The EU–US relations do not correspond completely with the European–American relations. The latter is broader and traditionally it has a very heavy defence and security policy cooperation dimension. The present analysis intends to look into the specific EU–US relations with defining the issues on the agenda and examining these issue areas. The issue areas overlap each other and a single issue may belong to other areas, too. These areas of issue groups on the EU–US agenda are: security cooperation; economic cooperation and the global challenges, which need to be addressed together. Description of the agenda makes sense in the perspective of the liberal world order, because the EU and the US are the two most important agenda setters of the liberal world order.

Az Európai Unió (EU) és az Amerikai Egyesült Államok kapcsolata nem egyenlő az európai–amerikai kapcsolatokkal. Az utóbbi jóval bővebb, és tradicionálisan hangsúlyos védelmi együttműködési és biztonsági eleme van. A tanulmány célja, hogy körüljárja azokat az ügyeket, amelyek a két fél kapcsolatainak napirendjén vannak, és a legfontosabb, trendeket meghatározó kérdésterületek alapján csoportosítva adjon logikát az EU és az Egyesült Államok kapcsolatai elemzésének. Ha leszűkítjük a kérdésterületet, akkor a napirenden lévő ügyek alapján a kapcsolatokat három nagyobb dimenzióba sorolhatjuk. Ezek egymással is átfedést mutatnak, és egyes ügyek nem egyértelműen tartoznak kizárólagosan csak egy csoportba. Ezek a kérdéscsoportok: a biztonsági jellegű kérdések; a gazdasági kapcsolatok; illetve azok a globálisan jelen lévő ügyek, amelyekben a két fél kölcsönösen egymásra van utalva. A napirend leíró bemutatása azért érdekes, mert az EU és az Egyesült Államok a liberális világrend legbefolyásosabb szereplői és annak alakítói.

The Arctic region has re-emerged as a geopolitical hotspot during the past decades, mainly due to the problems raised by climate change and manifesting economic opportunities. The European Union has been interested in the region in several aspects. Europe has geographical, historical and economic ties with the Arctic, and wants to play a role in the forming regional order. The main object of this paper is to investigate EU’s involvement in Arctic affairs. The main argument is that EU’s presence in the region is characterised by duality. The EU is regional and outsider at the same time. Its role is determinative, but faces many challenges and limitations.

Az Arktisz térsége az elmúlt évtizedekben a nemzetközi politikai érdeklődés homlokterébe került, aminek két legfőbb oka van: a helyi klímaváltozás által felvetett problémák és az újonnan kibontakozó gazdasági lehetőségek. Az Európai Unió (EU) több szállal kötődik a térséghez, aminek földrajzi, történelmi és gazdasági gyökerei egyaránt vannak. Emellett Európa szerepet kíván vállalni az újonnan kialakuló regionális rendben. Jelen tanulmány fő célja, hogy megvizsgálja az EU szerepvállalását az Arktisszal kapcsolatos ügyekben. A dolgozat abból a megközelítésből indul ki, hogy az EU érdekérvényesítését a térségben ambivalencia jellemzi. Az EU egyszerre a régión belüli és azon kívül álló nemzetközi szereplő. Jelenléte tagadhatatlan, de számos kihívással és korláttal néz szembe.

The most important decisions on the long-term future of the European Union are taken in the European Council (EUCO). The Heads of State or Government set the new political guidelines and decide on treaty changes. Yet very little is known about the decision-making process of the European Council, including how Member States seek to assert their interests in the negotiations. This paper explores the bargaining strategies that are used repeatedly by states in European Council meetings and intergovernmental conferences.

Az Európai Unió hosszú távú jövőjével kapcsolatos legfontosabb döntések az Európai Tanácsban (EiT) születnek. Az állam- és kormányfők határozzák meg az új politikai irányvonalakat és döntenek a szerződésmódosításról. Az EiT döntéshozatali folyamatáról mégis nagyon keveset tudunk, így arról is, hogy a tagországok milyen módon igyekeznek érdekeiket érvényre juttatni a tárgyalások során. Jelen tanulmány azokat az alkustratégiákat tárja fel, amelyeket az államok visszatérően alkalmaznak az Európai Tanács ülésein, illetve a kormányközi konferenciákon.

Reflection on the created world has always been part of Catholic theology. However, it was relatively late that the protection aspect became an integral part of the Church’s social teaching. The Catholic Church has sought to provide a theologically based response to the harm caused by modern economy, industry and military force. Pope Francis issued an encyclical on environmental pollution. The encyclical, Laudato si’, is the first ecclesiastical document to explicitly address the protection of creation by taking into account public policies at national and international level. Pope Francis continues the policy of the Second Vatican Council, which was based on dialogue. For the common good and for the good of humanity, he seeks to establish a dialogue with all States and international organisations. In this paper, we compare specifically the environmental aspects of the Holy See and the European Union. We will try to show the common points as well as the philosophical differences and the different solutions proposed.

A katolikus teológiának mindig is részét alkotta a teremtett világra való reflexió. A védelem szempontjai azonban viszonylag későn váltak az egyház társadalmi tanításának szerves részévé. A katolikus egyház a modern gazdaság, ipar és a katonai erő által okozott károkra akart teológiai alapú választ adni. Környezetszennyezés miatt Ferenc pápa önálló enciklikát adott ki. A Laudato si’ kezdetű enciklika az első olyan egyházi dokumentum, amely kifejezetten a teremtésvédelemmel foglalkozik, úgy hogy az egyes állami és nemzetközi közpolitikákat is figyelembe veszi. Ferenc pápa folytatja a II. Vatikáni Zsinat pátbeszédre épülő politikáját. A közjó és az emberiség java miatt, minden állammal és nemzetközi szervezettel párbeszédet igyekszik kialakítani. Ebben a tanulmányban kifejezetten a Szentszék és az Európai Unió környezetvédelmi szempontjait hasonlítjuk össze. Igyekszünk a közös pontokat éppúgy bemutatni, mint a filozófiai különbözőségeket és az eltérő megoldási javaslatokat.

Administratively, Szeklerland is not a recognized region, it is made up of three counties, Maros, Hargita, Kovászna, however, even their borders do not delineate its territory, since Maros County only partially belongs to the mentioned region. One of the main characteristics of this area is that more than 70% of the population is Hungarian-speaking. Partly due to this, and partly due to historical events, the people who live here interpret this geographical unit as a region with no administrative borders, but certainly with psychological borders. The study shows that its economic situation can be said to be semi-peripheral, in the eastern corner of Europe, within the framework of a semi-peripheral country, Romania. The question is how can the region break out of its current situation and start on the path of economic development? Known macroeconomic indicators are presented, the situation of the infrastructure, unique and untapped opportunities, and the identification of the main directions that can lead to economic success, taking into account the characteristics of the global environment.

Közigazgatásilag Székelyföld nem elismert régió, három megye alkotja – Maros, Hargita, Kovászna –, azonban még ezek határai sem körvonalazzák ennek területét, hiszen Maros megye csak részben tartozik az említett régióba. E terület egyik fő jellegzetessége, hogy több mint 70% arányban magyar ajkú lakosság lakja. Részben ennek köszönhetően, részben pedig a történelmi eseményeknek, az itt élők ezt a földrajzi egységet, ha államigazgatási határokkal nem is, de lélektani határokkal mindenképp rendelkező régióként értelmezik. A tanulmányból kitűnik, hogy ennek gazdasági helyzete félperifériásnak mondható, Európa keleti szegletében, egy félperifériás ország, Románia, keretén belül. A kérdés, hogyan képes a régió kitörni jelenlegi helyzetéből és a gazdasági fejlődés útján elindulni? Bemutatom az ismert makrogazdasági mutatókat, az infrastruktúra helyzetét, az egyedülálló és kiaknázatlan lehetőségeket, és azonosítom azokat a fő irányvonalakat, amelyek gazdasági sikerekhez vezethetnek, figyelembe véve ugyanakkor a globális környezet sajátosságait.

In my research, I examine the voting behaviour of the Visegrad Group (Visegrad Cooperation, Visegrad countries, Visegrad Four, V4) over the past ten years, based on United Nations (UN) General Assembly resolutions on Israel. The General Assembly voted on 870 resolutions between 2012 and 2022. For these resolutions, I examined the countries voting behaviour. In the framework of a comprehensive introduction, I present the history, foundations and major milestones of the Visegrad Cooperation. In order to interpret the development of the Visegrad Cooperation, the methodology of its study and the results of the individual research, I consider it necessary to present the development of economic relations between Israel and the V4, to briefly describe Israel’s national and diaspora foreign policy interests. The research aims to find the answer, whether Israel’s foreign policy efforts have been successful in building relations with the Visegrad Cooperation. To what extent the upgrading of Israeli–V4 economic relations has contributed to the development of a pro-Israel attitude in the V4. As a result of this research, I will present the voting mechanism of the Visegrad Cooperation in the UN General Assembly, examining which countries vote for or against the European Union (EU) or the Israeli position.

Kutatásomban a visegrádi csoport (visegrádi együttműködés, visegrádi országok, visegrádi négyek, V4) szavazati irányultságát vizsgálom az elmúlt tíz év távlatában, az Izraellel kapcsolatos Egyesült Nemzetek Szervezete (ENSZ) Közgyűlés határozatai alapján. A Közgyűlés 2012 és 2022 között 870 db határozatról szavazott. E határozatok esetében vizsgáltam a szavazati magatartást. Egy átfogó bevezető keretén belül ismertetem a visegrádi együttműködés történetét, alapjait és fontosabb mérföldköveit. Ahhoz, hogy a visegrádi együttműködés kialakulását, vizsgálatának módszertanát és az egyéni kutatás eredményét értelmezni lehessen, szükségesnek tartom, hogy bemutassam Izrael és a V4-ek közötti gazdasági kapcsolatok alakulását, ismertessem röviden Izrael nemzeti és diaszpórát érintő külpolitikai érdekeit. Kutatásomban azt vizsgálom, hogy Izrael külpolitikai törekvései mennyiben sikeresek a visegrádi együttműködéssel való kapcsolatok kialakításában. Az izraeli–V4 gazdasági kapcsolatok felértékelődése mennyiben járult hozzá a V4-ek Izraelt támogató hozzáállásának kialakításához. A kutatás vizsgálatának eredményeként bemutatom a visegrádi együttműködés szavazati mechanizmusát az ENSZ Közgyűlésben, megvizsgálva, hogy melyik ország szavaz az Európai Unió (EU) vagy az izraeli álláspont mellett, vagy ellen.

We are approaching the twentieth anniversary of our accession to the European Union. The condition for accession was the realisation of the legal harmonisation of Hungary with the legal system of the European Union. Fulfilment of the obligations of legal harmonisation is essential for the success of the mechanism and for the implementation of a monitoring system that checks adaptation for a given Member State. In the present study, I examine the extent to which the harmonisation of labour law has fulfilled the hopes of Hungary. In this context, I pay special attention to the possible modification of the telework rules, the examination of the Telework Framework Agreement.

A jogharmonizáció kötelezettségeinek teljesítése elengedhetetlen ahhoz, hogy a mechanizmus sikeres legyen, megvalósulhasson az a monitoringrendszer, amely az adaptációt ellenőrzi egy adott tagállam vonatkozásában. Jelen tanulmányban azt vizsgálom, hogy hazánk szempontjából mennyire váltotta be a munkajogi jogharmonizáció a hozzá fűzött reményeket. Ebben a kontextusban kiemelt figyelmet fordítok a távmunkaszabályok esetleges módosulásának, a Távmunka Keretmegállapodás vizsgálatának.

Law enforcement is a key task for every state. Today, however, law enforcement is no longer a national issue, as the development of modern technology, the rise of organised forms of crime and the internationalisation of drug trafficking have led to a high level of cross-border crime. European cooperation in criminal matters aims not only to ensure judicial cooperation between Member States in criminal matters and to combat cross-border crime outside the Community’s borders, but also to cooperate
with States which, although not members of the European Union, are involved in one or more offences of which the Community is a victim. Eurojust therefore plays an important role in making the Community a safer place. In order to overcome the problems mentioned above, Eurojust has set up an international network of non-EU Member States which cooperate with the Community through their prosecutors seconded to the Agency. Of course, the Community also seeks to cooperate extensively
in criminal matters with other bodies, such as Europol, the police cooperation body, whose role focuses on gathering information and developing expertise to make the prosecution of crime even more effective. In addition, the EU is also seeking to ensure that cross-border crime is tackled through international agreements. In my study,
I want to highlight how the European Union cooperates with non-EU countries in the field of law enforcement. I will also look at the ways in which this cooperation helps to detect specific crimes.

A bűncselekmények üldözése minden állam számára rendkívül meghatározó feladat. Ma azonban már nem lehet a bűnüldözésről csak egy adott állam vonatkozásában beszélni, hiszen a modern technológia fejlődése, a szervezett bűnözési formák előtérbe kerülése és a kábítószer-kereskedelem nemzetközivé válása következtében a határokon átnyúló bűnözés is széles körűvé vált. Az európai bűnügyi együttműködés célja nemcsak a tagállamok közötti büntetőügyekben folytatott igazságügyi együttműködés biztosítása, és a határokon átnyúló azonban a Közösség határait át nem lépő bűnözés felszámolása, hanem az olyan államokkal való együttműködés is, amelyek, habár nem tagjai az Európai Uniónak, mégis érintettek egy vagy akár több olyan bűncselekményben, amelynek átvitt értelemben a Közösség is sértettje. Az Eurojustnak van jelentős szerepe tehát abban, hogy a Közösség biztonságosabb legyen. A fent említett problémák kiküszöbölése végett az Eurojust egy nemzetközi hálózatot hozott létre, amelynek nem uniós államok is a tagjai, és amelyek így a Közösséggel együttműködnek, az Ügynökséghez delegált ügyészeiken keresztül. Természetesen a Közösség más szervek vonatkozásában is törekszik a büntetőügyekben való széles körű együttműködésre, ilyen a rendőri együttműködés szerve az Europol, amelynek szerepe az információgyűjtésre, valamint olyan szakértelem kidolgozására helyezi a hangsúlyt, amely még hatékonyabbá teszi a bűncselekmények üldözését. Mindezek mellett az EU igyekszik nemzetközi megállapodásokkal is biztosítani a határokon átnyúló bűnözéssel szembeni fellépést. Tanulmányomban arra kívánok rávilágítani, hogy az Európai Unió miként működik együtt a bűnüldözés tekintetében olyan államokkal, amelyek nem tagjai a Közösségnek. Továbbá, hogy ezen együttműködés milyen módszerekkel szolgálja az egyes bűncselekmények felderítését.

Despite several attempts to access the European Convention on Human Rights (ECHR), the EU is still not a Party to the Convention. However, this does not mean there is no interaction between the European Court of Human Rights (ECtHR) and the Court of Justice of the European Union (CJEU). This article will analyse this interaction in cases related to environmental issues, primarily from the EU’s perspective. This objective includes the examination of the Bosphorus Hava Yolları Turizm ve Ticaret Anonim Şirketi v. Ireland case where the so-called ‘Bosphorus criteria’ was declared according to which the EU law should provide the same level of protection of human rights as the ECHR in environmental protection. Furthermore, the article considers the EU’s ambitious climate goals and commitment to the Paris Agreement, the Carvalho and Others v. European Union case and the third-party intervention of the European Commission in the Duarte Agostinho and Others v. Portugal and Others case before the ECtHR.

After the horrors of the Second World War, European countries established a new political and legal framework with the aim of protecting individuals against the excesses of the State and preventing such horrors from happening again. This new order was launched by the Council of Europe, founded in 1949 with the aim of promoting human rights and democracy throughout Europe. The Council’s first task was to draft the European Convention on Human Rights, adopted on 4 November 1950, inspired by the 1948 Universal Declaration of Human Rights. This undertaking aimed at reinforcing human rights by making them binding in order to avoid the violation of the fundamental rights and freedoms by the States. But a shift occurred in the early 1970s with the legalisation of abortion which was the starting point of an evolution of the conception of the first of the human rights – the right to life –, and of the human person. One by one, this process led to the creation of new rights. The analysis of this evolution through the example of France, “the Country of Human Rights”, allows to highlight the mechanisms which, in this country, led to the redefinition of rights and fundamental freedoms under the aegis of the European Court of Human Rights, the reference in the matter in Europe.

The Association of Southeast Asian Nations (ASEAN) is an important regional organisation in Southeast Asia. It has ten Member Countries with approximately 642 million people, a large market for foreign investors. The European Union (EU) is a dynamic organisation in the European region. It has 27 Member States with a population of approximately 446 million, where an essential destination for investment is coming from the ASEAN region. ASEAN and EU have kept their cooperation for decades not only on economic integration but also connectivity, environment, climate change mitigation and education. They aim to develop their relationship from a dialogue partnership to a strategic one.
This paper analysed the ASEAN–EU relation regarding the aims and benefits of their cooperation. Furthermore, Lao People’s Democratic Republic (Laos), an ASEAN Member Country, was studied as an example country in this paper. Since 1997, Laos has enhanced its cooperation with European countries under the Cooperation Agreement between them. In addition, it would be more beneficial to analyse how this country has influenced ASEAN–EU relations.
