Building on the fundamentals of network theories, our research analyses the role of higher education institutions  as network nodes of the innovation ecosystem that create  connections among basic research, practical corporate  innovation and regulatory institutions. The legislator should incite the “flow” of the evolving knowledge within an innovation network that means benefit for the society.  Through a concrete case study, it is presented how these  processes (could) work in practice.

Higher education is a driving force for the development of  nations in all countries and cultures. This means that it  must meet the needs of education, research and society at  the same time. This is particularly difficult to achieve when  expectations are constantly changing, and higher education needs to be future-oriented and a driving force in every  age. During the 2010s, the market for Massive Open Online  Courses (MOOCs) went through a huge volume leap in  terms of both student numbers and courses offered, while  the market position of the educational institutions and  platforms that advertised them shifted towards  concentration due to market structure characteristics. Institutions teaching in a relatively small linguistic culture around the world, like in Hungary, could follow this sectoral  explosion on the sideline, while they have  attempted small online courses. The last decade has  brought changes not only in quantity but also in the  structure of the service, which allows domestic institutions  to have the opportunity and are worth joining the platforms  and consortia that organise mass courses.  Standing on the basis of the Industrial Organizations  models, the study analyses the development of the world  market of online education and the business threats and  opportunities perceived by Hungarian tertiary education  institutions.

A 2010-es évek során a tömeges nyílt online kurzusok  (massive open online courses, MOOC) piaca óriási  mennyiségi ugráson ment keresztül mind a hallgatói  létszám, mind a meghirdetett kurzusok tekintetében,  miközben az ezeket meghirdető oktatási intézmények és  platformok piaci pozíciója a koncentráció irányába mozdult  el piacszerkezeti sajátosságok miatt. Ezt az ágazati robbanást a magyarhoz hasonlóan világszinten kis nyelvi  kultúrkörben oktató intézmények a partvonalról nézhették  végig, megpróbálkozva a kis létszámú online képzésekkel.  Az elmúlt évtized nemcsak mennyiségben, hanem a  szolgáltatás szerkezetében is hozott változásokat, ami  lehetővé teszi, hogy a hazai intézményeknek lehetősége  legyen és meg is érje becsatlakozni a tömeges kurzusokat  szervező platformokba és konzorciumokba. A tanulmány a  piacszerkezeti modellezés talaján állva elemzi az online  oktatás világpiacának alakulását és a magyar felsőoktatási intézmények által e területen érzékelhető üzleti veszélyeit  és lehetőségeit.

In the international discourse universities connected with different churches are scored as “private” institutions. Thus  it is difficult to characterise them. We can detect only  the “Christian” and “Catholic” universities, with their  special and defined mission. In Hungary these kinds of institutions are recorded as “universities sustained by  churches” with special legal and financial circumstances.  They represent relatively precisely the social status of  religious people, and add some interesting value to the  whole system of higher education.

Míg a nemzetközi felsőoktatásban az egyházi fenntartás fogalma nem halmazalkotó, a keresztény, illetve katolikus  egyetemek identitása és küldetése biztosan megragadható. Az egyházi egyetemek magyarországi státusza ilyen  szempontból sajátos. A tanulmány rámutat, hogy ezek viszonylag pontosan, tehát organikus módon  reprezentálják a hazai vallásosság szociológiai viszonyait,  bizonyos területeken azonban jelentős általános hozzáadott értéket nyújtanak a felsőoktatásban.

Although there is a broad consensus that universities play an important role in society, opinions are already divided  on exactly what this role is. The expectations are very  diverse and contradictory. In this study, I seek the answer  to the question of how the social roles of the university  could be systematised and whether this provides clues to  the challenges the university of the 21st century faces (loss  of knowledge monopoly, weakening of nation states,  relativisation of knowledge). The proposed framework  describes the social roles of the university according to two  dimensions: on the one hand, on the basis of the nature of  production (product/process), and on the other hand, on  the basis of the relation to the social, economic and political  system (consensus/dissensus). Based on this, I  present four social role models: the producers’ cooperative,  the catalyst, the light tower and the distorting mirror. At the end of the study, I examine the integrability  of views.

Noha széles körű egyetértés van arról, hogy az egyetemek a társadalomban fontos szerepet töltenek be, arról már  megoszlanak a vélemények, hogy pontosan miben is áll ez  a szerep. Az elvárások nagyon sokrétűek és  ellentmondásosak. A tanulmányban arra a kérdésre  keresem a választ, hogyan lehetne rendszerezni az egyetem  társadalmi szerepeit, és ez nyújt-e támpontokat a  21. századi egyetemmel szembeni kihívásokhoz  (tudásmonopólium elveszítése, nemzetállamok gyengülése, a tudás relativizálódása). A javasolt keretrendszer két  szempont mentén fogalmazza meg az egyetem társadalmi  szerepeit: egyrészt a termelés jellege (termék/folyamat),  másrészt a társadalmi, gazdasági és politikai berendezkedéshez fűződő viszony alapján (konszenzus/disszenzus). 
Ebből kiindulva négy társadalmiszerep-modellt mutatok be: a termelőszövetkezetet, a katalizátort,
a világítótornyot és a görbe tükröt. A tanulmány végén a nézetek integrálhatóságát vizsgálom
meg.

The 21st century is the century of the information  revolution. The question is not whether there is  information, but where to find it in the available resources.  The author of the study was in an easy position in this  respect, as he examined Hungarian legislation. It is based  on a source that is accessible to everyone in Hungary,  unlimited and free of charge. The study focuses on a single law, Act CCIV of 2011 on National Higher Education and its  practice. In the ten years following its entry into force, the  legislation has been amended in nine hundred (!) instances  and, therefore, cannot be considered the rock of  Hungarian legislation. The author has extensive experience, because he was the dean of the Faculty of Law of the  University of Miskolc from 1 July 2012 to 15 August 2013, and then, he was the Rector of the University of Miskolc for  seven years. The author examines the problematic  jurisdictions from this aspect, with special attention to the amendment of the law in 2014 and the introduction of the  chancellor system.

A 21. század az információs forradalom évszázada, amikor  nem az a kérdés, hogy lesz-e, van-e információ, hanem az,  hogy a rendelkezésre álló forrásokban hol találom meg azt.  A jelen tanulmány szerzője könnyű helyzetben volt ebből a  szempontból, hiszen magyar joganyagot vizsgált. Olyan  forrásból merített tehát, amely Magyarországon mindenki  által, korlátlanul és ingyenesen hozzáférhető. A tanulmány  középpontjában egyetlen törvény, a felsőoktatásról szóló  2011. évi CCIV. törvény és annak gyakorlata áll. Az a  jogszabály, amely a hatálybalépését követő tíz évben kilencszáz (!) joghelyen módosult, ennélfogva bizonyosan nem tekinthető a magyar jogalkotás kősziklájának. Másfelől  az a gyakorlat, a gyakorlati tapasztalatok sokasága, amelynek a szerző alanya volt, hiszen 2012. július  1. és 2013. augusztus 15. között a Miskolci Egyetem Állam- és Jogtudományi Karának dékánja, ezt követően pedig hét  éven át az Egyetem rektora volt. Ebből az aspektusból  vizsgálja a szerző azokat a joghelyeket, amelyeket  problémásnak ítélt, különös figyelemmel a törvény 2014. évi módosítására, illetve a kancellári rendszer bevezetésére.

The author of the present study is an expert with six decades of experience in the organisation and management of Hungarian higher education and talent management, who analyses a selected focus of the diverse  topics of the present and future vision of universities. By  analysing the different ways of training in the domestic  higher education system, the author presents the methods  that lead to efficient and quality higher education, and also  touches upon the topicality of higher education  administration through an examination of the foundation  operating model. The work concludes with a set of  premises for the future of higher education.

The structural change of the Hungarian higher education has been one of the most significant and politically highly  conflicting structural reforms of the government in recent  years. Student acceptance of model change varied from  institution to institution, from indifference to university  occupation. The effects of the new structure were different  in different institutions, depending on the stage of the  model change, and the process was hampered by the tight  schedule of implementation and the transition to atypical  education and operations introduced in the context of  coronavirus control. However, the structural changes at  Corvinus University of Budapest and the lower steps taken in other model change institutions provide important  experience for the further process of model change,  although a comprehensive assessment cannot be made in such a short period of time.

A magyar felsőoktatás modellváltása az elmúlt évek egyik legjelentősebb, egyben politikailag rendkívül konfliktusos strukturális reformja volt. A modellváltás hallgatói  fogadtatása intézményenként eltérő volt, a közönytől kezdődően egészen az egyetemfoglalásig. Az új struktúra hatásai eltérő mértékben érvényesültek a különböző intézményekben, attól függően, hogy a modellváltás melyik szakaszában vettek részt a folyamatban, amelyet pedig nehezített a végrehajtás feszített ütemezése, valamint a koronavírus-járvány elleni védekezés keretében bevezetett atipikus oktatásra és működésre való átállás. A Budapesti  Corvinus Egyetemen bekövetkezett strukturális változások, valamint a többi modellváltó intézményben megtörtént  alacsonyabb mértékű lépések azonban fontos  tapasztalatokkal szolgálnak a modellváltás további folyamatára nézve, noha átfogó értékelést ilyen rövid időtávlatban nem lehet végezni.

The authors of the book analysed in this review present the results of their research made in the frame of the Recent  Dimensions of the Economic Role of the Modern State  Ludovika Research Workshop. They use an interdisciplinary  approach in the book entitled Scenarios and Impacts of  Brexit covering the economic, commercial, financial,  internal and foreign policy and labour market aspects of  Brexit. Although the literature on the topic is extremely  extensive and versatile, the innovative nature of the volume  is evident in several ways. On the one hand, it  presents the sub-topics to be discussed in connection with  the leaving process in an easy-to-read manner for the  general audience; and at the same time with sufficient  scientific substantiation. On the other hand, it not only  seeks to show the progress of the Brexit negotiations, but  also describes the wider legal, economic and political  context. Thus, despite the progress of time, it is worthwhile  to use the book either as a college textbook or as another  source of information, because the content of the studies is  still up to date.

A jelen recenzió tárgyául szolgáló kötet szerzői A modern állam gazdasági szerepének legújabb dimenziói elnevezésű  Ludovika Kutatóműhely keretében végzett kutatásaik  eredményeit mutatják be A brexit forgatókönyvei és hatásai című könyvben, kitérve annak gazdasági, kereskedelmi, pénzügyi, bel- és külpolitikai, valamint munkaerőpiaci  vonatkozásaira. Bár a témával foglalkozó szakirodalom  mára már rendkívül terjedelmes és sokoldalú, a kötet  innovatív jellege több szempontból is megmutatkozik.  Egyrészt, mert a laikus olvasó számára is érthető módon, ugyanakkor kellő tudományos megalapozottsággal mutatja  be a kilépési folyamat kapcsán tárgyalandó részterületeket; másrészt pedig, mert a kötet nem csupán a  brexittárgyalások előrehaladásának bemutatására  törekszik, hanem a szélesebb jogi, közgazdasági és politikai  összefüggéseket elemzi. Így az idő rohamos előrehaladása  ellenére is érdemes a kötetet akár tankönyvként, akár  ismeretterjesztő jelleggel egyéb forrásként alkalmazni,  mert a tanulmányok tartalma továbbra is változatlanul  időszerű.

All member states were subject to the same rules in the pre-Maastricht unitary structure of European integration.  Multi-speed integration is possible in the Economic and  Monetary Union system: different governance models,  complex institutional conditions. What changes could the  construction of a “European economic governance” or a “  full” economic union bring to the institutional structure of  the EU? How would the situation of Member States in and  out of the euro area evolve under these circumstances?  What differences might there be between Member States in  the application of EU rules? What role could enhanced  cooperation play in the deeper integration of a narrower  group of Member States? How might the position of the  Mediterranean periphery and the “new Member States” of Central and Eastern Europe evolve? Among other things,  these questions are answered in this volume.

Többsebességű integráció lehetséges a  Gazdasági és Monetáris Unió rendszerében: különféle  kormányzási modellek, bonyolult intézményi feltételek  állnak fenn. Milyen változásokat hozhatna az „európai  gazdasági kormányzás”, illetve a „teljes” gazdasági unió  kiépítése az EU intézményi szerkezetében?
