The European Union’s external relations have been loaded with protracted dilemmas for decades. These concern the Union’s identity, behaviour and instruments alike in the field of its external action, and they determine its capacity to speak with a single voice in the world. There is an urgent need to answer these dilemmas, as stakes are getting higher. What were regrettable but tolerable shortcomings in a relatively benign international environment in the past have become dangerous deficiencies in today’s multipolar world of intensifying great power rivalry. The collective political will of the Member States remains key in this regard. Otherwise the Union can only remain an actor with limited influence in the global arena.

Az Európai Unió külkapcsolati rendszerét évtizedek óta elhúzódó dilemmák terhelik. Ezek egyaránt érintik az Unió külkapcsolati identitását, magatartását és eszközeit, valamint képességét az egységes hangon való megszólalásra a világban. Eme dilemmák feloldása manapság sürgetőbbé válik, mivel ami korábban sajnálatos, de elnézhető hiányosságnak számított egy viszonylag jóindulatú nemzetközi környezetben, az mára veszélyes fogyatékossággá vált a fokozódó nagyhatalmi versengés többpólusú világában. Ennek kulcsa továbbra is a tagállamok együttes politikai akaratában rejlik, amelynek hiányában az integrációs közösség csupán korlátozott befolyású szereplő maradhat a globális arénában.

In our study, we have compared the demographic processes in the Member States that joined the European Union before and after 2004 with the variables total fertility rate, life expectancy, net migration and old-age dependency ratio. The demographic prospects for the new Member States are bleak, with high emigration and low total fertility rates, which may make ageing problems more pronounced among the Member States joining after 2004 than among those that joined earlier. Our cluster analysis has shown that the newly acceding countries, both in 2004 and today, show some degree of separation from the centre countries in terms of the demographic variables examined, but the stability of the clusters is relatively low depending on the methodologies used.

Tanulmányunkban az Európai Unióhoz régebben és 2004 után csatlakozó tagországok demográfiai folyamatait vetettük egybe a teljes termékenységi arányszám, a várható élettartam, a nettó migráció, illetve az időskori függőségi ráta változókkal. Az újonnan csatlakozó tagországok demográfiai kilátásai borúsak, a nagymértékű kivándorlás és az alacsony teljes termékenységi arányszám miatt az elöregedési problémák összességében fokozottabban érvényesülhetnek a 2004 után csatlakozó tagállamok körében, mint a korábban csatlakozók esetében. Klaszterelemzésünk kimutatta, hogy az újonnan csatlakozó tagországok mind 2004-ben, mind napjainkban a vizsgált demográfiai változók tekintetében bizonyos mértékben elkülönülnek a centrumországok értékeitől, azonban a klaszterek stabilitása az alkalmazott metódusok függvényében viszonylag alacsony.

The European Citizens’ Initiative (ECI) has been available to EU citizens since 1 April 2012, marking the tenth anniversary of the new instrument of the participatory democracy in the European Union. A profound question to be asked at this milestone is what is the real nature of the ECI, what has become of it in the past ten years? Although both the relevant legislation and jurisprudence consider the ECI to be a tool for reducing the EU’s democratic deficit, given the practice of the past ten years, we consider it rather an advocacy tool to support specific interests of EU citizens. An important question in this approach is how effective the tool is in this quality and what are the factors that affect its effectiveness. In examining this, we consider three aspects: public awareness about the ECI, the definition of a “successful ECI”, and the added value of ECI given its costly nature. The article reviews the practice of the ECI in the past ten years in a theoretical approach, considering its role in the system of EU law and the formation of this role along its implementation.

Az európai polgári kezdeményezés (EPK) 2012. április 1-je óta áll az uniós polgárok rendelkezésére a gyakorlatban, így az idei évben tízéves fennállását ünnepeli az Európai Unió részvételi demokráciájának lisszaboni szerződéssel bevezetett új eszköze. Az elmúlt tíz év legalapvetőbb kérdése, hogy valójában mi, illetve mivé vált a gyakorlatban az EPK? Bár a vonatkozó joganyag és a jogtudomány is az EU demokráciadeficitjének csökkentésére hivatott eszközként tekint az EPK-ra, jelen értekezés feltevése szerint gyakorlati megvalósulását tekintve sokkal inkább érdekérvényesítő eszköznek tekinthető. E megközelítésben fontos kérdés, hogy mennyire hatékony az eszköz ilyen minőségben, illetve melyek azok a tényezők, amelyek a hatékonyságát befolyásolják. Ennek vizsgálata során három szempontot veszünk figyelembe: az EPK-val kapcsolatos tudatosságot, a „sikeres EPK” fogalmának meghatározását, illetve az eszköz „ár-érték” arányát. Az értekezés elméleti megközelítésben tekinti át az EPK gyakorlatának elmúlt tíz évét, figyelemmel az uniós jog rendszerében betöltött szerepére, valamint e szerep gyakorlati felhasználás mentén való formálódására.

The objectives and instruments of the European Union’s cohesion policy can be criticised in many ways, both in terms of the regularity of funding and the effectiveness of the policy. But the mechanisms that became formalised in the 1980s have changed several times over the past decades. In the 1990s and 2000s, this was mainly due to the geographical, economic and social changes caused by the transformation of the world order and the enlargements of the EU. After 2010 the growing global challenges have also forced the decision-makers to act. However, one thing has remained constant since the institutionalisation of cohesion policy, and it is the role of regional structures in fund allocation, which can be characterised by a high level of heterogeneity. Therefore, in this study we seek to answer whether it is justified to review the allocation method based on the NUTS system. We mainly focus on the situation of the capital regions, including Central Hungary, which existed until 2020.

Az Európai Unió kohéziós politikájának cél- és eszközrendszerét számos kritikával lehet illetni, akár a forrásfelhasználás szabályossága, akár a szakpolitika hatásossága kapcsán. Pedig a nyolcvanas évekre kialakuló mechanizmusok az elmúlt évtizedekben többször megváltoztak. A kilencvenes és kétezres években ezt elsősorban a világrend átalakulása és a bővítési körök miatt bekövetkező földrajzi, gazdasági, társadalmi változások idézték elő. 2010 óta pedig az egyre fokozódó globális kihívások is cselekvésre késztetik a döntéshozókat. A kohéziós politika intézményesülése óta egy valami mégis állandó. Ez nem más, mint a nagyfokú heterogenitással jellemezhető regionális struktúra forráselosztásban betöltött szerepe. Tanulmányunkban arra keressük a választ, indokolt lehet-e a NUTS-rendszeren alapuló gyakorlat felülvizsgálata. A téma kapcsán kiemelten vizsgáljuk a központi, vagyis a tagországok fővárosait is magukban foglaló régiók, köztük a 2020-ig létező Közép-Magyarország helyzetét.

Following the economic crisis of 2008–2009, Western European banking groups have significantly reduced their presence in the Central and Eastern European region,
which has often been replaced by representatives of the latter region. Based on this rearrangement, the aim of the present research is to cluster European credit institutions
according to their business model using their financial indicators observed before the onset of the coronavirus. Based on the results, the common distinction observed in the literature, the differences between commercial banking operation and the investment banking profile are identified, thus credit institutions are separated in the formed clusters. Institutions in Western Europe and Central and Eastern Europe do not fit strictly into one cluster, but their distribution differs significantly across clusters. The share of credit institutions with foreign parents within groups also differs from the total distribution, and only almost half of the parent and subsidiary bank pairs are included in the same cluster in the analysis.

A 2008–2009-es gazdasági válságot követően a nyugat-európai bankcsoportok jelentősen csökkentették jelenlétüket a közép- és kelet-európai régióban, helyüket pedig sokszor utóbbi régió képviselői töltötték be. Ezen átrendeződésből kiindulva jelen kutatás célja az európai hitelintézeteket üzleti modelljük alapján klaszterekbe sorolni a koronavírus kezdete előtt megfigyelhető pénzügyi mutatóik szerint. Az eredmények alapján a szakirodalomban is megtalálható gyakori distinkció, a kereskedelmi banki működés és a befektetési banki profil közötti különbözőségeket identifikáljuk, a hitelintézetek ily módon elkülönülnek a kialakult klaszterekben. A nyugati-európai, valamint közép- és kelet-európai intézmények nem kerülnek szigorúan egy csoportba, de eloszlásuk jelentősen különbözik a klaszterekben. A külföldi anyabankú hitelintézetek csoportokon belüli részaránya szintén eltér a teljes eloszlástól, az anya- és leánybank pároknak pedig csak közel fele kerül egy klaszterbe az elemzés során.

el is törölhetik az emberi civilizációt. A Covid-járvány idején többen megismételték ezeket a borús jóslatokat. Cikkünkben olyan fenntartható megoldásokat igyekszünk javasolni, amelyek révén elkerülhetők lennének az emberiség legsötétebb kilátásai.

Economists traditionally strive to get higher results, bigger outputs with the available scarce resources. But at the same time, it is not their task to ask about the distribution of the outputs, or why this output should increase very rapidly at all? Similarly, external effects, the longer consequences of the production are also not very important for the economists, and especially not for the economists who are working for the companies. During the last half century, Earth has become very overpopulated, and if the total population of the Earth had the same level of consumption as the average per capita consumption of the richest countries, then the pollution problem would become globally completely unmanageable. Some biologists have already warned before the Covid–19 epidemic that due to the worldwide overpopulation, the extreme development of the cities, the unexpected consequences of the global warming and the limitless globalisation, the negligence of the price of the natural resources and the production activities neglecting the real needs of the population altogether would lead to global catastrophes which cannot only shake, but can completely eliminate human population on Earth. During the Covid–19 epidemic, there have been more and more experts who keep repeating these somber predictions and sometimes are visualising the complete extinction of the human race. In our article we try to suggest some sustainable solutions to avoid the blackest scenarios of mankind.

A közgazdászok célfüggvényeikkel hagyományosan arra törekednek, hogy a szűkösen rendelkezésre álló erőforrásokkal minél nagyobb outputot, kibocsátást érhessünk el. Az már azonban állítólag nem a közgazdászok feladata, hogy megkérdezzék, milyen összetételű kibocsátást kellene előállítani, vagy hogy egyáltalán miért kellene minél gyorsabban állandóan növelni ezt? Az externális hatások, vagyis a termelés távolabbi, külső hatásai sem igazán lényegesek a közgazdászok, különösképpen a vállalati gazdaságtan művelői számára. Az elmúlt fél évszázadban a Föld túlnépesedett: ha a népesség egésze annyit fogyasztana, mint amennyi a fejlett országok egy főre eső fogyasztása, akkor globális szinten a kibocsátás környezetvédelmi szempontból kezelhetetlen szintre nőne.
Sok biológus már jóval a koronavírus-járvány előtt megkongatta a vészharangokat a tekintetben, hogy a világméretű túlnépesedés, a túlzott városiasodás, a globális felmelegedés nem várt következményei, a korlátlan globalizáció és a transznacionális vállalatok tevékenysége, a természeti erőforrások árának figyelmen kívül hagyása, a korábbinál sokkal gyorsabban bővülő termelőtevékenység együttesen olyan globális katasztrófákhoz vezethetnek, amelyek alapjaiban rendíthetik meg, vagy akár el is törölhetik az emberi civilizációt. A Covid-járvány idején többen megismételték ezeket a borús jóslatokat.
