In the last part of the research period on the one hand it has been examined how a remote tower centre might be composed of and on the other hand it is studied that how the remote tower technology can affect the training methods of air traffic control.
In the first main chapter of the present paper the author describes which elements may build up a remote tower centre. The second main chapter examines the ATC training of our days in order to provide a global understanding on how ATC trainings are being built up and being able to see the similarities and universality of them. After that the author shares his experiences, impressions and ideas on how the proliferation of rTWR technology might affect the training and education of air traffic control.

This paper explores the essential elements of domestic and EU regulation on critical information infrastructure protection and presents the National Cyber Security Strategy of Hungary. After that, we can gain insight into the national legal regulation of electronic information security. At the end of the study, the Military Scrum software development methodology application possibilities are shown for IT systems during their development and inspection.

The Prussian Carl Von Clausewitz is still one of the greatest theorist of war. From time to time however, his position is challenged, and the rightness of his statements are scrutinised. This study examines the validity of Clausewitz’s statement to the ongoing Afghanistan war who said that: “original political objects can greatly alter during the course of the war and may finally change entirely since they are influenced by events and their probable consequences”.
The United States of America attacked Afghanistan after the terrorist attacks of 2001. 09. 11. with the purpose to overthrow the Taliban regime, and to dispell Al Qaida from the country. The goal was to create a stable state where no terrorist group will ever be able to create training camps or launch attacks against the U.S. or its allies. This main goal remains until this day, but the form of implementation and the smaller goals changed. This was due to the change of the enemies’ behavior, their military tactics and other external factors.

A porosz Carl von Clausewitz máig a háború legnagyobb teoretikusai közé tartozik. Ennek ellenére megítélése hullámzó, háborúra vonatkozó megállapításainak valóságtartalmát pedig időszakonként kétségbe vonják. Jelen tanulmány a 2001 óta folyó afganisztáni háborút vizsgálja és ütközteti Clausewitz azon kijelentésével, miszerint „az eredeti politikai tervek a háború folyamán nagyon megváltozhatnak, és végül egészen átalakulhatnak. Éppen azért, mivel a siker és a valószínű eredmények határozzák meg őket.”
Az Amerikai Egyesült Államok a 2001. szeptember 11-i terrortámadásokat követően támadta meg Afganisztánt azzal a céllal, hogy a tálib rendszert megbuktassa, valamint őket és az Al Qaidát kiűzze az országból. A cél olyan stabil állam létrehozása volt, aminek területén nem tudnak bázisokat létrehozni terrorista csoportok, valamint nem tudnak onnan az USA és szövetségesei ellen támadásokat intézni. Ez a fő cél ugyan napjainkig megmaradt, de mind a megvalósítás formája, mind a kisebb célok változtak. Ebben nemcsak az ellenség viselkedése és hadviselési formája játszott közbe, hanem egyéb külső tényezők hatásai is.

The first part of the article series introduced the military-technical means and organizations of the naval forces of Great Britain, France, Russia and the Habsburg Empire in the era of ship of the line equipped with muzzle-loading cannons. The second and third parts presents the geostrategic position of the same states, their role in the colonization and also their economic potential in the same period with particular reference to the effect of these factors on the development of the naval forces. The fourth part studies the effects of industrial revolution on the navies. The fifth part of the study is about the British, French and US naval organizations in the era of ships of the line, while the sixth part is the Russian and the Habsburg Empire ones.

A második és a harmadik rész ugyanezen államok geostratégiai pozícióját, a gyarmatosításban betöltött szerepét, illetve gazdasági potenciálját mutatta be, különös tekintettel e tényezők haditengerészet fejlődésére gyakorolt hatására. By the end of the 1980s, the Soviet Union became more and more serious, the profound structural changes became indispensable. However, attempts to reform the empire of the Moscow-based federal state eventually led to the inevitability of the erosion of the system and the destruction of the superpower. In my present study, I look at the political side of this series of events, with special regard to the efforts to create a new federal treaty and to the Ukrainian independence process.

Az 1980-as évek végére a Szovjetunió egyre súlyosabb válságba került, elengedhetetlenné váltak a mélyreható, strukturális változtatások. Azonban a Moszkvaközpontú, szövetségi államként berendezett birodalom reformjának kísérletei végül óhatatlanul is a rendszer eróziójának fokozódásához és a szuperhatalom felbomlásához vezettek. Jelen tanulmányomban ezen eseménysor politikai oldalát vizsgálom, különös tekintettel az új szövetségi szerződés kialakítására irányuló erőfeszítésekre és az ukrán függetlenségi folyamatra.

Germany leaves the Dublin system inconsistently, inconsistent with European cohesion, and ceases to distinguish between an immigrant and a refugee. Migration divides EU Member States into patriarchal and patrimonial and distrust between communities is increasing. Scissors are being opened between the "old" and "new" EU countries. In addition, in some regions of Europe (France, Belgium, Germany, Sweden, the United Kingdom) there are closed communities in which the majority law is not valid. Our current socio-political and economic existence is based on a traditional understanding of security. The second decade of the 21st century, however, represents a political and military conservative mirror that reflects the image of prosperity and security from a different angle than it did in previous years. This paper makes a briefly outline about the historical trends of thinking about the constitutional dimension of armed defense. In this aspect, the author aims to synthetize the international and historical patterns with the national regulation’s antecedents. This experiences can be useful in settling and developing the present constitutional issues of armed defense. This paper, therefore, analyzes the Hungarian regulation on the basis of theoretical and historical investigations and highlights its major intervention points.

Jelen tanulmány célja, hogy röviden felvázolja a fegyveres védelem alkotmányos dimenziójával kapcsolatos gondolkodás történeti trendjeit. Ebben a megközelítésben a szerző célja, hogy a nemzetközi és történeti mintákat a hazai előzményekkel szintetizálja. Ezek a tapasztalatok ugyanis hasznosak lehetnek a fegyveres védelem jelenkori alkotmányos kérdéseinek rendezésében, fejlesztésében. Jelen munka ezért az elméleti és történeti vizsgálódás talaján korunk magyar szabályozását is elemzi és rávilágít annak jelentősebb beavatkozási pontjaira.

The purpose of this study was to present those areas that affecting the cognitive dimension which, in their task, seek to influence the different target groups. Following the brief introduction of psychological operations (PSYOPS), propaganda and marketing, I mainly focused on the similarity of the process of these three areas, emphasizing the appreciation of the role of cognitive exercise.

The Human Terrain System embedded civilians primarily in Brigade Combat Teams (BCTs) in Iraq and Afghanistan between 2007 and 2014 to act as a collection and dispersal mechanism for sociocultural comprehension. Set against the backdrop of the program’s evolution, the experiences of these social scientists clarifies the U.S. Army’s decision to integrate social scientists at the tactical level in conflict.

A bevezetésben témaválasztásom indoklásáról esik szó, hogy miért is választottam éppen ezt a problémakört írásom tárgyául. Témaválasztásomat az teszi tehát indokolttá, hogy a Hadtudományi Doktori Iskolában, a doktori értekezésemmel összefüggésben felmerülő probléma a légi közlekedési balesetek megfelelő kezelése, az esetlegesen vizsgálatot igénylő események hatékonyságának növelése.
Mindenképpen szükséges azt belátni, hogy egy légi közlekedési baleset vizsgálata igen bonyolult, összetett, azaz komplex feladat, akkor is, ha polgári, de akkor is, ha katonai légijármű eseményre történik. Ezen gondolatkörrel kapcsolatosan, valamint saját munkahelyemnek köszönhetően elengedhetetlennek tartottam, hogy elkészítsek végre egy olyan összefoglalást, mely bemutatja azt, hogy a közigazgatás reformja éppen milyen hatást fejt ki a hatósági eljárásokra. Írásomban vizsgálom azt is, hogy miért volt szükség arra, hogy egy új jogi szabályozás szülessen. Vizsgálom, hogy mit hozott az új közigazgatási rendtartás. Szó esik írásomban a hatóság késedelmének újraszabályozásáról, ahogyan a jogorvoslati
rendszer módosításáról is, valamint az egyes fogalmak módosításáról is. Külön vizsgálom, hogy miben különbözik az Ákr. a Ket.-től.

Following the change of the regime, the constitutional, statutory rules of the special legal order and the changes that have occurred in the meantime prove that in some cases it was necessary to amend the rules of the supreme legal hierarchy. In this article, the author examines the reasons and factors that led to some of the necessary changes. By comparative analysis, she examines the similarities, differences and the justifications of the domestic rules of the current and the previous period.

A rendszerváltozást követően a különleges jogrendre vonatkozó alkotmányos, törvényi szabályrendszerek, valamint az időközben bekövetkezett változások bizonyítják, hogy egyes esetekben szükség volt a jogforrási hierarchia csúcsán álló szabályozás módosítására. A szerző ebben a cikkben megvizsgálja, hogy milyen okok, tényezők vezettek a szükségessé váló egyes módosításokhoz. The European Committee promoted a suggestion on 2016 November 30 for the foundation of the European Defence Foundation (EDF) as a part of the European Defence Action plan (EDAP). The reason for the new proposal was the hitherto measured lowest defence expense level of the member states in 2015 (GDP 1,4%) as well as the recognition of the hiatus of the estimated yearly sum of 2 billion Euros being invested for a decade, in defence purposes in reflection to the fact that both the USA, Russia, and China have been ambitiously improving their defence capacities in the mean time. In June 2017, the bill for the establishment of the European Defence Fund found acceptance. As a result, the program appears without precedent in the budget of the interval between 2021 and 2027. The official release of the multi-year foundation framework (MFF) the conclusion applies, that the program will operate with an annual expense rate between 3,2 to 4,2 billion Euros, as well as with a 10 million Euros off-budget rate. For Hungary the 3-4 billion Euro (price of the year 2018 budget) budget will provide for capacity improvement. The annual 500 million Euros research support could enhance the modernization of the military forces along with the reinforcement of the country’s geopolitical status.

Analysing territorial processes, competiveness and employment are in close correlation effecting the state of rural areas. From this point of view agricultural employment has an outstanding role. On the other hand, the basic factors and processes influencing rural security have significantly changed for the last few decades, especially in the post-socialist Eastern-European countries. One of the most significant results of the changes is the disappearing dominance of agriculture in rural employment. In parallel, rural areas and small villages are characterized weaker employment situation based on statistical data.

A versenyképesség és a foglalkoztatás szorosan kapcsolódik a területi folyamatok elemzésekor, és ez hatással van a vidéki térségek helyzetére is. Ebben a mezőgazdasági foglalkoztatásnak sajátosságánál fogva különleges szerepe van. Ugyanakkor a korábbi évtizedek során a vidékbiztonságot meghatározó alapvető befolyásoló tényezők és folyamatok jelentősen megváltoztak, különösen a volt szocialista, illetve kelet-európai országok számára. Ennek egyik legszembetűnőbb eredménye, hogy a vidékgazdaság már nem az agrárium kizárólagosságával, vagy kizárólagos dominanciájával jellemezhető. A vonatkozó statisztikai adatok alapján eközben a vidéki térségek és az apró falvak kedvezőtlenebb foglalkoztatási helyzettel jellemezhetők a városokhoz képest.

The individual’s and the formation’s expertise and disposing power are particularly important from the point of view of military training, moreover the soldiers can comply national defence duties in case of need – whether in peace or war, and for this it needs highly motivated military officers. One of the most important tasks of defense is therefore that employ professionally motivated soldiers, who are satisfied and like their job so they work in this career with pleasure. It determines the individual’s socialization in this career. The most striking socialization scene of the individual is the group. The study is about the operation and characteristics of military small groups.

This includes organizing basic supplying of the public, followed by the setting up and getting the economic actions on the track of expansion. The lack of this latter step is usually the main cause of peacebuilding failures, since national community is willing to make sacrifices towards public supplies, however they do not finance the resuscitation of the corporate sector. However, permanent peace cannot be reached without permanent increase in economic performance and standard of living. In the theoretical part is clarified the origin and types of unmasking effects, which occurs during the gunshot. We focus on the sound effect and the way it can be suppressed. Subsequently, we describe suppressors and silencers and their types. Furthermore, we parse the efficiency of bullet and ways of changing parameters of cartridges in order to achieve the desired efficiency.

The problematic of counting all of these phenomena’s is very comprehensive and we are not able to make one big theory of all of these features and show how they influence the bullet, because each single change of parameter can cause different results in different measured size.
In my project I want to express how weight of bullet and its variance influences the muzzle velocity of bullet. There are so many factors that influence the muzzle velocity and on the other hand there are many factors that are influenced by muzzle velocity. Here it is greatly shown how inner and external ballistics cooperate together during fire.
In theoretical part I try to explain some facts about shot 7,62mm x 43 and try to give some basic information about this bullet. Then I state some basic inner and external ballistic features and show how they influence the muzzle velocity. Despite the fact that this work is mainly about variance of bullet weight I can not forget to state other phenomenons at least in small measurement. After that I make equation with all parameters influencing muzzle velocity and then, due to characteristics of weapon and weapon system I calculate it and try to say how muzzle velocity is influenced by variance of bullet weight.
In practical part, that is in the middle of theoretical one I make weight determination process to state weights of shots to be able to count equations of muzzle velocities. It is very difficult to find the line between the theoretical part and practical part because they are closely connected.
Due to facts that understanding of all ballistics features of this project is difficult I try to explain the facts appearing in this work in simple ways.

Migration and its accompanying occurences are one of the biggest challenges of our age. The migration of modern age has overwritten all previous ideas. Specifically, since the Turkish occupation, Europe has not been subjected to such an extreme social, cultural and civilization shock situation as it has been the events of the last few years. The hymn of the Fathers found in the Book of Ben Sira of the Old Testament gives a survey of the history of ancient Israel from the perspective of Israel’s heroes, the „fathers”. In our third essay on the subject the years of the divided kingdom (Israel and Judah) are studied. The cause of the fall of the independent state is found in the moral and religious attitude of both the rulers and the people. Interesting military incidents appear in these chapters of the hymn, primarily military issues however do not interest the author at this point of history review. As for military history Ben Sira’s teaching receives great emphasis at this milestone of Israel’s ancient history: the military fall is blamed on the sinfulness of the ruler and the people and it is only God who can and will influence the events due to the prayers and intervention of prophets, the repenting king and nation. The paths of history and the outcome of military conflicts within history is determined by the constant divine presence and mercy.

The aim of this work is to highlight the importance of countering terrorism on a global scale. Terrorism has an ability to extremely adapt to new conditions. It is open to technological progress, but it does not give up on its traditional forms in order to promote political, religious, moral or ethnic interests. Combining traditional forms of terrorism with modern technology can generate an interesting picture of the scope and overall potential of current terrorism in 21st century.
Global terrorism, due to its nature, belongs to the current global problems of humanity. It triggers global consequences. Globalization and its‘ deepening reciprocity, also contributes to deepening of mutual vulnerability. Damaging a defined enemy, even geographically distant, is easier for global operational terrorists than ever before.
Therefore, understanding terrorism as an integral part of military science is a key to countering terrorist activities efficiently. Importance of accepting certain traits of warfare when it comes to activities carried out by terrorist organisations is undeniable. By this means, it is necessary to create a new outlooks when dealing with terrorist activities.

This effort is aimed towards to one of the most important skills of the managercommander in 21st century, which is emotional intelligence. Main target of the effort is to give the reader a better look at the position of a commander, his competences and mainly give the public of Armed Forces a better knowledge about emotional intelligence. In theoretical part of an effort it’s the position of a commander, about his personal nature, which he should have, mainly because he manages people daily. I consider emotional intelligence as the most key feature of a manager because in modern age we think it’s impossible to handle systems and processes and also guide and lead his employees. In a practical part I used questionnaire method to do a research about sophistication of students of the Armed Forces Academy of Milan Rastislav Stefanik in Liptovsky Mikulas, Slovakia. It’s the academy which grows future commanders, who should without a doubt develop this type of intelligence. Main target of this endeavour is to be more effective and also inspire everybody in this resort to grow social and emotional forwardness of future commanders by application of emotional intelligence into practice.
