel az orosz dezinformációs tevékenységre és az Iszlám Állam terrorszervezet által folytatott terrorista propagandára. Ebben az időszakban épült ki az EU stratégiai kommunikációs képessége. Jelen tanulmány leírja az összefüggést, beleértve az ok-okozati kapcsolatokat, az említett válsághelyzetek, a belőlük származó kommunikatív kockázatok és az EU stratégiai kommunikációja között, valamint rámutat arra is, hogy az EU stratégiai kommunikáció elsősorban válságreagálási eszköz.

The relevance of the subject is underlined by the new Hungarian-Russian gas purchase agreement signed in autumn 2021 and the guaranteed supply capacities for Kiev from 2022. At regional level, the LNG terminal on the island of Krk, which has also supplied the Hungarian network with natural gas during its one-year operation, is alsonot negligible from a Hungarian perspective. The aim of this thesis is to present our country’s perceptions of energy security, which fundamentally determine our national
energy policy. Hungary considers energy as a strategic sector, and the changes of the last decade have made it necessary to update the energy policy documents. In this
paper, the regulations and strategic documents surveyed are consistently prioritising Hungary’s energy policy and supply situation. I provide an overview of the current Hungarian energy structure and its specificities.

A téma aktualitását a 2021-es év őszén megkötött új magyar–orosz gázvásárlási szerződés adja, valamint a 2022-
tőléletbe lépett garantált szállítási kapacitások Kijev részére. Regionálisan, magyar szempontból ugyancsak nem elhanyagolható a Krk szigeti LNG-terminál, amely egyéves működése alatt a magyar hálózatot is ellátta földgázzal. A dolgozat célja, hogy bemutassa hazánk energiabiztonságot illető percepcióit, amelyek alapvetően meghatározzák nemzeti energiapolitikánkat. Hazánk az energetikát stratégiai ágazatnak tekinti, az elmúlt évtizedben végbement változások pedig szükségessé tették az energetikai igazgatási anyagok aktualizálását. Írásomban a számba vett szabályzók és stratégiai dokumentumok egyöntetűen priorizált helyen kezelik Magyarország energiapolitikáját és ellátásbeli helyzetét. Az írásban általános képet adok a jelenlegi magyar energetikai struktúráról, annak sajátosságairól.

Courage, heroism, loyalty and honor are common central elements in Germanic/Scandinavian stories, which help us to understand the psychological background of their military ventures. This courage and heroism shown on the battlefield and in duels can be classified in the category of natural courage/heroism according to the classification of the science of philosophy. The fundamental source of this courage is the wyrd, which means the individual’s destiny. The heroes of the Nordic sagas must always be ready to fulfill their destiny. However, for the individual, not only courage is important, but also loyalty to the warlord and his companions. Examining the above-discussed military virtues helps in understanding the mentality of the Germanic/Scandinavian warriors and their warfare.

A germán/skandináv történetekben gyakori központi elem a bátorság, a hősiesség, a hűség és becsület, amelyek segítségével megismerhetjük hadi vállalkozásaik lélektani hátterét. A harctéren és párbajokban mutatott eme bátorság és hősiesség a filozófia
tudományának beosztása szerint a természetes bátorság/hősiesség kategóriájába sorolható. Ebátorság alapja a wyrd, az egyén sorsa. Az északi sagák hőseinek mindig készen kell állniuk, hogy a sorsukat képesek legyenek beteljesíteni. Az egyén számára azonban nemcsak a bátorság a fontos, hanem a hadúr és a társak iránt mutatott hűség is. A fent tárgyalt katonai erények vizsgálata segítséget nyújt a germán/skandináv harcosok gondolkodásmódjának és hadviselésüknek megismerésében.

One of the defining challenges of our days is the creation of peace and stability, which causes considerable confusion both at the state and church levels. This article intends to argue in favor of the usefulness of two methods that can be evaluated as tools and supplements for peacekeeping and peacemaking, and which require a certain level of openness on the part of the parties in the direction of cooperation: according to the author of this article, the cooperation of the state and the church could be fruitful in the prevention phase of conflicts and crisis situations in the form of dialogue, and after the escalation of the conflict, using an alternative dispute resolution method, mediation. After describing the views related to the perception of peace and the tasks of the state and the church on this field, the main part of the article deals with the characteristics of these methods and tries to shed light on why they can be useful in a conflict-burdened region such as the MENA region.

E cikk két olyan, a békefenntartáshoz és béketeremtéshez eszközként, kiegészítőként értékelhető módszer hasznossága mellett szeretne érvelni, amelyekhez szükséges a felek részéről egy bizonyos szintű nyitottság a kooperáció irányába: jelen cikk írója szerint az állam és az egyház kooperációja gyümölcsöző lehetne a konfliktusok és válsághelyzetek megelőzési szakaszában
párbeszéd formájában, valamint a konfliktus eszkalálódása után egy alternatív vitarendezési módszer, a mediáció alkalmazásával. A béke percepciójával kapcsolatos nézetek, valamint az e területhez köthető állami és egyházi feladatok ismertetése után a cikk fő része ezeknek a módszereknek a sajátosságaival foglalkozik, valamint azt igyekszik megvilágítani, hogy miért is lehetnek ezek hasznos módszerek egy olyan konfliktusokkal terhelt térségben, mint a MENA-övezet.

The Fundamental Law of Hungary states as such a principle that: „In order to create and maintain peace and security, and to achieve the sustainable development of humanity, Hungary shall strive for cooperation with all the peoples and countries of the world.” Section 146(1) of Act C of 2012
on the Criminal Code deals with illegal recruitment and related behaviours, Section 146(2) acts against voluntary participation in a foreign armed body participating in an armed conflict. The study first presents the place of illegal recruitment in the Hungarian Civil Code, followed by a discussion of peace and war. The study reveals the special characteristics of the first and second round of illegal recruitment, and finally a legal case is also described.

Magyarország Alaptörvényében alapelvként rögzítették, hogy „Magyarország a béke és a biztonság megteremtése és megőrzése, valamint az emberiség fenntartható fejlődése érdekében együttműködésre törekszik a világ valamennyi népével és országával”. A Büntető törvénykönyvről szóló 2012. évi C. törvény 146. § (1) bekezdésben rögzített fordulat a tiltott toborzás és az ehhez kapcsolódó magatartásokkal, míg a Btk. 146. § (2) bekezdés szerinti fordulat a fegyveres összeütközésben részt vevő idegen fegyveres szervezetben történő önkéntes részvétellel szemben lép fel. A tanulmányban elsőként a tiltott toborzás magyar Büntető Törvénykönyvben elfoglalt helyét mutatjuk be, majd a béke és a háború tárgyalása következik. A tanulmány feltárja a tiltott toborzás első és második fordulatának speciális jegyeit, végül pedig egy jogesetet ismertetünk.

The hussars of the Hungarian Armed Forces, in addition to their basic tasks or as a supplement to them, they can contribute and achieve significant results in the patriotic and national defence education of the youth, in the development of a healthy national consciousness. The subject of the study is the research conducted in the first quarter of 2022, which extended psychologists working in defence-health care system of the Hungarian Defence
Forces. Forty-three psychologists took part in the study, which practically represented the entire active workforce at the time. The research concerning the situation, satisfaction, opportunities, motivations, plans, and attitudes of psychologists was carried out using questionnaires and personal interviews. Due to limitations in scope, this study does not address the entire forty-nine plus six questions of the questionnaire and their sub-questions, but it tries to answer the question formulated in the title by interpreting
the relevant questions and connections. Due to the complexity of the research, the publication contains the most important ones in terms of processing the data from the questionnaire and presents their basic statistical values. The conclusions drawn from the results are not only professionally important as a cross-sectional status, but also provide basic information for the future regarding the field of military psychology, the workplace behavior and attitude of psychologists, and the set of conditions that determine their work.

A tanulmány témája a 2022. első negyedévében végzett vizsgálat, amely a Magyar Honvédség (MH) védelem-egészségügyben dolgozó pszichológusaira terjedt ki. A vizsgálatban negyvenhárom fő vett részt, ami gyakorlatilag a teljes aktívan dolgozó állományt jelentette akkor. Kérdőíves válaszadás és személyes interjú módszerrel történt a pszichológusok elégedettségét, helyzetét, lehetőségeit, motivációit, terveit, attitűdjeit érintő kutatás. Jelen tanulmány – terjedelmi korlátok miatt – nem tér ki a kérdőív teljes negyvenkilenc plusz hat kérdésére és ezek alkérdéseire, de a címben megfogalmazott kérdésre igyekszik választ adni a vonatkozó kérdések és összefüggések értelmezésével. A kutatás komplexitásából adódóan a publikáció a kérdőívből származó adatok feldolgozását tekintve a legfontosabbakat tartalmazza, és ezek alapstatisztikai értékeit mutatja be. Az eredményekből levont következtetések nemcsak szakmailag fontosak mint keresztmetszeti státusz, hanem a jövőre vonatkoztatva is alapinformációkat biztosítanak a katonapszichológia szakterületre, a pszichológusok munkahelyi viselkedésére, attitűdjére és a munkájukat meghatározó feltételrendszerre vonatkozóan.

the social, education and curriculum theoretical, respectively education methodological aspects, many questions may arise. In our study, from the side of educational science, we are looking for the common values of the two educational fields for dealing with the challenges of life in the 21st century. In this context, we separately map the value set of national defence education and physical education, their role in the 2012 and 2020 NCC. For our analysis, we use Benjamin Bloom’s requirements taxonomy system. As a conclusion, it is established that the social practice of our time presents young people with more and more tests to be solved (see Covid-19, war, sedentary lifestyle, etc.). Subject pedagogy answers should be sought primarily from methodological rather than content (educational material selection) aspects. The possibilities of content development lie almost exclusively in the expansion of the forms of movement in sports, since the teaching of physical education in Hungary is based on them. Focusing on experience orientation, seeking pleasure is indeed an important value orientation, but it is not a primary goal. Performance expectations and performance orientation are the facts of both educational fields, and order and discipline are an essential component of common values. The cross-curricular aspects of the two fields should also be highlighted.

A honvédelmi nevelés és a testnevelés kovariációját társadalmi, oktatás- és tantervelméleti, illetve oktatásmódszertani aspektusból vizsgálva számos kérdés merülhet fel. Tanulmányunkban a neveléstudomány oldaláról keressük a két nevelési terület 21. századi életkihívások kezelésére szolgáló közös értékeit. Ezzel összefüggésben külön-külön feltérképezzük a honvédelmi nevelés és a testnevelés értékkészletét, a 2012-es és a 2020-as NAT-ban betöltött szerepüket. Elemzésünkhöz Benjamin Bloom követelménytaxonómiai rendszerét hívjuk segítségül. Konklúzióként megállapítjuk, hogy korunk társadalmi gyakorlata újabb és újabb megoldandó próbatételek elé állítja a fiatalokat (lásd Covid–19, háború, mozgásszegény életmód stb.). A tantárgypedagógiai válaszokat elsősorban módszertani, nem pedig tartalmi (tananyag-kiválasztási) szempontok mentén kell keresni. A tartalmi fejlesztés lehetőségei majdnem kizárólag a sportági mozgásformák bővítésében rejlenek, mivel Magyarországon a testnevelés tantárgy oktatása ezeken alapszik. Az élményközpontúság, az örömszerzés valóban fontos értékorientáció, de nem primer cél. Mindkét nevelési terület faktuma a teljesítményelvárás, a teljesítményirányultság, emellett a közös értékek nélkülözhetetlen alkotóeleme a rend és a fegyelem. Kiemelendők még a két terület kereszttantervi vonatkozásai.

Artificial intelligence is visibly reshaping economies, and its increasingly widespread use promises increased productivity, efficiency and lower costs. It contributes to a better life and helps people make better predictions and more informed decisions not only in the civilian field but also in military applications. The expected successes can be brought about by rapid spread and application, which can generate competition between countries. In order to map the role of artificial intelligence in the world domi-nation competition of the great powers, the author analyses the impact of artificial intelligence on the economy, as well as the efforts of the military great powers in the struggle for the production of artificial intelligence.

The first orders of knights were formed in the royal courts in the late Middle Ages. When the ancient eastern Christian centres had all fallen following the conquests of the Seljuk Turks, by the end of the 11th century, Rome and Western Christianity were forced to take action. During the First Crusade, the first ecclesiastical orders were established on the model of monastic orders. Their creation was not a spontaneous process, but a conscious undertaking, for the members of these orders were also capable of performing tasks which an average soldier would not. It was then that the figure of the Christian warrior who fought against the conquering Islam was formed in order to liberate the Holy Land, who later became an example to many.2 The Crusades were consecrated as military campaigns by the Church, in which the ideal of the Christian soldier gained heroic character. The new orders uniquely combined military and monastic virtues.3 In this article, we examine the role of the Hospitallers (Johannites), the Templars, the Order of the German Knights and the Order of the Knights of the Holy Sepulchre in Jerusalem in the light of the circumstances in which they were formed and their role in today’s armed and pandemic conflicts.

In my article, I am looking for the answer to the question whether there is a system of leadership selection within the Hungarian Defence Forces. In order to find an answer to the question in the title, I will clarify what kind of personnel/staff(?) I mean by the term leader. I will describe what is meant by selection and what tools it has. I will then describe the police selection system and show some examples of officer selection abroad. I will describe where the Hungarian Defence Forces are in the selection of senior officers.
