The study examines the relationship between health inequalities and regional development disparities in the United Kingdom, with a particular focus on the devolution reforms in England launched after 2010 and the processes of healthcare system transformation. The substantive elements of these processes indicate that English devolution was primarily aimed at establishing new structures of regional governance based on associations of local governments and at achieving economic development goals; consequently, it had only a limited impact on the determinants of health inequalities. Relying on the relevant literature, working papers and regulations the study argues that one of the most important tools for reducing health inequalities is the coordination of regional catch-up initiatives, economic development, and health policies. The experiences of devolution in England and healthcare reforms also underscore, in a broader sense, the importance of place-based and place-sensitive development strategies, as well as the need to establish multi-level institutional coordination to facilitate their implementation.

This study examines EU digital and technology regulation in light of the EU’s legal identity and global competition. The main thesis of the study is that European digital regulation is not just a normative framework in the context of increasing global trade and technological competition, but also a geo-economic tool. The study argues that the challenges of digitalisation and the integration of European law are linked in a multi-factor structure. For the European Union, the law is not just a regulatory technique, but a constitutive element of a common identity based on European cultural heritage. At parallel with this, the development of the digital technology has gained a global, geostrategic dimension, which has become one of the defining fields of competition between states. The EU’s response to these challenges is necessarily law-based, which can be interpreted in part as a defensive reflex arising from technological vulnerability. The study demonstrates that this defensive regulatory dynamic transforms into geo-economic power through feedback, as thanks to the EU’s globally dominant market, the regulation exerts extraterritorial influence. As a result, EU digital legislation can even be interpreted as a quasi-commercial tool in a geopolitical context. An analysis of expected legislative trends suggests that no conceptual shift is foreseeable in the short term: the new regulatory packages represent a fine-tuning of the existing, heavily regulation-driven model, which is permanently preserved by the structural and sovereignty characteristics of the EU.

This study explores the historical evolution and current functioning of the United Nations human rights monitoring mechanisms, with particular emphasis on Hungary’s involvement. It examines the institutional framework rooted in the UN Charter, from the Commission on Human Rights to the Human Rights Council, as well as the development of special procedures, the Universal Periodic Review (UPR), and the complaint mechanisms. The paper also presents the monitoring practice of treaty bodies and the work of the Subcommittee on Prevention of Torture. Special attention is given to the contributions of Hungarian experts and special rapporteurs, as well as to country-specific visits and recommendations concerning Hungary.

In recent years, the functioning of the UN human rights monitoring system has been subject to increasing criticism and attacks. Most of these questions the impartiality and independence, and thus the suitability of so-called mandate holders established by the UN Human Rights Council (such as special rapporteurs) and of treaty bodies, whose members serve (in principle) as independent experts and are tasked to monitor the implementation of international human rights conventions and engage in legal interpretation and development.

The question arises as to how well-founded and justified these critical voices are, whether the independence of the aforementioned experts and bodies can really be questioned, and whether they can be accused of politicizing their work. Is it actually possible to politicize their work, despite the institutional safeguards built into the human rights monitoring system?

The aim of this study is to provide a comparative overview of two key players in the UN human rights monitoring system, the special rapporteurs on human rights and the treaty bodies, focusing on the circumstances surrounding their establishment and the main characteristics and differences in their institutional structures, with particular attention to the institutional guarantees designed to ensure their independent functioning. The author, a former career diplomat, will also draw on examples from own experience and specific cases to examine which external and internal factors can undermine the independence of monitoring mechanisms and might lead to their politicization or reinforce the politicization of their operation.

The study analyzes and compares the international economic organizations’ multilateral monitoring mechanisms in the last 25 years. It demonstrates the usefulness, effectiveness of optimal monitoring, and it gives an analysis of each big institutions’ monitoring activities, their characteristics, strength and weakness, and their development. While the goals and monitoring standards of each institution vary significantly, there is potential for valuable cross-institutional learning. Currently, this exchange has been limited. The IMF and OECD employ evidence-based methodologies that provide an objective reflection of economic policies, functioning as diagnostic tools to support member states. The IMF improves through self-correction of past errors. Overall, both institutions’ monitoring is effective and valuable. The European Semester, the EU’s economic policy coordination tool established 15 years ago, falls short of major institutions’ quality and its effectiveness is questionable. It is a concern that the post COVID Recovery Fund (RRF) was also incorporated in the very problematic Semester process. The study identifies some key elements of the monitoring practice that could be transposed and applied to the Semester leading to the substantial improvement of the efficiency of the semester serving the long-term interests of all Member States, and the EU as a whole, including the strengthening of their competitiveness.

In the past year, we have repeatedly welcomed new legislation in the field of administrative law. Act C of 2023 on Hungarian Architecture (hereinafter: the Architecture Act) entered into force in certain parts on 1 October 2024 and brought significant changes to the domestic application of law in this field. The connections and differences between Act LXXVIII of 1997 on the Development and Protection of the Built Environment (hereinafter: the Architecture Act) and the Architecture Act are already clearly visible. That is why I consider it important to present what these new changes in the legal environment are, what possible turning points and milestones they may represent in public administration and how they will be possible to handle them. In addition to processing the legal environment, this study accordingly presents which factors will force law practitioners to make significant changes. Given the need for a more precise and detailed elaboration, this study only examines three main topics, thus dealing with the basic principles, elements of the official procedure and the scope of the procedural participants. In this context, the study examines, based on the comparison of the two legal acts, to what extent the changes in this area of law caused by the change in the law leave a mark either at the level of the building authority procedure or at the level of the administrative court. The main focus is of course on the area of judicial competence, given that the main direction of my research topic is the changes that have occurred in the judiciary – and in this area of law – and that can be examined through court case law.

Az elmúlt évben ismételten új jogszabályt üdvözölhettünk a közigazgatási jog területén. A magyar építészetről szóló 2023. évi C. törvény (a továbbiakban: Méptv.) törvény bizonyos részében már 2024. október 1. napjától hatályba lépett, és jelentős változásokat hozott a hazai jogalkalmazásban e téren. Az épített környezet alakításáról és védelméről szóló 1997. évi LXXVIII. törvény (a továbbiakban: Étv.) Munkám során a dogmatikai módszert választottam, hiszen a jogösszehasonlítás leginkább ezen a metóduson keresztül vihető véghez. A módszer segítségével tehát az Étv. és a Méptv. összehasonlítását kívánom elvégezni meghatározott témakörök mentén.

In this study, we examine the specific organizational and operational principles of partnership governance in the family and social policy sector. This mode of public policy governance exhibits various characteristics of relationality that stem from the internal features of this human sector. Although certain characteristics of New Public Governance show similarities with partnership governance, in Anglo-Saxon countries, where a more individualistic view of people and society has taken root, and market-based cost efficiency, even despite the changes following New Public Management, modes of human service governance implemented in cooperation are more contract-based and efficiency-oriented, despite the involvement of multiple actors. In mainly southern European Catholic countries, especially Italy, where personalistic relationality is even more prevalent in certain areas of society, partnership-based co-governance is embedded in a stronger social fabric in which this mode of governance can function well. Individualistic societies, on the other hand, do not have strong civil societies, so it is not possible to achieve significant results in partnership-based governance through subsidiarity. There, cooperation in human services and their quality will continue to be determined by cost-effectiveness, the market, and public service standards.

Religious welfare providers are not merely service deliverers but normative communities that embody a distinct governance culture grounded in the principles of subsidiarity, responsibility and the common good. This study examines the governance logics of faith-based social service providers as a form of social self-organization and ethical governance. By comparing Hungarian and Bavarian cases, the analysis shows how religious organisations relate to state-operated welfare systems and what moral and professional principles shape the governance of services. In Bavaria, religious providers operate with a high degree of autonomy in partnership with the state, whereas in Hungary their activities are more closely aligned with state structures, characterised by different degrees and forms of autonomy. The study interprets governance in a broad sense, as a system of ethical norms and social cooperation in which religious organisations hold a distinct role within welfare provision.

This study, based on a presentation delivered at the Social and Family Policy Roundtable of the Ludovika University of Public Service in October 2025, examines the structure, challenges, and reform prospects of family policy in Switzerland. Drawing primarily on German-language academic literature and statistical databases, it provides a descriptive overview of the key features of Swiss family policy and situates them within an international context where relevant. The paper highlights the specific characteristics of family policy in a federal system, including cash benefits, parental leave arrangements, and early childhood education and care services. It also discusses future reform opportunities and the implications of ongoing sociodemographic changes. The study concludes that Switzerland operates a high-quality but relatively selective family policy system, largely based on social insurance and private contributions, which primarily benefits employed middle-class families and displays significant cantonal disparities.
