The purpose of this research paper is to provide better understanding on the challenges that a modern state faces in the current security environment namely in the war amongst the people. War amongst the people is both a graphic description of modern warlike situations, and also a conceptual framework, where civilian population are the targets as much as they are the opposing force.

The starting point for organizing the material supply for defense is to determine where, when and how much resources we need to be available. Special Operations Forces (SOF) play a significant role in military operations and, in recent years, have been given greater responsibility for planning and conducting worldwide counterterrorism operations. The activation of the NATO Special Operations Headquarters (NSHQ) and the addition of a special operations component command (SOCC) for NATO special operations are now solidified in the Alliance. Therefore, the main objective of the article is to provide a primary reference that reflects key logistic concepts for special operations activities related to the SOCC. This manuscript is intended to be used by special operations forces, special operations leaders, and operations/staff personnel. Although the document is primarily focused for use by a NATO SOCC, it provides a useful reference for education, planning, training, and deployments.
First and second chapters summarize the Hungarian Defence Forces (HDF) SOF current situation, and its logistical background. Third paragraph analyzes the logistic principles of SOCC. Author suggests a SOCC logistic support concept for HDF in the last two chapters.
A különleges műveleti erők jelentős szerepet játszanak napjaink katonai műveleteiben, és az egész világot behálózó terrorizmus elleni küzdelemben. A feladatok megkövetelik a képességek folyamatos fejlesztését. A NATO Különleges Műveleti Parancsnokság és a különleges műveleti komponens parancsnokság létrehozása ezt a törekvést erősíti a szövetségi rendszerben. A cikk alapvető célja, hogy rávilágítson a különleges műveleti erők és a különleges műveleti komponens parancsnokság logisztikai összefüggéseire. A kézirat felhasználható a különleges műveleti erők, a különleges műveleti törzs tagjai számára a törzsképzés, a tervezés, a felkészülés és a feladatvégrehajtás fázisaiban egyaránt.
Az első és a második fejezet összegzi a Magyar Honvédség különleges műveleti erőinek jelenlegi helyzetét és a logisztikai támogatás hátterét. A harmadik fejezet elemzi a különleges műveleti komponens parancsnokság logisztikai támogatással kapcsolatos törvényszerűségeit. Az utolsó két fejezetben a szerző javaslatot tesz a magyar vezetésű különleges műveleti komponens parancsnokság logisztikai támogatási koncepciójára és gyakorlati megvalósíthatóságára.
The most notorious jihadist organization nowdays considered by many as the most dangerous one, as well is ISIL. The terrorist acts carried out by „lone wolfs” and terrorist cells and the mass of people originated from the Middle-East flodding Europe represent significant challanges to Hungary, the European Union, and it’s most powerful ally, the United States. The central theme of the study is to determine whether ISIL is only a successfull terrorist group or something more?

This article provides an overview of the areas that today can significantly influence the success of military operations. The author analyzes the expectations that are present in armed combat and peace operations in modern armed military activities of the 21st century. It examines the evolution of these areas in their content changes and their impact on the activities of the effective force. The directions of preparation and the main tasks of the training, then summarizes the importance of the major areas it considers important.

The religious scholars had changed the Islam for their own purposes, which indicated as Muhammad ibn ‘Abd al-Wahhab saw, the setback of the Islam. As a result of this conflict of interest and the greatpower pursuit of Ibn Sa’ud, the Kingdom of Saudi Arabia was established in September 19, 1932. Since 1979, the kingdom started to support the spread of Islam publicly, which sometimes means the support of radical Islamic terrorism.

Ezen eltérés, valamint Ibn Sza’úd nagyhatalmi törekvése egybefonódott, és 1932. szeptember 19-én a ma ismert Szaúd-Arábiai királyság megalakulásához vezetett. 1979-től az ország kifelé is, nyíltan támogatja az iszlám terjedését, ami néhol a terrorizmus jelenség támogatását is jelenti.

Many researchers have examined these topics from multiple aspects. Their results show that those companies which consciously look after their employees mental and physical welfare and have well organized stress management and workplace well-being programs have lower absence and fluctuation rates. This paper summarizes the results of existing studies in general and the special case of the armed forces and professional military personnel in particular. Then, the paper lists and explains those factors which may cause tension inside organizations. Existing job related stress research and literature focuses on three areas: preoperative stress, the main factors of stress and the posttraumatic stress syndrome. Finally, the paper summarizes possible treatments for workplace stress.

Munkámban összefoglalom a korábbi kutatások eredményeit, kiemelve a haderő és a hivatásos katonák speciális helyzetét. Felsorolom és magyarázom azokat a főbb pontokat, amelyek szervezeten belüli feszültséghez vezethetnek. A szakirodalmi háttér segítségével végigveszem a munkahelyi környezetben fellelhető általános stresszorokat. Összegzem a lehetséges kezelési módokat a stressz megjelenésének idői vetülete mentén.

The article analyzes the reintegration, (re)socialization process and its personal aspects based on some well-known psychological models. It deviates for the different area of the primary and secondary socialization (family, institution, social) as well as the effects of different organizational cultures on resocialization and reintegration. The use of research data attempts to isolate groups of different tasks for reintegration (resocialization). The secondary aim of this article is to help the stockbrew and the interested parties to recall theoretical and practical research recently to reintegrate into actual professional knowledge.

Due to the global feature of the phenomenon of migration in recent years, the number of exploited victims of traffickers has significantly increased. For this reason, several international institutes and NGOs and even the Holy See put forward definite proposals concerning the possible causes and solutions. The study mainly analyses sexual exploitation as a prime problem determined by Pope Francis illustrated by the example of the countries of origin, referring the hungarian legal regulation.

The concept of ‘label’ or stigma is not unfamiliar in history, its complexity requires interdisciplinary research during the process of its exploration. Its actuality is provided by the encounters of the majority of the society with foreign ethnic groups due to international migration. Owing to this phenomenon we often meet stigmatisation of foreign ethnic groups by the majority of the society as a reaction. The objective of this paper is to reveal - with the aid of related literature - those current characteristic features of social science, sociology, psycho-sociology, which include the most significant patterns of the development of the process of stigmatisation.

More than 3 years ago, 10th August 2014 the battle for the little city, Ilovaisk, which since then has become renown worldwidely, broke out. Ilovaisk is one of the gates of Donetsk as well as a very important railway and transport hub, a strategic district. If the ukrainian forces occupy the city irrevocably then the two rebelling capital cities, Donetsk and Lugansk are blocked from each other meaning the end of both republics. Instead a volunteer army did a major defeat on the Ukrainian army. The Ukrainian side argued that the defeat occured because Russia bluntly interfered with guns. Although they do not have any evidence, every time they mention warfare between the Russian Army and Ukrainian armed forces, they are referred to as facts. This is always denied by both insurgents and Russia.
This publication aims to show the facts and circumstances which led to the situation that after the breakup of the Soviet Union, Ukraine inherited one of the biggest army of the world, and how this army suffered a crushing defeat by volunteer armed forces. I also aim to the evaluate the defeat and its consequences for subsequent political events.

Ilovajszk Donyeck egyik kapuja, fontos vasúti és közlekedési csomópont is, stratégiai körzet. Amennyiben a települést végérvényesen elfoglalják az ukrán erők, abban az esetben a két szakadár fővárost, Donyecket és Luhanszkot elszakítják egymástól, ami a végét jelenthette volna mindkét szakadár köztársaságnak. Ehelyett az önkéntesekből álló felkelő csapatok súlyos vereséget mértek az ukrán hadseregre. Ugyan az ukrán fél szerint a kudarc azért következett be, mert Oroszország nyíltan fegyveresen avatkozott be. Bár kézzelfogható bizonyítékuk nincs, minden fórumon az orosz hadsereg és ukrán fegyveres erők közötti harci cselekményekről tesznek említést, azt tényként közlik. Ezt a felkelők és Oroszország is rendre cáfolja.
A publikáció célja bemutatni azokat a körülményeket és okokat, amelyek oda vezettek, hogy a Szovjetunió felbomlását követően megörökölt, a világ egyik legütőképesebb hadseregének egységeire az Ilovajszkért folytatott fegyveres harcban egy főleg önkéntesekből álló fegyveres alakulat megsemmisítő csapást mérhetett. Célom továbbá, hogy értékeljem a vereség hatását, következményeit az azt követő politikai események vonatkozásában.

The presence of combat stress was even recorded as early as the ancient times, however specific descriptions of it started spreading only in the 18th century. The phenomenon was given several names over the years and opinions about treatments often varied significantly too. Indisputably, the prevention of combat stress, created in the modern era of warfare, is just as relevant as the treatment itself. In order for effective prevention, we need to distinguish two types of combat stress: the acute and sudden combat stress resulting in extreme reactions, and the chronic and long-term combat stress resulting from several factors. The separation of the two types of stress based on causative aspects necessitate the development and the implementation of highly complex psychological support which would include selection, preparation and treatment methods as well.

According to WHO data the rate of beneficial bacteria in the gut flora of the Hungarian population is only 12%, instead of the desired 40-50%. This is in close connection with the statistical data of the WHO indicating that Hungarian people’s state of health is below the European average. The causes, among others, include non-satisfactory quality and quantity of food, stress and chemicalization. By means of direct immunomodulation these detrimental changes can be linked to several clinical disease patterns, in the supplemental treatment of which functional food and probiotics have proven to be effective.

Undercover information collection constitutes a lawful action from the part of the Police, carried out with the purpose of crime prevention. The research of water security and climate change has a considerable history at the National University of Public Service (NKE). The conference held on 04 May 2017 pointed out the importance of measuring carbon dioxide emission (carbon footprint) at the level of professional orders of public service as the home defence too. This paper is dealing with the sustainability practice of MOL and home defence fuel supply.

A 2017. május 4.-én tartott konferencia rámutatott a széndioxid kibocsátás-karbon lábnyom- mérésének fontosságára a közszolgálati hivatásrendek, így a honvéd-elem terén is. A cikkben az üzemanyagokkal kapcsolatos fenntarthatósági ered-ményeinket tesszük közzé. Érintjük a MOL és a hadsereg gyakorlatát.

Individualized civilian adaptation and resettlement problems like existential downturn, losing social status and housing, personal conflicts with relatives, and require institution-alized and organised human reconversion system. Soldiers have volunteered for the dangerous duty of preparing for and waging war from other members of socie-ty can live their lives in a free and safe environment. They have risked their lives for the security of their country. They have acquired the knowledge, skills and typical organizational culture that fundamentally differ from civilians' skills. To pre-vent social conflicts and acquire civilian skills as well every state needs a broad set of tools of institutionalized human reconversion and resettlement. Particularly important is the issue during application of volunteering forces when disarmament befalls at relatively young age and ex-service personnel and veterans are usually not expected to be reemployed by their previous employer. The author outlines the history of massive discharge from military in brief and domestic regulation of reconversion, defines its concept, and finally summarizes the necessary pillars of successful human reconversion.

Numerous measures have been taken to make cyberspace as the determining pillar of economic and social life a free, secure and innovative environment. During the creation of the new Cyber Security Strategy, it is also necessary to review whether it is one of the most important law enforcement agencies in the state: the police staff's qualifications meet the goals set out above. The results of the survey are provided by questionnaire surveys and personal interviews. According to the findings, the police personnel do not have the high level of knowledge required to curb cybercrime. However, this statement does not apply to specific anti-cybercrime units.

Számos intézkedés történt annak érdekében, hogy a kibertér, mint a gazdasági és társadalmi élet meghatározó pillére szabad, biztonságos és innovatív környezetté váljon. Az új Kiberbiztonsági Stratégia alkotásának időszakában is szükséges számot vetni arról, hogy az állam egyik legfontosabb rendészeti szerve: a rendőrség személyi állományának képzettsége mennyiben felel meg a korábban meghatározott célok megvalósításához. A vizsgálat eredményeit kérdőíves felmérés és személyes interjúk adják. A megállapítások szerint a rendőrség személyi állománya a nem specializált egységeken kívül nem rendelkezik a kiberbűncselekmények visszaszorításához szükséges magas szintű ismeretekkel.

We are talking about the rural security such as an important condition for national security in Hungary. Yet, rural security is becoming an increasingly important national security issue. The rural security is a key issue for the stability, security and development of the state. A good governance must guarantee not only the conditions of life, but also make efforts to improve the quality of life, increase the competitiveness of the countryside, make the country more livable, attract agricultural production at all levels of economic activity.

The aim of the present essay is to prove by the example of the Mali conflict, especially by the events between January 2012 and September 2016 in Timbuktu that today’s armed conflicts and terrorism mean a greater danger than ever before to our cultural heritage, therefore a complex international cooperation is needed to to prevent it. The destruction of 14 mausoleums of Timbuktu - almost all of them is part of the UNESCO World Heritage list - can be linked to Ansar Dine and AQIM. The verdict of in the case of Ahmad Al Faqi Al Mahdi condemned for the events by the International Criminal Court is groundbreaking both in the history of ICC and in the international action during armed conflicts and it can serve as a precedent in the future.
