When Ursula von der Leyen as the President of the new Commission announced the programme of ‘Promoting our European Way of Life’ in 2019, we all thought for a moment – what do we really mean under the European way of life? In our paper, we seek answers to several questions. We examine whether the European way of life can be identified with European identity and what factors influence the creation of European identity. We consider it important to emphasise the historical aspects of European integration, as the need for European peace significantly impacted the development of Europeanness. In our view, the concept of a common European way of life can be fulfilled by exercising EU citizens’ rights regarding that EU citizenship is not intended to replace or overwrite national citizenship. At the same time, we look at the instruments of direct democracy, particularly the EU Citizens’ Initiative. EU citizens shape the future of Europe. Our study looks at how the promises of past experiences and futures can influence the identity view of the millions of citizens who live on the European integration’s sphere.

Amikor 2019-benaz új Bizottság elnökeként Ursula von der Leyen kihirdette az európai életmódunk előmozdítása című programot, mind elgondolkoztunk egy pillanatra: voltaképpen mit is értünk európai életmód alatt? Tanulmányunkban több kérdésre is választ keresünk. Megvizsgáljuk, vajon az európai életmód azonosítható-e az európai identitással és milyen tényezők befolyásolják az európai identitás létrejöttét. Fontosnak tartjuk az európai integráció történeti aspektusainak hangsúlyozását, hiszen az európai béke megteremtése iránti igény nagyban hatott az európaiság fejlődésére. Szakmai véleményünk szerint a közös európai életmód fogalma az uniós polgársághoz (mint közös jogálláshoz) kapcsolódó jogok megélésében teljesedhet ki, tekintettel arra, hogy az uniós polgárságnak nem célja a tagállami állampolgárság helyettesítése vagy felülírása. Ezzel együtt kitekintünk a közvetlen demokrácia eszközeire, különösen az uniós polgári kezdeményezés instrumentumára (mint az uniós polgári jogállásból fakadó egyik politikai jellegű jogosultság gyakorlásának lehetőségére).

The EU aims to preserve its values in the digital age, and therefore wants to follow its own way in tackling of the challenges of the digital age. The EU has chosen regulation as one of the main tools for achieving digital sovereignty and become the major innovator in the regulation of the digital age in the world. One of the key strategic challenges for the EU in the 21st century is how it can regain control of its data assets. In this context, the EU initiatives taken so far would not limit the data flow to U.S. as a result of the zero-cost business model; therefore, the EU exposure in this field does not seem to be decreased.

Az Európai Unió (EU) célja a digitális korban is az, hogy megőrizze értékeit, ezért a digitális kor kihívásainak megválaszolásakor is a saját útját kívánja járni. Az EU a digitális szuverenitás elérése egyik fő eszközének (a technológiai befektetések ösztönzése és támogatása mellett) az értékei mentén működő szabályozást választotta. Lévén a digitális kor szabályozásának fő innovátora a világban, az EU egyik fő stratégiai kérdése a 21. században, hogy miként tudja visszaszerezni a kontrollt adatvagyona felett, csökkentve az adatok elvesztéséhez vezető technológiai kiszolgáltatottságot. Ennek kapcsán megállapítható, hogy az ebben a körben született eddigi EU-s kezdeményezések a zéróáras üzleti modellel megvalósuló adatelszívást nem szorítanák keretek közé, emiatt viszont nem látszik, hogy az EU kitettsége ezen a téren csökkenne.

At the very last moment of the Brexit process, a trade and cooperation agreement modeled on the EU–Canada Free Trade Agreement (CETA) and signed on 30 December 2020 succeeded in maintaining the liberalised movement of goods between the signatories. The EU technical regulation for all goods that can be freely traded on the European internal market remains binding on U.K. exports to the EEA-31, but is no longer unconditionally in force in the U.K. as was commited for a transitional period; but only in the way set out in the Agreement, to which it is worth drawing the kind attention of both legislators and parties involved in bilateral trade while mentioning a related economic policy issue.

A Brexit-folyamat legvégső pillanatában, egy az EU–Kanada szabadkereskedelmi egyezmény (CETA) mintájára létrehozott és 2020. december 30-ánaláírt kereskedelmi és együttmüködési megállapodással sikerült a liberalizált árumozgás megtartása az aláíró felek között. Az európai belső piacon szabadon forgalmazható, összes árura vonatkozó EU-s műszaki jogszabályok továbbra is kötelezők az EK exporttermékeire az Európai Gazdasági Térség (EGT) 31 országában, de most már nem feltételek nélkül érvényesek az EK-ban, mint arra az átmeneti időszakra vonatkozóan kötelezettséget vállaltak, hanem csak a megállapodásban rögzített módon, amire érdemes felhívni mind a jogalkotók, mind a bilaterális kereskedelemben részt vevő felek szíves figyelmét, és megemlíteni egy ezzel összefüggő gazdaságpolitikai kérdést.

Empirical research about the European Union’s impact on domestic public policy has been largely missing both from public discourse and academic research. By presenting the results of three new databases, the aim of this study is to investigate the impact of the EU on the Hungarian public policy between 2004 and 2018. The three aspects covered in this article are the Europeanisation of law-making in the Hungarian Parliament, the implementation of country-specific recommendations issued by the European Commission, and the similarities and differences between different governments in terms of handling infringement procedures. Our results show that the interaction between the Hungarian Government (and in general, V4 governments) and the EU is much less conflictual at the policy level than what some high-profile political conflicts might suggest.

A Magyarország és az Európai Unió közötti viszonyról szóló közbeszédben és tudományos kutatásokban egyaránt háttérbe szorult eddig az uniós tagság következményeként hozott nemzeti szintű közpolitikai döntések empirikus vizsgálata. Három új adatbázis elemzésével arra teszünk kísérletet, hogy válaszokat adjunk arra a kérdésre, milyen hatással volt a magyar közpolitikára az uniós tagság 2004 és 2018 között. Áttekintjük, mekkora hatással volt az EU a magyar jogalkotásra, milyen mértékben teljesítette a magyar kormány az Európai Bizottságtól érkező közpolitikai ajánlásokat, és bemutatjuk, milyen hasonlóságok és különbségek vannak a különböző kormányok között a kötelezettségszegési eljárások terén. Eredményeink azt mutatják, hogy a közpolitikai szintű együttműködés az aktuálpolitikai viszonynál jóval gördülékenyebb a magyar kormány (és általában a V4-ek), illetve az EU között.

The aim of this paper is to provide an overview of the Bologna process, including its antecedents and causes, now that higher education and its transformation has become a central topic at both Hungarian and European levels. It revives the main stages of the process with the help of relevant literature and international documents adopted at the meetings of the Ministers of Higher Education, highlighting the main trends, directions and priorities. It covers the most important higher education organisations in the European Higher Education Area, their establishment, their main tasks, furthermore the efforts made to monitor the process, the results achieved,
some current trends and future challenges.

The coronavirus crisis, which occurred in 2019 and then turned into a global crisis in 2020, also had a significant impact on the functioning of the labour market. This study examines the labour market situation in the European Union during the period of the Covid-19 coronavirus epidemic. In our own studies, we conducted secondary research based on the Eurostat database. In summary, the coronavirus crisis had a negative impact on the labour markets of the EU Member States, worsening the EU27 unemployment rate by an average of around 1.2 percentage over the period under review. In all sectors examined, employment indicators deteriorated. Support for EU Member States to preserve jobs has been most intense since the first wave of the coronavirus.

A 2019-benjelentkező, majd 2020-banglobális kihívássá alakuló koronavírus-válság jelentős hatással volt az egyes nemzetek munkaerőpiacának működésére is. Jelen tanulmány a Covid-19 okozta pandémia időszakában veszi górcső alá az Európai Unió (EU) munkaerőpiaci helyzetét. A saját vizsgálataink keretei között szekunder kutatást végeztünk az Eurostat adatbázisára támaszkodva. Összefoglalva megállapítható, hogy a koronavírus-válság negatív hatással volt az Európai Unió tagállamainak munkaerőpiacára, átlagosan mintegy 1,2 százalékpontot rontva a vizsgált időszakban az EU27 munkanélküliségi rátáján. Az összes vizsgált szektor esetében romlottak a foglalkoztatottsági mutatók. A tagállamok támogatása a munkahelyek megőrzésére a koronavírus első hulláma után volt a legintenzívebb.

In 2017, a total of 30.6 million people were forced to leave their homes worldwide, according to the UNHCR. More than half of these people – contrary to the popular belief – were not forced to leave their homes due to armed conflict, but due to a natural disaster. For this reason, the United Nations believes that states have a duty to provide humanitarian protection to all people. However, nation states take the view that those forced to leave their homes en masse pose a threat to the economic, social and political security of the host country. Often, however, they are unable to manage these security risks alone. In the meantime, the European Union provides a number of different legal aids to Member States, such as the 2001 Temporary Protection Directive. Since the EU was not able to adequately address the 2015 migration crisis with the available means, the European Commission announced in 2020 a New Migration and Asylum Package, which announced, among other things, the reform of the Directive, which would be replaced by a regulation on addressing situations of crisis and force majeure in the field of migration and asylum. The aim of the present study is to examine the purpose of the Directive and the Regulation and the possibilities of their application to persons forced to leave their place of residence due to a natural disaster.

Az Egyesült Nemzetek Szervezetének menekültügyi intézménye (UNHCR) szerint 2017-benösszesen 30,6 millió ember kényszerült újonnan elhagyni lakóhelyét világszerte. Ezeknek az embereknek több mint fele – a közvélekedéssel ellentétben – nem fegyveres konfliktus miatt kényszerült elhagyni lakóhelyét, hanem természeti katasztrófa miatt. Ebből kifolyólag az ENSZ felfogása szerint az államok kötelesek humanitárius védelmet nyújtani minden embernek. A nemzetállamok álláspontja szerint azonban a lakóhelyüket tömeges mértékben elhagyni kényszerülők veszélyt jelentenek a befogadó ország gazdasági, társadalmi és politikai biztonságára. Gyakran azonban ezeket a biztonsági kockázatokat képtelenek egyedül kezelni. Mindeközben az EU számos, különböző olyan jogsegélyt nyújt a tagállamoknak, mint például a 2001-es Átmeneti Védelemről szóló Irányelv. Mivel az Európai Unió nem tudta a rendelkezésre álló eszközökkel megfelelően kezelni a 2015-ös migrációs válságot, az Európai Bizottság 2020-ban bejelentette az Új Migrációs és Menekültügyi Csomagot, amelyben többek között az Irányelv is reformra ítéltetett, és egy új, a migrációs és menekültügyi válsághelyzetek és vis maior események kezeléséről szóló rendelet váltaná fel azt. Jelen tanulmány célja, hogy górcső alá vegye az Irányelv és a Rendelet célját és alkalmazásának lehetőségeit a lakóhelyüket természeti katasztrófa miatt elhagyni kényszerülő személyekre vonatkozóan.

The essay focuses on the cultural dimension of the European integration process, a dimension, which is lagging behind the other two dimensions, such as the economic – most advanced and successful – and the political – moderately developed – of the integration. Starting with the general notion of identity, individual and collective, it comes to the conclusion that the most important form of collective identity is the national identity. European identity, while only secondary to the national one, is also based upon a common historic heritage, primarily on the Christianity rooted in the Judaeo-Christian tradition, the antique culture as well as the Roman law. Another interesting question is, whether there is a special Central European version of European identity and what are the characteristics of this part of Europe, again formed and shaped by history, such as defensive wars against the invasions of aggressive outside powers, and for this reason a very close link between the national identity and Christianity, as well as the strong attachment to the „espace de civilisation” of Europe. The recognition and the strengthening of the cultural heritage of the continent as a Geschichtsraum, a Kulturraum as well as a Wertegemeinschaft is an essential prerequisite for the successful continuation of the European integration process.

Az európai integrációs folyamat kulturális dimenziója jelentősen le van maradva az integráció másik két dimenziója, az előrehaladott és sikeres gazdasági integráció és a mérsékelt szintű politikai integráció mögött. Az egyéni és közösségi identitás fogalmának elemzése után az írás arra a következtetésre jut, hogy a kollektív identitások legerősebb, elsődleges formája a nemzeti identitás. Az európai identitás ehhez képest másodlagos, de szintén történelmi örökségre épül, mindenekelőtt a zsidó kulturális hagyományban gyökerező kereszténységre, az antik kultúrára és a római jogra. További érdekes kérdés, hogy van-e az európai identitásnak egy közép-európai változata, és ha igen, melyek Európa ezen részének a történelem formálta sajátosságai. E történelmet az agresszív külső hatalmak elleni védekező háborúk jellemezték, ez eredményezte a kereszténység és a nemzeti identitás közötti szoros kapcsolatot és az Európához való erős kötődést. Throughout the history of Europe, there were several attempts for its domination. Even though there were periods when certain nations lived under the oppression of foreign powers, no one could acquire military dominance over the whole continent. The history of the European integration was marked by the same dilemma: there are efforts to create a supranational entity, which are in contrast with the principle of the alliance of free European nations. The European economic integration brought unprecedented prosperity; however, the European Union underwent a serious crisis period in the last decade. The European unification process is at a crossroad. The Conference on the Future of Europe might offer a forum for true reflection, but it is questionable whether it can deliver realistic results. The unity of Europe cannot mean domination over Europe and the countries of Europe. The integration of the free European countries can only be successful if its motto, unity in diversity comes true.

A történelem folyamán számos kísérletet lehetett látni az Európa feletti dominancia megszerzésére. Bár voltak időszakok, amikor egyik-másik nemzet idegen elnyomás alatt élt, de az Európa egésze feletti katonai hatalom megszerzése soha senkinek sem sikerült. Az európai integráció történetét is kettősség jellemzi: egyfelől szupranacionális törekvések, másfelől szabad nemzetek szövetségének elképzelése küzd egymással. Az európai gazdasági egységesülés hosszú évtizedekre prosperitást biztosított, ugyanakkor Európa az utóbbi bő tíz esztendőben súlyos válságidőszakot élt át. Az európai egység válaszút előtt áll. Az Európa Jövőjéről szóló Konferencia bár keretet nyújt az önreflexióhoz, de kérdéses, hogy képes lesz-e az egymástól eltérő nézőpontok mellett reális végkövetkeztetéseket megfogalmazni. Európa egysége nem jelentheti az Európa és annak országai fölötti uralmat. Európa szabad országainak integrációja csak akkor lehet sikeres, ha annak mottója megvalósul: Egység a sokszínűségben.

The EU approach to the challenge of increased diversity as a consequence of the 2004 enlargement was to aim at deepening through applying uniform solutions in an ever larger scope of legislation. The use of force with hard tools like sanctions and of soft power like rule of law accusations became widespread. There is a danger that the already difficult situation in which some Member States feel that decisions are taken against their national interests can be deteriorated by proposals making it easier to outvote some by further liming the scope of unanimity and reforming the decision-making in a way which increases instead of decreasing the distance between the citizens and decision makers at European level. The author proposes that instead of moving towards a negative approach to national interests, the European approach should rely more on existing instruments such as enhanced cooperation.

A precondition of a genuine debate on the future of the European Union is the demagicification of the European Union, i.e. a conscious and critical approach to its political myths. To this end, one must identify the myths of European integration and describe how they distort the self-image of the European Union. It must analysed how these myths determine the debate on the future of integration and how they disqualify certain ideas and proposals. Against this background the article examines some of the myths of European integration. It addresses the European peace project as the myth of origin, the European democracy as the myth of legitimacy, the idea of ever closer Union as the myth of finality as well as the myth of financial and political gestures as the basis of a caste system of net contributors and beneficiaries.

Az Európai Unió jövőjéről szóló érdemi vita nem lehetséges az Európai Unió varázstalanítása, azaz a politikai mítoszaihoz való tudatos és kritikus viszonyulás nélkül. Ennek érdekében azonosítanunk kell ezeket az európai integrációs mítoszokat, és fel kell tárnunk, miként torzítják az Európai Unió önképét. Elemeznünk kell, hogyan determinálják a mítoszok az integráció jövőjéről folyó vitát, és hogyan diszkvalifikálnak eleve bizonyos elképzeléseket és javaslatokat. Az írás ezzel a céllal vesz szemügyre néhányat az európai integráció mítoszai közül. Vizsgálja az európai békeprojektet mint az integráció eredetmítoszát, az európai demokráciát mint az integráció legitimációs mítoszát, az egyre szorosabb integrációt mint az integráció finalitásának mítoszát, illetve a költségvetési és politikai gesztusok mítoszát mint a nettó befizetők és kedvezményezettek közötti kasztrendszer alapját.
