Tízéves az európai polgári kezdeményezés
– mivé vált az Unió részvételi demokráciájának új eszköze?

Absztrakt
Az európai polgári kezdeményezés (EPK) 2012. április 1-je óta áll az uniós polgárok rendelkezésére a gyakorlatban, így az idei évben tízéves fennállását ünnepeli az Európai Unió részvételi demokráciájának lisszaboni szerződéssel bevezetett új eszköze. Az elmúlt tíz év legalapvetőbb kérdése, hogy valójában mi, illetve mivé vált a gyakorlatban az EPK? Bár a vonatkozó joganyag és a jogtudomány is az EU demokráciadeficitjének csökkentésére hivatott eszközként tekint az EPK-ra, jelen értekezés feltevése szerint gyakorlati megvalósulását tekintve sokkal inkább érdekérvényesítő eszköznek tekinthető. E megközelítésben fontos kérdés, hogy mennyire hatékony az eszköz ilyen minőségben, illetve melyek azok a tényezők, amelyek a hatékonyságát befolyásolják. Ennek vizsgálata során három szempontot veszünk figyelembe: az EPK-val kapcsolatos tudatosságot, a „sikeres EPK” fogalmának meghatározását, illetve az eszköz „ár-érték” arányát. Az értekezés elméleti megközelítésben tekinti át az EPK gyakorlatának elmúlt tíz évét, figyelemmel az uniós jog rendszerében betöltött szerepére, valamint e szerep gyakorlati felhasználás mentén való formálódására.
