In order to analyze the process of inclusion or exclusion of Venezuelan immigrants in Colombia, two tendencies within security studies are taken into account: the Securitization Model (established by the Copenhagen School) and the concept of Human Security (proposed by the UN). These two approaches have in common the fact that they go beyond the interpretations focused on the defense of the State, the latter being the object of reference for classical security models. Both Securitization and Human Security will be put into perspective in this paper with respect to the complex panorama of migration, especially on the basis of the place of the immigrants in the security schemes of the States. Without any intentions to give a categorical answer -since the phenomenon and institutional measures have not ceased to mutate over time- it is of particular interest to elucidate to what extent the Venezuelan diaspora has or has not been securitized in Colombia, the first country to which migrants go and the one that currently hosts the most Venezuelans.

The relations between the Middle Eastern states are mainly characterised by dynamic balancing. The study focuses on the role of Israel, which is the only great regional military power which is at the same time not a potential regional hegemon. Due to its unique characteristics Israel is a balancer agent in the Middle Eastern system, which contributes with its deterrent power to the balancing of any power aiming at achieving regional hegemony. Consequently, Israeli military capabilities combined with its unique perception on security is a pillar of Middle Eastern balance of power, however it is an obstacle to overcome for the emerging regional hegemon. The study also highlights
that as Israeli deterrence is based on its assertive military strategy, therefore in case of a miscalculation it can also contribute to escalation and a radical growth of regional instability.

A közel-keleti államok közötti viszonyokat alapvetően dinamikus egyensúlypolitika jellemzi. A tanulmány Izrael szerepére fókuszál, az egyetlen regionális katonai nagyhataloméra, amely nem potenciális regionális hegemón. Sajátos adottságainak köszönhetően
Izrael, a tanulmány hipotézise szerint, a közel-keleti hatalmi rend kiegyensúlyozó tényezője, amely elrettentő erejével járul hozzá egy regionális hegemónia elérésére törekvő hatalom ellensúlyozásához. Így az ország katonai képességeinek és sajátos biztonságpercepciójának kombinációjából következően a közel-keleti regionális egyensúly pillére, a felemelkedő regionális hegemón számára viszont kiiktatandó akadály. Az elemzés ugyanakkor kiemeli, hogy mivel Izrael ellensúlyozó képessége asszertív
katonai stratégiájára épül, félrekalkuláció esetén az eszkalációhoz és a regionális instabilitás radikális növekedéséhez is hozzájárulhat.

In the Baltic both the First World War and the Russian Revolutions in 1917 created such conditions which can be easily parallelled with the event occured in Eastern and Central Europe between 1917 and 1923 when the conclusion of the World War did not mean the ending of the struggles but rather multiplied the number of the actors. My purpose with this article is to introduce the episodes of a european region during and after the World War, by utilising the perspectives of Military History, Sociography, Political Science and Diplomacy, whose events are very limitedly known, but which can help for the better understanding of the contemporary events of Eastern and Central Europe.

Mind az első világháború, mind az 1917-es oroszországi forradalmak olyan állapotokat teremtettek a Baltikumban, amelyek könnyedén párhuzamba hozhatók az 1917 és 1923 közti kelet- és közép-európai eseményekkel. A világháború lezárása ugyanis nemcsak hogy nem jelentette a küzdelmek befejeződését, hanem inkább csak a szereplők számát sokszorozta meg. Jelen cikk célja egy olyan európai régió világháború alatti és utáni történelmének bemutatása, amelynek eseményei kevésbé ismertek, de segítségül szolgálhatnak a korabeli kelet- és közép-európai történelem jobb megértéséhez, hadtörténeti, szociográfiai, politológiai és diplomáciai nézőpontok alapján.

Communities and civil organizations can take over many tasks from the state in terms of preparing people so that they are increasingly able to recognize and respond to their
human needs and defend themselves in case of danger. In this article, I am looking for an answer to how projects were carried out through the development of civil society and the cooperation of civil actors, and what effect these may have in the areas liberated in Iraq in 2017 (Nineveh, Anbar, Diyala, Babil, Salah ad Din, Baghdad and Kirkuk governorates) and in the Kurdistan Autonomous Region during the “early recovery” period after the crisis.

The aim of the study is to apply Analytic Hierarchy Process for quantifying Italian national interests. The methodology is used in a longitudinal study (2011–2021) to analyse the national interests of Italy regarding to five states on the southern Mediterranean coast. The longitudinal nature of the study enabled me to visualise the eventual changes in the relative importance of each state, which can be an explanation of shifts in foreign policy.

Just war theory is closely linked to the restriction of causing human, cultural and natural harm, and so to protection of Creation. The theory has had more forms during its history,
which supported differently the restriction of causing harm and the protection of Creation. Three major forms of the theory can be distinguished from the birth of it: the medieval form summarized by Saint Thomas Aquinas (1225–1274), the international law theory represented by Hugo Grotius (1583–1645) and Michael Walzer (1935–),
and the contemporary revisionist theory of Jeff McMahan (1954–). This paper concerns comparatively the medieval and the international law theories from the perspective of protection of Creation.

Az igazságos háború elmélete szorosan kapcsolódik az emberi, a kulturális és a természeti kár okozásának korlátozásához, és így a teremtésvédelemhez. Az elmélet a története során több formában jelent meg, amelyek különböző mértékben támogatták a károkozás
korlátozását és a teremtés védelmét. Ha az elmélet történetét a 11–13. századra vezetjük vissza, akkor annak legalább három egymást követő formáját különböztethetjük meg: az Aquinói Szent Tamás (1225–1274) által összegzett középkori keresztény változatot, a 17.
században Hugo Grotius (1583–1645) nevéhez, majd a 20. század második felében Michael Walzer (1935–) nevéhez kapcsolódó nemzetközi jogi változatot és a Jeff McMahan (1954–) neve által fémjelzett revizionista változatot. Jelen tanulmány a középkori és a nemzetközi jogi elmélet bemutatásával és a teremtésvédelem szempontjából való összehasonlításával foglalkozik.

Francis II Rákóczi (1676–1735) was one of the most famous figures in Hungarian history. The 18^th century War of Independence (1703–1711) and the commemoration of it have also taken deep roots in Hungarian identity. This is no different in the Hungarian Defence Forces, which have sought to commemorate the prince since the end of the 19^th century. Despite the political changes of the 20^th

it is possible to see exactly what kind of memory of Rákóczi the Hungarian Defence Forces have built up in the country over the last hundred years.

II. Rákóczi Ferenc (1676–1735) az egyik legismertebb személy a magyar történelemben. A 18. században vezetett szabadságharc (1703–1711) és az arról való megemlékezés a magyar identitásban is mély gyökeret vert. Nincs ez másként a Magyar Honvédségben sem, amely már a 19. század végétől igyekezett megemlékezni a fejedelemről. A 20. század markáns politikai változásai ellenére Rákóczi emlékezete fennmaradt a Honvédségben, még ha annak megoszlása folyamatosan változott is. A katonai ezredek, laktanyák és kulturális szervezetek is előszeretettel választottak olyan neveket, amelyek Rákóczira vagy szabadságharcára utaltak. Az adatok térbeliségének elemzésével kiderül, hogy a Magyar Honvédség pontosan milyen Rákóczi-emlékezetet épített ki az országban az elmúlt száz év során.

In recent years, the Lajos Kossuth Military College (KLKF) has played a key role in the training of Hungarian commissioned officers. The first two decades of the KLKF were intertwined with those of Major General Barna Kazai, who was the commander of the college from its foundation until 1988. Barna Kazai’s life and work served as an example for students and teachers. This motivated me to explore and present the major milestones of his life and work. Barna Kazai graduated from Lajos Kossuth Military College and M. V. Frunze Military Academy in Moscow, served in the Hungarian People’s Army from squad leader, and platoon commander to division chief, and was later appointed college commander. Throughout his career, he kept learning, and performed his duties with great diligence. His appearance and attire were carrying authority. His memory is preserved in the Kazai Hall, at NKE HHK and on a memorial plaque in Szentendre.

Az elmúlt időszakban a Kossuth Lajos Katonai Főiskola meghatározó szerepet játszott a magyar tisztképzésben. A főiskola első két évtizede összeforrott Kazai Barna vezérőrnagy főiskola-parancsnokéval, aki az alapítástól 1988-ig vezette a főiskolát. Kazai Barna élete és munkássága példaként szolgált a hallgatók és oktatók számára. Ez motivált, hogy életének jelentősebb állomásait és munkásságát felkutassam, és megjelenítsem. Kazai Barna Kossuth és Moszkvában Frunze Akadémiát végzett, raj-, szakaszparancsnoki beosztástól hadosztály törzsfőnöki beosztásig szolgált a Magyar Néphadseregben, majd főiskola-parancsnoknak nevezték ki. Pályája során mindig tanult, és nagy szorgalommal végezte munkáját. Megjelenése, öltözete tekintélyparancsoló volt. Emlékét a Nemzeti Közszolgálati Egyetem Hadtudományi és Honvédtisztképző Karán a Kazai terem és Szentendrén emléktábla őrzi.

The formation of sociology is related to the marked appearance of the social aspects of the capitalist economy in the 19^th century. Factory in the economy and bureaucracy in the sphere of administration is a consequence of the unfolding of capitalist logic, of rationality. In my study I’m planning to make an experiment to draft the connecting points of modern bureaucracy and sociology. I’m planning to do so in the framework of two questions. One of these will investigate how sociology approaches the organization, the activities and the tasks of bureaucracy. The other will demonstrate how the institutional and organizational trust appears in the focus of the diverse public administration’s social perception.

A szociológia kialakulása a 19. századi kapitalista gazdaság társadalmi vonatkozásainak markáns megjelenéséhez kapcsolódik. A gazdaságban az üzem, az igazgatás szférájában a bürokrácia is a kapitalista logika, a racionalitás kibontakozásának következménye. A tanulmányban kísérletet teszek a modern bürokrácia és a szociológia kapcsolódási pontjainak vázolására. Ezt két kérdés keretében igyekszem bemutatni. Az egyikben azt vizsgálom, hogyan közelíti meg a szociológia a bürokrácia szervezetét, tevékenységét és feladatait. A másikban pedig azt mutatom be, hogyan jelenik meg, kerül a sokoldalú közigazgatási tevékenység társadalmi percepciójának fókuszába az intézményi, szervezeti bizalom.

Pannonia Inferior had a long common border with the warlike Sarmatian tribes, who lived in the Great Hungarian Plains, therefore their observation was very important for the Roman governors. The Roman state built a large intelligence network, which was also used by the governors of Pannonia Inferior. The data and information gathered by spies, interpreters, officials and merchants helped the Roman leadership in making important decisions.

Pannonia Inferior római kormányzói számára lényeges volt a határ megvédése. A tartományban egy legio és auxiliaris csapatok állomásoztak. Pannonia Inferiornak hosszú közös határa volt az Alföldön élő harcias szarmata törzsekkel, ezért a római tartományi
vezetők számára nagyon fontos volt a megfigyelésük. A római állam nagy hírszerző hálózatot épített ki, amelyet Pannonia Inferior helytartói is felhasználtak. A kémek, a tolmácsok, a tisztviselők és a kereskedők által összegyűjtött adatok és információk segítettek a római vezetésnek a fontos döntésekben.

Due to technological and IT developments around the world, we are witnessing a kind of economic and financial paradigm shift, which results that a large part of the financial accounts are moving towards a new trend where cash does not dominate, but electronic accounts and similar cash-saving payment methods are becoming more and more common. In addition, it can be observed that part of the world’s population, in the absence of appropriate financial institutions and infrastructure, still carries out financial transactions based on traditions, using informal value transfer systems. Although, these alternative solutions are not essentially designed for money laundering, offenders nevertheless prefer to use it, by virtue of their anonymity, speed and safety, to legalise “dirty” money. This study seeks to demonstrate that, among the alternative methods of money laundering, informal value transfer systems, by their very nature, possess and meet the specific requirements of those who wish to launder illegal money, and that their role is thus gradually being appreciated at the threshold of the new millennium.

A világban lezajlott technológiai és informatikai fejlődésnek köszönhetően egyfajta gazdasági és pénzügyi paradigmaváltás tanúi lehetünk, aminek következtében a pénzügyi elszámolások nagy része olyan új trend felé halad, ahol már egyre kevésbé dominál a készpénz, az elektronikus számlapénz és az ehhez hasonló készpénzkímélő fizetési módszerek kezdenek elterjedni. Emellett az is megfigyelhető, hogy a világ lakosságának egy része – megfelelő pénzintézet és infrastruktúra hiányában – még mindig tradicionális
hagyományokon alapulva az informális értékátviteli rendszerek igénybevételével végez pénzügyi műveleteket. Bár természetüknél fogva ezek az alternatív megoldások alapvetően nem pénzmosás céljából alakultak ki, ettől függetlenül anonim, gyors és biztonságos mivoltuk révén előszeretettel használják a bűnözők is a „piszkos” pénzek legalizálására. Jelen tanulmány azt kívánja bemutatni, hogy az alternatív pénzmosási módszerek közül az informális értékátviteli rendszerek jellegüknél fogva rendelkeznek és egyben meg is felelnek a törvénytelen eredetű pénzt tisztára mosni vágyók sajátos elvárásainak, szerepük ezáltal az új évezred küszöbén fokozatosan felértékelődik.

The global movement of our time, body positivity, points out that throughout world history certain bodies have been deemed less beautiful and valuable than others. This approach dominated 20^th century Hungarian history, both in the Horthy era and in the socialist decades that followed. The bodies of the country’s population was assembled into a collective body concept, the system extended its right of surveillance to the bodies of its citizens, and it imposed expectations on them. In the Horthy era, the reason for this was the defeat in the world war and the maximisation of the army’s numbers, thus indirectly part of the country’s moral recovery. For the first time in Hungarian history, the authorities also realised that the school, as an institution and a stage, was an excellent opportunity to reinforce the ideology of the regime. The physical education was reformed, following the Danish model, militaristic youth movements and other sports circles appeared.

Napjaink globális mozgalma, a testpozitivitás rámutat, hogy a világtörténelem során bizonyos testeket a többinél rendre kevésbé szépnek és értékesnek minősítettek, ami miatt egyesek jogtalan előnyhöz jutottak másokkal szemben. Ez a szemléletmód dominált a 20. századi magyar történelemben is, mind a Horthy-korszakban, mind az azt követő szocialista évtizedekben. Az ország lakóinak teste egy kollektív testképzetté állt össze, és a rendszer az állampolgárok testére is kiterjesztette felügyeleti jogát, azzal szemben elvárásokat támasztott. A Horthy-korszakban ennek oka a vesztes világháborúban, valamint a hadsereg létszámának maximalizálásában keresendő, és közvetve az ország morális talpra állásának is részét képezte. A hatalom a magyar történelem során először arra is rádöbbent, hogy az iskola, mint intézmény és színtér, kiváló lehetőség a rendszer ideológiájának megerősítésére. Megjelent az újragondolt, dán mintát követő testnevelés-oktatás, a militarista színezetű ifjúsági mozgalmak és egyéb sportkörök.

National symbols play a decisive role in the life of a society. Through their value-preserving and mediating role, they connect different age groups and citizens with different professions. For the stratum that chooses a military profession, they convey deeper-rooted values that nurture love for the homeland and commitment to the military career. The atmosphere of the event of becoming an officer is determined by the location, the use of the built space, the line-up of the historical flag line, and the sounds of the National Anthem. The officer’s oath taken in front of the national flag, in this artificially created environment reminiscent of the past, could strengthen the commitment to the military career.

A nemzeti szimbólumok meghatározó szerepet töltenek be egy társadalom életében. Értékmegőrző és közvetítő szerepük révén összekötik a különböző korosztályokat, az eltérő hivatással rendelkező állampolgárokat. A katonai hivatást választó réteg számára mélyebben gyökerező értékeket közvetítenek, amelyek a hazaszeretetet, a katonai pálya iránti elköteleződést táplálják. A tisztté válás eseményének légkörét meghatározza a helyszín, az épített tér használata, a felsorakoztatott történelmi zászlósor és a Himnusz hangjai. The role of the Royal Hungarian Army in the Second World War was determined by the political constraints of the Kingdom of Hungary and its limited economic opportunities. The situation of the German troops on the Eastern Front – after their initial successes – demanded a greater involvement of Hungarian troops in the war. The Hungarian Government reluctantly set up the 2^nd Hungarian Army, which immediately joined the German forces after its deployment. The story of the Second Army has been one of the saddest chapters in Hungarian military history.

In our joint study, we present the role of the Defence Sports Association and its achievements in the past period, in the complex system of patriotic and national defence education to make them available to the international scientific community. We also introduce the readers to the possibilities and plans for the future of the Association.
