The countries of the Middle East are a complex world with specific rules. The Arab–Israeli conflict was present all throughout the history of the 20th century, developing into open armed conflict on many occasions. The constant change of the complex security situation posed unexpected challenges for the intelligence services since the foundation of the State of Israel. The study outlines the evolution of the organisations of the Israeli intelligence community in the light of the constantly changing threats. The study focuses on the post-1990 period, because the status quo that defines today’s Israeli intelligence community was formed at this time. Terrorism has been the most significant global security challenge in recent decades, therefore the study examines in detail the organisation of Shin Bet, the internal security service of Israel, and reviews the challenges and the responses to these.

A Közel-Kelet országai komplex, bonyolult világot alkotnak, amelyben sajátos szabályok uralkodnak. A 20. század történelmét végigkíséri az arab–izraeli ellentét, amely számos alkalommal vezetett nyílt fegyveres konfliktusokhoz. A komplex biztonsági helyzet folyamatos változása a titkosszolgálati szervek számára is számos alkalommal okozott nem várt kihívásokat az államalapítást követő évtizedekben. A tanulmány az egyes korszakok biztonsági kihívásainak fényében próbálja meg felvázolni az izraeli titkosszolgálati közösség szervezeteinek fejlődését, a feladatkörök változását. Külön hangsúlyt fektet az 1990 utáni időszakra, amely során kialakult az a status quo, amely meghatározza napjaink izraeli hírszerző közösségét. Tekintettel arra, hogy az elmúlt évtizedek legjelentősebb globális biztonsági kihívása a terrorizmus volt, a tanulmány részletesen vizsgálja a Shin Bet, az izraeli belbiztonsági szolgálat működését, a felmerülő kihívásokat és az ezekre adott válaszokat.

Little is known to the public about the fact that in Hungary, before the change of regime (1990), the East German secret service also had – besides Soviet intelligence (KGB, GRU) – very significant operational capabilities. While the interests and activities of Soviet intelligence were primarily aimed at keeping Hungary a member of the Eastern Bloc, the priority of East German intelligence was to observe the West and East German families staying in our country and having meetings there, and to prevent them from escaping to the West. In my analysis I would like to briefly introduce the establishment of the East German state security service and the circumstances of its establishment. I would like to outline the legal means by which the two countries concerned have enabled a foreign secret service to carry out operational tasks not only with the knowledge but also with the active involvement of the Hungarian State Security Agency. Finally, I present the world political event that brought this cooperation to an end.

A közvélemény előtt kevéssé ismert az a tény, hogy Magyarországon a rendszerváltás előtt a szovjet hírszerzés (KGB, GRU) mellett a keletnémet titkosszolgálat is nagyon jelentős operatív képességekkel rendelkezett. Míg a szovjet hírszerzés érdekei és tevékenységei elsősorban arra irányultak, hogy Magyarország a keleti blokk tagja maradjon, addig a keletnémet hírszerzés prioritása a hazánkban tartózkodó és itt találkozót lebonyolító nyugat- és keletnémet családok megfigyelése, a nyugatra szökésük meggátolása volt. Elemzésemben röviden be kívánom mutatni a keletnémet állambiztonsági szolgálat megalapítását, létrehozásának körülményeit. Bemutatom, hogy milyen jogi eszközökkel tette lehetővé a két érintett ország, hogy egy idegen titkosszolgálat operatív feladatokat hajtson végre nemcsak a magyar állambiztonsági szerv tudtával, de tevékeny közreműködésével. Végezetül pedig bemutatom azt a világpolitikai eseményt, amely ennek az együttműködésnek véget vetett.

With the evolution and the increasing accessibility of drone technology, criminals and among them terrorists started to utilise drones for their own purposes. Drones can be used in several ways to commit and to aid serious criminal offences, including acts of terrorism. This paper aims to shed light on this threatening phenomenon, examining the role of drone technology in the fight against terrorism, the applicability of drones for criminal purposes, the usage of drones by terrorists, the theory of the fight against drones and counter-drone technology. The fight against terrorism must prepare to face this threat both in theory and practice.

A dróntechnológia fejlődésével, elterjedésével együtt járt, hogy a bűnözők, köztük a terroristák is elkezdték azt saját céljaikra fordítani. A drónok számos módon használhatók fel súlyos bűncselekmények, köztük terrorcselekmény elkövetéséhez és azok megkönnyítéséhez. Jelen tanulmányomban ennek a jelenségnek a fenyegetésére világítok rá, górcső alá véve a dróntechnológia terrorizmus elleni harcban betöltött szerepét, a bűnözői célokra való alkalmazhatóságát, a terroristák drónhasználatát, a drónelhárítás kérdéseit és új technológiáit. A terrorizmus elleni harc szereplőinek mind elméleti, mind gyakorlati síkon fel kell készülnie a fenyegetésre adott válaszra.

It is apparent that information gathering organisations face ever new challenges due to the explosive evolution of the technological environment in which they operate.
The analysis of this evolution reveals certain trends, tendencies that can describe the individual evolutional stages, and from a prognostic aspect, future challenges and estimated characteristics can be identified based on the predictive function of information gathering organisations. Most of the verified information is currently connected to a technical device, an infocommunication system, based on which it is essential to continuously improve the technical intelligence of information gathering organisations. The optimisation of these capabilities is adapted to the communication habits of the given society as well as to the data transmission technologies. This publication seeks to provide a basis for identifying the predictable challenges of legal communication control within the technical skills department. The aim of the article is to analyse the development stages of mobile terrestrial communication networks from the development of analogue voice transmission to the expected characteristics of 5G networks – based on the examination of the normative environment and technical forecasts. Thus, as a result of the analysis and the evaluation of the criteria of the developmental stages, trends and tendencies that have relevance from the aspect of information gathering can be identified later.

Az információgyűjtő szervezetek tevékenysége során látható, hogy újabb és újabb kihívásokkal kell szembenézniük, amelyek a technológiai környezet robbanásszerű fejlődéséből adódnak. A fejlődés elemzése kapcsán megfigyelhetők bizonyos trendek, tendenciák, amelyekkel az egyes fejlődési szakaszok leírhatók, illetve prognosztizációs szempontból újabb kihívások és várható jellemzők azonosíthatók be az információgyűjtő szervezetek előrejelző funkcióinak köszönhetően. Az ellenőrzött információk legnagyobb hányada jelenleg valamely technikai eszközhöz, infokommunikációs rendszerhez kapcsolódik, ami alapján elengedhetetlen az információgyűjtő szervezetek technikai felderítőképességének folyamatos fejlesztése. E képességek optimalizálása az adott társadalom kommunikációs szokásaihoz, valamint az adatátviteli technológiákhoz igazodik. Jelen publikáció a technikai képességek osztályán belül, a törvényes kommunikációellenőrzés prognosztizálható kihívásainak azonosításához kíván egyfajta alapot teremteni. A cikk célja a mobil földfelszíni hírközlési hálózatok fejlődési szakaszainak elemzése az analóg hangátvitel kialakulásától, egészen az 5G-hálózatok várható jellemzőiig – a normatív környezet és műszaki előrejelzések vizsgálata alapján. Így a fejlődési stádiumok ismérveinek elemzése-értékelése következtében, a későbbiek során beazonosíthatóvá válnak olyan trendek, tendenciák, amelyek relevanciával bírnak az információgyűjtés aspektusából, és ezek majd egy következő publikáció tárgyát fogják képezni.

In the history of NATO, we had to respond to the challenges of a constantly changing world with regard to security risks. The new security challenges radically differ from the usual ones. Poverty, civil wars, and other conflicts and disasters can result in a wave of refugees to neighboring countries and regions. In these areas, emergency situations may emerge in security policy that the countries and regions concerned do not handle properly. Such emergencies may escalate or extend to nearby regions. To handle this, new skills need to be developed, and the correct answers can be given using the Bartlett theoretical model. The purpose of my study is to examine the future responsibilities of the Alliance and the processes supporting the fulfillment of these tasks, the strengthening the Alliance as a factor of lasting peace.

The Chinese–American trade war is intensifying. Its impact can be felt not only in the two states’ relations but – more and more spectacularly – in the interstate relations too. The tense economic policy situation generates new conditions in the international relations that the global community is not prepared for, since a lot of unprecedented event may occur. Referring to the Hungarian national security, several new challenges could emerge paralelly with the widening Chinese–American commercial conflict.
The frames of the new situation can be and have to be determined in order to ensure national security. It is worth being on guard with regard to the challenges of the new security environment. The new, unfavourable international relations that might take shape could cause significant problems in the national economy due to unpreparedness.

A kínai–amerikai kereskedelmi háború mind élesebb keretek között zajlik. Hatása nemcsak a két állam kapcsolataiban mutatkozik meg, hanem gyakorlatilag mind látványosabban jelentkezik az államközi viszonyokban is. A kiélezett gazdaságpolitikai helyzet olyan új szituációt teremt a nemzetközi viszonyrendszerben, amelyre a globális közösség nincs felkészülve, hiszen korábban példa nélküli hatással járó események sora következhet be.
A magyar nemzetbiztonság vonatkozásában számos új kihívás is megjelenne a kínai–amerikai kereskedelmi konfliktus kiszélesedésével párhuzamban. Az új helyzet keretei nagyjából meghatározhatók, azok rögzítése lényeges is a nemzetbiztonság szavatolása érdekében. Az esetleges új biztonsági környezet jelentette kihívásokra azonban érdemes időben felkészülni. Az esetlegesen kialakuló új, kedvezőtlen nemzetközi viszonyrendszer a felkészületlenség hiányában ugyanis jelentős nemzetgazdasági sérelmekkel járhat.

The United States of America operates Fusion Centers, where national security and law enforcement staff members work side by side to ensure that reports contain data from as many sources as possible. The centers were created for the purpose of preventing terrorism, but over time they also extended their authority to other areas. Of course, in addition to the benefits of centers, it is worth addressing the concerns they face.
The purpose of this discussion is to provide a better understanding of the functions of the Fusion Centers, their use, their operation and their future.

Az Amerikai Egyesült Államok Fúziós Központokat (Fusion Centers) működtet, amelyekben a különböző rendvédelmi és nemzetbiztonsági szolgálatok emberei egymás mellett dolgoznak azon, hogy a jelentéseik a lehető legtöbb forrásból megszerzett adatokat tartalmazzák. A központok a terrorizmus elleni küzdelem okán születtek, ám idővel kiterjedt a hatáskörük más területekre is. One of the oldest branches of intelligence work, the collection of information from human resources, is commonly known as HUMINT. The widespread use of this activity often referred to as human intelligence, plays a special role in supporting the activities of government agencies (national security services). There are many possibilities for its application with all its advantages and disadvantages. To this day, it demonstrates in its operation that it represents an indispensable branch of ‘secret service work’.

A titkosszolgálati munka egyik és egyben legrégebbi múlttal rendelkező ága az emberi erőforrásból történő információgyűjtés, elterjedt nevén a HUMINT. Terrorist acts have occurred in the lives of certain societies since antiquity. Although their content and forms have undergone significant changes over the past centuries, their main characteristics, the threat of violence and the use of violence against society, have remained. It can be established that the phenomenon poses a real risk in the current circumstances. Due to the magnitude and importance of direct and indirect damages in case of a terrorist attack, the counter-terrorism also belongs to those areas which must be payed particular attention in order to prevent terorrism and, in particular, to raise security awareness. Indeed, activities by law enforcement and national security agencies can support the society in preventing and mitigating the negative effects of terrorist attacks. Recognising the importance of prevention, several countries including Hungary have launched various prevention programs in the field of counterterrorism in recent years.

A terrorcselekmények már az ókortól kezdve jelen vannak az egyes társadalmak életében. Habár az elmúlt évszázadokban tartalmuk, megjelenési formáik jelentős változáson mentek át, fő jellemzői, az erőszakkal való fenyegetés és az erőszak alkalmazása a társadalommal szemben, megmaradt. Kijelenthető, hogy a jelenlegi körülmények alapján a közeljövőben is számolni kell ennek veszélyével. A terrorcselekmények bekövetkezése esetén jelentkező közvetlen és közvetett károk nagysága, jelentősége okán a terrorelhárítás is egy olyan terület, ahol a prevencióra, azon belül is a biztonságtudatosság fokozására kiemelt figyelmet kell fordítani. A rendészeti és nemzetbiztonsági szervek részéről folytatott ilyen célzatú tevékenység ugyanis jelentős segítséget nyújthat a társadalom részére a megelőzésben, valamint az esetlegesen bekövetkező terrorcselekmények negatív hatásainak minimalizálásában. Ennek jelentőségét felismerve több ország, köztük hazánk is indított különböző prevenciós célzatú programokat az elmúlt években a terrorelhárítás területén.
