During the digital transformation that has been taking place in the Hungarian correctional service in recent times, lots of IT innovations have been implemented. The operation of the organization is increasingly linked to the digital space, so it has become important to examine the latest IT developments from a cybersecurity perspective. The study, in a ground-breaking manner, uses a scientific approach to examine the opinions of the employees of the Hungarian correctional service about cybersecurity and correctional cybersecurity. Furthermore, it reveals the extent of dependency between prison task performance and electronic information systems. In addition, the study reveals unexpected factors that may influence both the present and future of cybersecurity in Hungarian correctional services.

Az elmúlt időszakban a magyar büntetés-végrehajtási szervezetben lezajló digitális transzformáció során számos informatikai innovációt valósítottak meg. A szervezet működése egyre nagyobb mértékben kapcsolódik a digitális térhez, így fontossá vált a legújabb informatikai fejlesztések kiberbiztonsági szempontú vizsgálata. A tanulmány hiánypótló jelleggel, tudományos megközelítést alkalmazva vizsgálja a magyar büntetés-végrehajtási szervezet munkavállalóinak a kiberbiztonságról és a büntetés-végrehajtási kiberbiztonságról alkotott véleményét. Továbbá feltárja a börtönbeli feladatellátás és az elektronikus információs rendszerek között fellépő dependencia mértékét. Mindemellett a vizsgálat olyan nem várt tényezőket tár fel, amelyek egyaránt befolyásolhatják a magyar büntetés-végrehajtás kiberbiztonságának jelenét és jövőjét.

The aim of this paper is to briefly present a theoretical background of risk assessment systems in prisons and their practice in Hungary. Besides presenting the theoretical framework, I will discuss the purpose and methodological
framework of risk assessment for inmates and the main institutional approaches used in international practice. In the second part of the paper, I will present the national practice, its methodological specifics and institutional framework.

The use of modern elemental analytical techniques plays an increasingly prominent role in forensic investigations. Examinations on soils, construction materials, glass, paints,
adhesive tapes, and biological residues using a laser induced plasma spectrometer (LIBS) and an inductively coupled plasma mass spectrometer (ICP-MS) operating at the Hungarian Institute for Forensic Sciences since 2021,
has proved the usability of these methods both for identification and in comparative studies. The high-sensitivity mass spectrometric trace element analysis enables a more accurate examination compared to our previously available methods. The laser ablation method makes it possible to measure the elemental composition
of individual sample parts, while by using the solution technique, the average elemental (isotopic) composition of the entire sample can be measured. In our study, we present the basics of the LIBS and ICP-MS techniques, as well as their forensic applications, through cases investigated in recent years.

A korszerű elemanalitikai technikák alkalmazása a kriminalisztikai anyagvizsgálatban egyre hangsúlyosabb szerephez jut. A Nemzeti Szakértői és Kutató Központban 2021-ben üzembe helyezett lézerindukált plazmaspektrométerrel (LIBS) és induktív csatolású plazma-tömegspektrométerrel (ICP-MS) talajon, építőanyagon, üvegen, festéken, ragasztószalagon és biológiai anyagmaradványokon végzett vizsgálatok bizonyították a módszer használhatóságát az azonosító és összehasonlító vizsgálatokban. A nagy érzékenységű tömegspektrométeres nyomelem-analízis a korábban rendelkezésre álló módszereinkhez képest pontosabb vizsgálatot tesz lehetővé. A lézerablációs mintabevitellel az egyes mintarészletek, míg oldatos feltárással a teljes minta anyagának átlagos elemi (izotópos) összetétele mérhető. Tanulmányunkban bemutatjuk a LIBS- és ICP-MS-technikák működésének alapjait, valamint kriminalisztikai alkalmazásukat, az elmúlt években vizsgált eseteken keresztül.

The criminal significance of psychiatric disorders is well known both among theoretical and practical specialists. Although psychoses is critical in terms of the mental state, the concept of it is still surrounded by many misunderstandings to this day. This may be due to the extremely complex and diverse nature of the phenomenon of psychoses. The heterogeneity of psychoses can be observed both in terms of symptomatology and etiology. There are four subgroups of psychoses based on etiology; organic, endogenic, exogenic and reactive psychoses. The symptoms come with psychoses vary by the background disorder, and in certain cases phenomenon typical to the basic disorder can be seen. The longitudinal outcome, the impact on the behavior and the mental capacity may alter in the case of different etiologies. The knowledge of the characteristics of psychoses with different background and its predisposing nature to deviancy may support the work not only of healthcare professionals but also of experts of law enforcement and criminal law. In the present paper, we investigate the psychotic state along its criminological significance, with a special regard to the psychiatric and other disorders on the basis of which psychosis may appear. The concept of psychosis is presented along with the most important phenomena associated with it, and we summarize briefly the four subgroups of the disorders trigger psychoses the most often. The aim of this study is to
present psychosis and its criminal significance as clearly as possible, hence to give a deeper understanding of this special psychiatric phenomenon to law enforcement and criminal justice professionals.

A pszichiátriai zavarok kriminológiai jelentősége régóta ismert az alkalmazott és elméleti szakmai körökben. Mégis a mentális állapot szempontjából kritikus pszichózis fogalmát a mai napig sok félreértés övezi. Ez a jelenség rendkívül komplex és változatos természetének tudható be, amely nemcsak a megjelenési formák tekintetében igen heterogén, hanem a kóreredet szempontjából is. A pszichotikus állapotok a hátterükben álló pszichiátriai és szomatikus zavarok alapján négy nagy csoportba oszthatók: exogén, organikus, endogén és reaktív pszichózis. A különböző kóreredethez társuló pszichotikus tünetegyüttes igen eltérhet, illetve egyes állapotok kapcsán az adott etiológiára jellemző jelenségek is megfigyelhetők. Más lehet a tünetek lefolyása, és eltérő mértékben befolyásolják az érintett viselkedését és belátási képességét. E jellegzetességek, illetve azok devianciára hajlamosító jellegének konkrét ismerete igen nagy segítséget tud jelenteni nemcsak az egészségügyi dolgozók, de a rendészeti és büntetőjogi területek szakemberei számára is. A jelen tanulmányban a pszichotikus állapotot járjuk körbe annak kriminológiai jelentősége mentén, különös tekintettel azon pszichiátriai és egyéb zavarokra, amelyek talaján a pszichózis megjelenthet. Bemutatjuk a pszichózis fogalmát és az ahhoz társuló legfontosabb jelenségeket, illetve a négy csoportba tartozó legfontosabb kórképeket. A tanulmány célja a pszichózis és bűnügyi jelentőségének minél érthetőbb és érzékletesebb bemutatása, avégett, hogy a rendészet és a büntető igazságszolgáltatás szakemberei számára kézzelfoghatóbb legyen ez a speciális pszichiátriai jelenség.

For many years criminology has assumed that the more victims trust the police, the more they will be willing to report crimes. Yet, the relationship between trust in the police and victims’ willingness to report has rarely been researched empirically. In the last ten years more and
more research has been conducted in this field. They are, however, showing contradictory results. I believe that one reason for the conflicting results is that usually types of crime are not distinguished. So my first hypotheses is as follows: if crime types are researched one by one, we would receive more accurate results. The second hypothesis of this paper is that in the case of crimes that require deeper trust (sexual violence, intimate partner violence), the
willingness to report crimes is greater if trust in the police is strong. Based on the data, there is no significant correlation between the willingness to report and trust in the police in the case of victims who have experienced sexual violence, but there is correlation in case of physical violence. If the perpetrator of the physical violence is the intimate partner of the victim there is no significant correlation. It can therefore be seen that the results are really different for each type of crime (hypothesis 1), but it was surprising that there was no significant correlation between trust and the willingness to report the most sensitive types of crime (sexual violence, intimate partner violence). This result shows that it is worth researching the topic more deeply, even with other methods (qualitative).

A kriminológiában sokáig evidenciaként kezelték azt, hogy a rendőrségbe vetett bizalom és a feljelentési hajlandóság összefüggésben áll egymással. Az elmúlt két évtized empirikus kutatásai azonban rávilágítottak, hogy ez az összefüggés egyáltalán nem ilyen egyértelmű. Hipotézisem (1) szerint ennek az az oka, hogy a különböző bűncselekménytípusokat külön érdemes vizsgálni. A kutatás másik feltételezése (hipotézis 2) az, hogy a nagyobb bizalmat feltételező bűncselekménytípusok (szexuális erőszak, párkapcsolati erőszak) esetén nagyobb a feljelentési hajlandóság, ha erősebb a rendőrségbe vetett bizalom. Az adatok alapján a szexuális erőszakot átélt és feljelentést tevő áldozatok esetében nincs szignifikáns összefüggés a feljelentési hajlandóság és a rendőrség vélt segítőkészsége között, ugyanakkor a testi bántalmazást átéltek esetében van. Ha azonban az elkövető az áldozat partnere, akkor nincs szignifikáns összefüggés. Az látható tehát, hogy bűncselekménytípusonként valóban eltérő eredményekre juthatunk (hipotézis 1), ugyanakkor meglepetést okozott az, hogy éppen a legérzékenyebb bűncselekménytípusoknál (szexuális erőszak, párkapcsolati erőszak) nincs szignifikáns összefüggés a bizalom és a feljelentési hajlandóság között. Ez az eredmény azt mutatja, hogy a témát érdemes mélyebben, akár más módszerekkel (kvalitatív) is kutatni.

One of the most important characteristics of money – as an official medium of exchange – is that the state is responsible for its issuance and, through the determination of the quantity of the emission, also the determination of its value. The right to issue money in Hungary is exercised by the state through the Hungarian National Bank. Cryptocurrencies, on the other hand, are reminiscent of the early phase of the development of money, they function as a free medium of exchange in a transaction that can be evaluated under civil law. The state has no influence either on their emission or on their inclusion, nor on inflating or deflating their value through the determination of the quantity. It is important to note that the exemption of cryptocurrencies from monetary regulation often means that they can serve as an exchange value for prohibited legal transactions that would otherwise be prohibited by law, e.g. financing of terrorism, distribution of drugs or other illegal substances. Cryptocurrency includes all digitally created funds that have been created through cryptographic encryption, “hashing”. And hashing is a digital process that can compress an arbitrary data stream to the specified size using an irreversible mathematical operation. The aim of the study is to show what kind of challenge cryptocurrencies pose to legal practitioners due to the fact that they are not subject to cash flow regulation, what kind of legal regulation is possible in the face of this new phenomenon, and in which areas of law it would be necessary to implement a further legislative process.

A pénz – mint hivatalos csereeszköz – egyik legfontosabb jellemzője, hogy az állam saját hatáskörébe vonja annak kibocsátását, a kibocsátás mennyiségének meghatározásán keresztül pedig az értékének meghatározását is. A pénzkibocsátás jogát Magyarországon az állam a Magyar Nemzeti Bankon keresztül gyakorolja. A kriptovaluták ezzel szemben a pénz fejlődésének korai fázisára emlékeztetnek, szabad csereeszközként funkcionálnak valamely polgári jogilag értékelhető ügyletben. Az államnak nincsen ráhatása sem a kibocsátásukra, sem a bevonásukra, miként arra sem, hogy azok értékét a mennyiség meghatározásán keresztül inflálja vagy éppen deflálja. Fontos megjegyezni, hogy a kriptovaluták pénzforgalmi szabályozás alóli kivettsége sokszor azt eredményezi, hogy olyan tiltott jogügyleteknél szolgálhatnak csereértékként, amelyeket egyébként a jog tiltana, így például terrorizmus finanszírozása, kábítószer vagy más tiltott anyagok forgalmazása. A kriptovaluta magában foglalja az összes digitálisan létrehozott pénzeszközt, amely kriptográfiai titkosítás, „hashelés” útján jött létre. A hashelés pedig olyan digitális folyamat, amely képes visszafordíthatatlan matematikai művelet segítségével egy tetszőleges adatfolyamatot a megadott méretre tömöríteni.4 A tanulmány célja annak bemutatása, hogy a kriptovaluták milyen kihívást jelentenek a jogalkalmazók számára amiatt, hogy nem állnak pénzforgalmi szabályozás alatt, s az újfajta jelenséggel szemben milyen jellegű jogi szabályozás lehetséges, illetve mely jogterületeken lenne szükséges további jogalkotási folyamat megvalósítása.

The theory of police science is closely intertwined with public administration in several ways. This close link is easily demonstrated by the theoretical history of administrative criminal justice. The roots of administrative criminal justice go back to misdemeanours, and its dual
nature was already apparent at that time: in addition to classic criminal law misdemeanours, police misdemeanours accounted for the majority of misdemeanours. In most cases, the term “police misdemeanour” was used to refer to misdemeanours of a classical administrative nature, which illustrates the close link between the two areas. Scholars of the period were constantly searching for a way of distinguishing misdemeanours from more serious crimes, theories which in many cases were at the root of police science theory. While this paper does not attempt to cover all aspects of police science theory, it does highlight its theoretical roots.

A korszak tudósai töretlenül keresték azt a fogódzót, amely által a kihágások megkülönböztethetők a súlyosabb bűncselekményektől, és amely elméletek sok esetben a rendészet elméletének a gyökereit is jelentették. Jelen tanulmány bár nem vállalkozik arra, hogy bemutassa a rendészet elméletének valamennyi aspektusát, azonban felvillantja annak elmélettörténeti gyökereit.

After the regime change in our country, decision-makers did not take advantage of the opportunity to start decentralising the police, except for a few initiatives. As a result, apart from a few initiatives, the nationwide implementation of community policing has not been achieved. According to recognised experts, due to the concentration of central tasks, the police is increasingly distancing itself from serving the population, making it difficult to build trust between citizens and law enforcement. The aim of the research is to examine the impact of the community policing method introduced in Gyöngyös in early 2020 on the subjective sense of security of the population. In terms of public safety in Gyöngyös, the risk factors mainly include elements that can be found in any average rural settlement in Hungary, such as illegal dumping of waste, difficulties in maintaining public order in areas inhabited by the socially disadvantaged, and the presence of disruptive individuals in busier public areas. As part of the research examining the effects of the introduction of community policing, the opinion of
the population regarding subjective security was surveyed through an online questionnaire shared on social media platforms. In addition, interviews were conducted with three relevant figures in the life of the city, whose opinions represent real added value and can help support or refute the hypotheses formulated. During the personal interviews, György Hiesz, the mayor of Gyöngyös, Zoltán Marsi, a police lieutenant colonel and head of public order protection, and
Lászlóné Mácsár, deputy president of the local civilian guard, talked about how they assess the work of the organisation in community policing. The consolidated results of the research indicate that the introduction of community policing significantly increased the subjective
sense of security among the population of Gyöngyös and strengthened public trust in the local municipal law enforcement. Thus, in terms of the targeted goal, the model is considered successful, and its introduction is recommended for similar municipalities to enhance public satisfaction and a sense of security.

Hazánkban a rendszerváltást követően a döntéshozók nem éltek a lehetőséggel, hogy a rendőrséget decentralizált irányba kezdjék el terelni, így néhány kezdeményezést leszámítva, elmaradt a közösségi rendészet országos lefedettségű megvalósítása. Elismert szakemberek szerint napjainkra a rendőrség a központi feladatokra való koncentrálás következtében kezd elszakadni a lakosság szolgálatától, ami nehézkessé teszi az állampolgár és egyenruhás közti bizalomépítést. A kutatás célja a Gyöngyösön bevezetett
közösségi rendészeti módszer a lakosság szubjektív biztonságérzetére gyakorolt hatásának vizsgálata. Gyöngyösön településbiztonsági szempontból a kockázati tényezők között főként azok az elemek szerepelnek, amelyekkel bármely átlagos hazai vidéki településen találkozhatunk. Ilyen például az illegális hulladéklerakás, a város mélyszegények által lakott területein lévő közrendfenntartás nehézségei, forgalmasabb közterületeken megjelenő randalírozó személyek. A közösségi rendészet bevezetésének
hatásait vizsgáló kutatás részeként a lakosság szubjektív biztonságérzettel kapcsolatos véleményét internetes, a közösségi média felületein megosztott kérdőív segítségével mértem fel. Emellett félig strukturált interjú készült három, a város életében, közbiztonságának alakulásával kapcsolatban releváns szereplővel, akiknek a véleménye valódi hozzáadott értéket képvisel, és segítheti a felállított hipotézisek alátámasztását vagy cáfolatát. A személyes interjúk során arról beszélt Hiesz György, Gyöngyös város polgármestere, Marsi Zoltán r. alezredes közrendvédelmi osztályvezető, valamint Mácsár Lászlóné helyi polgárőr elnökhelyettes, hogy ők miként ítélik meg a szervezet közösségi rendészeti munkáját. A kutatás összesített eredményei szerint a közösségi rendészet bevezetése jelentősen növelte a gyöngyösi lakosság szubjektív biztonságérzetét, és erősítette a lakossági bizalmat a helyi önkormányzati rendészet iránt, így a modell az erre irányuló célkitűzést tekintve sikeres, és más hasonló adottságú településekre ajánlható a bevezetése a lakossági elégedettség és biztonságérzet növelése érdekében.

Our research group visited the match of the spring round of the 2022/ 2023 NB II Championship (MTK–DVTK) to investigate the forms of football hooliganism. Violent, deviant events that take place on and around the football field are usually classified as football hooliganism. The event that took place during the match, which caused a lot of press coverage – the goalkeeper of DVTK saved the opening shot of the youth player of MTK, which the boy received as a birthday present from his parents – is, however, a new form of deviance associated with football
matches. In the case study we make an attempt to elaborate on the events of the match and the police and managements’ security.

Kutatócsoportunk a 2022/2023-asNB II-esbajnokság tavaszi fordulójának mérkőzésére (MTK–DVTK) látogatott ki, hogy a futballhuliganizmus megjelenési formáit vizsgálja. A labdarúgópályán és környékén zajló erőszakos, deviáns eseményeket általában a futballhuliganizmus körébe soroljuk. A mérkőzésen történt, nagy sajtóvisszhangot kiváltó esemény – a DVTK kapusa kivédte az MTK utánpótláskorú játékosának kezdő lövését, amelynek elvégzését a kisfiú születésnapi ajándékként kapta szüleitől – azonban egy új formája a labdarúgó-mérkőzésekhez köthető devianciának. Az esettanulmányban kísérletet teszünk a rangadó eseményeinek feldolgozására, a rendőri–rendezői biztosítás bemutatására.

Building up the anti-terror capabilities of the police forces of the Hungarian People’s Republic asked for specialized equipment. Amongst these special equipment there was a high demand for firearms, namely compact machine pistols, capable of single and fully automatic fire. This type of demand met with the supply of Italian-made, Beretta M12 submachine guns, in 9 × 19 mm Parabellum, confiscated by the Hungarian secret services in the second half of the 1980s, thus adding these weapons into the armoury of the Hungarian anti-terror units.

One of the prerequisites for the successful operation of the revenue-oriented market segment is the production and distribution of products of high quality at all levels and of the quality expected by customers (stakeholders and interested parties). This is guaranteed by the establishment and operation of long-established quality control mechanisms. These mechanisms not only serve as a guarantee of quality assurance, but also facilitate the production and sales process (ensure the quality of service). The question arises as to which areas in law enforcement (which cannot be compared to revenue-oriented market players) can be based on a quality control system based on a measurable method to ensure a high level of operation.

A bevételorientált piaci szegmens eredményes működésének egyik feltétele a minden szinten magas színvonalú és a vevők (érdekeltek és érintettek) által elvárt minőségű termékek gyártása, forgalmazása (szolgáltatás nyújtása). Ennek szavatolása a régóta működő minőség-ellenőrzési mechanizmusok kialakítása és működtetése. Ezek a minőség-ellenőrzési mechanizmusok azon túl, hogy a minőségbiztosítás garanciájaként szolgálnak, megkönnyítik a gyártás, értékesítés folyamatát (biztosítják a szolgáltatás minőségét). Felvetődik a kérdés, hogy vajon a rendészetben (amely nem hasonlítható a bevételorientált piaci szereplőkhöz) melyek azok a területek, amelyek magas szintű működésének egy mérhető módszeren alapuló minőség-ellenőrzési rendszer lehet az alapja.

The growth in the construction industry has placed a considerable burden on the security services for each construction project while securing the entry and exit process and controlling the deliveries. It is not uncommon to find a site where from 300 to 400 people must be professionally checked, and this checking process includes their condition appropriate for the safe performance of the work and their compliance with occupational safety and health rules (for example, the existence of personal protective equipment) in an environment where the cooperation of the workers entering the site is not always impeccable. A further complicating factor is that this crowd wants to enter and exit as fast as possible, but the entry and exit processes are time-consuming, creating tense situations for the operators of the entry point, especially with approaching handover deadlines. Reducing tension, supporting the guards’ work, and enforcing the interests of both the customer and the contractor, we created an automated, portable access control solution that complied with the latest regulations of the Hungarian tax authority. In our article, we share the design and functions of this technology.

Az építőipar bővülése az utóbbi években jelentős terhet rótt az egyes kivitelezések vagyonőri szolgálataira, a be- és kiléptetések rendjére, a szállítások szakszerű ellenőrzésére. Nem ritka az a helyszín, ahol a reggeli munkakezdésnél 300-400 főt szükséges beléptetni, elvégezve a munkára való alkalmasság ellenőrzését és az alapvető munkavédelmi feltételek (például egyéni védőeszközök megléte) vizsgálatát is egy olyan környezetben, ahol a belépni szándékozó munkavállalók együttműködése nem minden esetben kifogástalan. További feladatot nehezítő körülmény, hogy e tömeg viszonylag rövid időn belül szeretne belépni, majd a munka végeztével kilépni. Mint minden ellenőrzés, természetesen e be- és kilépések is időigényesek, ami a belépési pont üzemeltetője részére feszült helyzeteket teremt, különösen közelgő átadási határidők esetén. A feszültség csökkentése, a vagyonőrök munkájának támogatása, a megrendelői, kivitelezői érdekek érvényre juttatása okán jól felszerelt, a legújabb NAV-szabályozással is kompatibilis belépési pontot kell létrehozni, amely mindkét közreműködő partner – megrendelő és vállalkozó – alapérdeke. The paper summarises the presentations of the international conference “Police Sciences and its related sciences”. The study presents the presentations of the fifth event of the Colourful Faculty multidisciplinary conference series in an abstracted manner. The speakers of the conference presented topics such as training development at UPS, papaver somniferum, raster investigation, Polish officer
training, settlement security manager training, linguistic fingerprints and forensic linguistics, as well as private security. The doctoral students of our university were able to present their latest research results, and we heard more about the current events concerning digital education,
tactical training, physical fitness, and the training of forensic experts. Our speakers gave a taste of the exciting issues of the world of quantum computers, fraud, gun ownership, on-site inspections, real estate sales and the deepfake phenomenon. The speakers also examined the legalization of cannabis, the teaching of the Security Technology English, service dogs, and the talent geography of Olympic champions.

A tanulmány a Sokszínű Kar multidiszciplináris konferenciasorozat ötödik rendezvényének előadásait mutatja be kivonatolt módon. A konferencia előadói olyan témaköröket vonultattak fel, mint a képzésfejlesztés az NKE-n, a papaver somniferum, a raszternyomozás, a lengyel tisztképzés, a településbiztonságimenedzser-képzés, a nyelvi ujjnyomok és a forenzikus nyelvészet, továbbá a magánbiztonság. Egyetemünk doktori hallgatói bemutathatták legfrissebb kutatási eredményeiket, bővebben hallhattunk a digitális oktatás, az intézkedéstaktikai képzés, a fizikai alkalmassági, és a kriminalisztikai szakértők képzését érintő aktualitásokról. Előadóink ízelítőt adtak kvantumszámítógépek világa, a csalás, a fegyvertartás, a helyszíni szemle, az ingatlan-adásvétel és a deepfake jelenségének izgalmas kérdéseiről. A kannabisz legalizálását, az angol biztonságtechnikai szaknyelv oktatását, a szolgálati kutyákat és az olimpiai bajnokok talentumföldrajzát is górcső alá vették az előadók.
