In the opinion of Hungarian military experts of that age, campains based on motorized and armoured troops were proven, that military aim could be achieved against the most modern defence in short time supposing the command superioritiy, the high level of training and organization of the combat troops, the moral stability and the high quality equipment. During the operations with armoured troops the key issue was air force support, from which followed, that air supremacy and sovereignty above the action territority are preconditions of the effective and substantive armoured warfare. In some opinion air sovereignty was not a necessary precondition of the joint engagement of infantry and armoured units, the joint strike forces had to satisfy themselves with temporary air superiority or with ensuring of air reconnaissance and contribution of fighter flying for the armoured units.

A páncélosegységekkel végrehajtott műveletek során kiemelten fontos volt a légi támogatás kérdése, ebből pedig egyenesen következett az, hogy a hatékony (önálló) páncéloshadviselés előfeltétele az adott hadműveleti térség vonatkozásában a légi uralom, illetve a légi fölény megléte. The emergence of the trench-warfare during the First World War created a stalemate between the parties in conflict. By 1916 coherent lines of defenses evolved in the Western Front, from the Northern parts of Belgium until as far as the Swiss borders. Making a breakthrough against these defenses required a new solution. The Central Powers and the Entente had different views on how to achieve that. While the former put hope into the introduction of assault troops-tactics, the latter could concentrate on more grandiose developments due to its stronger industrial power and better supply system. With the appearance of armored vehicles, the cavalry was “reborn”, although evidently different “horses” can be mentioned than those in 1914.

Az első világháború során kialakult lövészárok-hadviselés patthelyzetet teremtett a hadviselő felek között. 1916-ra a nyugati hadszíntéren Belgium északi részétől egészen a svájci határig húzódó összefüggő védelmi vonalak alakultak ki, amelyeknek áttörése teljesen új megoldásért kiáltott. Más elképzelése volt erre a központi hatalmaknak és más az antantnak. Míg előbbi a rohamharcászati taktika bevezetésétől remélte a kiutat, addig az utóbbi hadviselő fél erőteljesebb ipari kapacitásának és jobb ellátásának köszönhetően grandiózusabb fejlesztésekre koncentrálhatott. A harckocsik megjelenésével tulajdonképpen a lovasság „született újjá”, igaz, már teljesen másféle „hátasok” használatáról beszélhetünk, mint 1914-ben.

In this work, the challenges and risks associated with the proliferation and use of non-lethal weapons and directed electrical weapons are examined in the context of the application of non-lethal weapons for certain law enforcement tasks pertaining to the police and private security sectors. In the research, I would like to highlight a circle of problems that are of decisive importance socially and from the viewpoints of the weapons policy and the health care, based on factual data. In recent years, the issue of the need for certain non-lethal weapons has moved to the forefront in the political and legislative debate emerging in the search of solutions for new types of security challenges and risks. To identify and explore this issues, we need to analyse the new generation technology system of non-lethal weapons, their effects on the human body, the legislative options and guidelines for regulation, and relevant international examples to highlight the features of nonlethal weapons (which help the efficiency of specialised law enforcement areas on the one hand, and the private security sector on the other hand).

Bosnia has one of the most complicated integration paths among them. The country has been struggling with internal security challenges since 1995, and the EU demands reforms. For Bosnia, the Dayton Peace Agreement provides tight space for maneuver, so the internal integration of the state could not have been established. The analysis focuses on Bosnia and Herzegovina's European integration aspirations and the internal security challenges of the state, furthermore compose possible conclusions for the dual federation state-run system.

2018 az esély éve lehet a Nyugat-Balkán számára. Az Európai Unió 2018. február 6-án bejelentette új stratégiáját, amely Szerbia, Montenegró, Macedónia, Albánia, Bosznia-Hercegovina és Koszovó számára is hiteles bővítési perspektívát kínál. A hatok közül az egyik legbonyolultabb integrációs út elé Bosznia-Hercegovina néz. Az ország 1995 óta küzd a belső biztonsági kihívásokkal, az EU pedig reformokat követel. Bosznia számára a Daytoni Békeszerződés szűk mozgásteret biztosít, amelynek következtében az állami belső integráció sem tudott kialakulni. Az elemzés Bosznia-Hercegovina európai integrációs törekvéseire és az állam belső biztonsági kihívásaira tér ki, valamint esetleges következtetéseket fogalmaz meg a kettős föderatív rendszerben működő államalakulat számára.

Role theory has been one of the most fruitful subfields of Foreign Policy Analysis in the last decades. Based on the theoretical and practical underpinnings of sociology and psychology, role theory is founded on the notion that states play welldefined and relatively stable roles in the international system, the origins of which are ego and alter expectations. Our paper reviews the history and the basic concepts of role theory, and then goes on to apply the model to Germany, which has a well-known and accepted role in being a civilian power. The goal of our paper is to present the role theory approach to the Hungarian scholarly community in order to start to apply its methods to the Hungarian foreign policy as well.

A külpolitika elemzés (FPA – Foreign Policy Analysis) egyik gyümölcsöző ága a szociológia és pszichológia meglátásaira alapozott szerepelmélet-iskola. A szerepelmélet abból indul ki, hogy az államok jól meghatározható és stabil szerepeket játszanak a nemzetközi rendszerben, amelyeknek a forrása belső és külső elvárások. Tanulmányunkban a szerepelmélet történetét és alapfogalmait ismertetjük, majd Németország példáján gyakorlati alkalmazását is bemutatjuk. A német példa azért különösen alkalmas erre, mert az ország rendelkezik egy stabil és elfogadott szereppel, a civil hatalmisággal. These images can influence behavior of individuals or whole countries as well. This is what we can observe in the development of NATO-Russian relations. Some NATO countries cannot forget the years of Russian occupation or the fear from a Russian aggression. The Ukrainian events did only multiply the perceived threat of these countries’. Information warfare is considered the most characteristic form of modern military strategy. Certain elements of the doctrine are present in biblical military strategy. Old Testament literature attributes central role to wisdom and knowledge and creates a whole genre: „wisdom literature”. Great military leaders are described as cautious, with a foresight. Intelligence and psychological operations – not using the modern terminology, of course – are depicted as important elements of biblical battles. Wisdom and knowledge seem to be the key motives in the battles analyzed here, e. g. the battles of Joshua preceding the settlement of Canaan and the military efforts of Josephus Flavius in the Jewish War.

Organizations both in the state and in the Church have a functional frame. This functional frame is ensured by laws. In this study I am comparing the systemic structures of the police and of the Chatolic Church. The law of the police forms the base of the comparison from the side of the police. The Church statue-book, which was written in 1983, forms the base of the comparison from the side of te Church. The description of the two special organizations’ systematic structures proves and identifies those statements, which show the importance and the necessity of the cooperation between the two organizations. The study points out the joints between the two organisations, where it is possible to form a professional collaboration with mutual benefits and shows those relevant new security challenges that concern the Chatolic Church in the European Union.

Mind az államban, mind az egyházakban működő szervezeteknek működési kerete van. Ezt a működési keretet a jogszabályok biztosítják. Jelen tanulmányban a rendőrség szervezeti struktúráját hasonlítom össze a Katolikus Egyház szervezeti struktúrájával, amely összehasonlítás alapját – fő szabályként – a rendőrség oldaláról a rendőrségi törvény, a katolikus egyház oldaláról pedig az 1983-as Egyházi Törvénykönyv alapjai képezik. A két speciális szervezet szervezeti struktúrájának a bemutatása azokat a megállapításokat azonosítja és bizonyítja, amely a két szervezet együttműködésének fontosságára és szükségességére mutat rá. A tanulmány rávilágít azokra a kapcsolódási pontokra a két szervezet között, ahol kölcsönösen előnyös szakmai együttműködést lehet kialakítani, valamint azokra a releváns új biztonsági kihívásokra, amelyek a katolikus egyházat érintik az Európai Unióban.

In the topic discussed I am presenting the ecclesiastic personnel in the armies responsible for the spiritual care of Christian, Jewish and Islamic soldiers beyond the perspective of their general duty -ensuring the free practice of religion. Through examples I try to prove that the presence of church members in the army has an impact on soldiers, on the army's life itself and on the environment in which the military orginazitaion is active. These effects could lead to political, public, cultural implications, which could make their more thorough and systematic security investigation necessary. This could not only mean danger, but also a number of possibilities so far undetected.

A tárgyalt témában sorra veszem a keresztény, a zsidó és az iszlám katonák lelkigondozásáért felelős egyházi személyek szolgálatának bemutatását abból a szempontból, ami túlmutat általános kötelességeiken, vagyis a vallás szabad gyakorlásának biztosításán. Példákon keresztül igyekszem igazolni, hogy a hadseregben jelenlévő egyházi személyek hatással vannak a katonákra, a hadsereg életére és arra a környezetre is, amelyben a hadsereg tevékenykedik. Ezeknek a hatásoknak még politikai, közéleti, kulturális vonzata is lehet, mely felvetheti egy alaposabb biztonsági és szisztematikus vizsgálat igényét. Due to the Balkan route and the geographical position of Hungary, the country became one of the most important stops of the current European migration crisis. Those asylum seekers who entered the EU in Greece continued their way via Macedonia, Serbia and Hungary towards Western Europe. The Hungarian Parliament amended certain penal and constitutional acts and the government completed the construction of a border fence in September 2015. These measures were highly criticized by some European politicians. Sometimes, even the Hungarian Catholic Church and its leaders were chastised for not doing enough for the migrants.
    In this paper I briefly present the policies of the Hungarian Catholic Church towards the migrants past and present. I will show the constraints which the church had to take into consideration and finally I will refute claims that the Hungarian Catholic Church did not do enough to help the migrants by examples of humanitarian assistance provided by the church and other ecclesiastical organizations.

In the forthcoming study I would like to showcase one of the world's most special
correctional facilities, Halden Prison. It is very special regarding both it's appearance and the attitude towards the process of rehabililtation, thus highly differs from the majority of these institutions and their traditional views on incarceration.
    In the first section I will showcase Halden's brief history, it's founding, the facility itself and it's basic characteristics, followed by a section about the convicts everyday lives and the milieu they are living in. In order to do so I will present the job opportunities given to the convicts along with the educational and vocal trainingoptions and the ways they are able to spend their free time.

In my article, I am presenting the threat of hydrological disaster in Hungary and - through the presentation of some extreme weather events - in other countries in the light of an extreme amount and intensity of rainfall from September 2017 until January 2018.
    My aim is to show that the relationship between alteration of rainfall characteristics and the increase in the risk of hydrological disasters can be objectively supported by long-term empirical research and by recording of data and cases of damages.

The importance of border control activities within the policing activity has increased across Europe due to the irregular mass migration flows. Controls performed at the external borders constitute a main guarantee of safety and security in the European Union. The objective of border controls and the set of principles underpinning its execution can comprehensively be known through examining the system of requirements set out for border controls. Principles and requirements set out for the Hungarian border control and border police practice are not new, they were elaborated decades ago. It shall be noted, however, that they are still present in today’s border policing practice either with modifications in compliance with the age requirements or remaining unchanged.

A tömeges méretű irreguláris migrációs folyamatok kapcsán Európa-szerte felértékelődött a rendészeti tevékenységen belül a határellenőrzési tevékenység szerepe. A külső határokon végzett ellenőrzések az Európai Unió biztonságának egyik legfőbb garanciáját jelentik. A határellenőrzéssel szemben támasztott követelményrendszer vizsgálatával átfogóan megismerhető a határellenőrzés célja, valamint a végrehajtását megalapozó elvek rendszere. A magyar határellenőrzésben, határrendészetben működő elvek és a határellenőrzéssel, határrendészettel szemben támasztott követelmények nem új keletűek, kidolgozásuk már évtizedekkel ezelőtt megtörtént, azonban megállapítható, hogy a kor követelményeinek megfelelő változásokkal vagy akár változatlan formában továbbra is jelen vannak napjaink határrendészetében is.

The Author examined the conformation of the number of the lethal road traffic accidents in correlation with the development of police speed control practise and stock of device. He also examined the effects of the law controlled decrease and increase of speed limits. He stated that there is a correlation between the number of speed control and the lethal accidents’ set of numbers. With the decreased number of the speed control there was a rise in the number of death cases in road accidents, while the increase in the number of speed control was followed by the decrease of the number of death cases in road traffic accidents.

A tanulmány a Magyarországon bekövetkezett halálos közúti balesetek számának alakulását vizsgálja a rendőrség sebességellenőrzési gyakorlatának, eszközállományának változásának, továbbá a sebességhatárok jogszabály által történt emelésének, illetve csökkenésének függvényében. A sebességellenőrzések számának változása és a halálos balesetek számának alakulása között összefüggés mutatható ki. A sebességellenőrzések számának csökkenését követően nőtt a közlekedési balesetben elhunytak száma, míg a sebességellenőrzések számának növekedését a halálesetek számának csökkenése követte.

In my paper, I briefly describe the role of the police in modern democracy. Furthermore, strategic goals such as legitimate police operation or public confidence. I present the development of the Hungarian police: from the authoritarian police to the society-integrated police. Then I sum up the benefits and disadvantages of centralized and society-integrated police. Lastly, I present the legitimacy and confidence-building transparency tools (indicators). Which can legitimately be supported by a modern, democratic and police who want to meet the challenges of the age.

A tanulmányban röviden jellemzem a rendőrség modern demokráciában betöltött társadalmi szerepét, és az ehhez igazoldó olyan stratégiai célokat, mint a legitim rendőri működés vagy a lakossági bizalom. A magyar rendőrség fejlődésének bemutatásával a tekintélyelvű rendőrségtől a társadalomba integrált rendőrségig vezető utat tekintem át, számba véve a központosított és a társadalomba integrált rendőrség előnyeit és hátrányait. The purpose of this study is to demonstrate the role of multilateral development banks, MDBs in the dissemination of new public management (NPM). Multilateral Development Banks have contributed through their projects and advisory activities to the spread of the Anglo-Saxon concept, the NPM concept and practice in transition and developing countries. Some elements of the NPM have been successfully integrated into the public service management of these countries, but others have not been able to be rooted there. This is partly due to the cultural and administrative frameworks of the respective countries as well as a result of the global crisis of 2008, the NPM concept itself has faced challenges it was not able to deal with. There was therefore a need for a paradigm shift in the development philosophy related to public management, so with the underlying neoliberal economic philosophy, the NPM was pushed back also in the MDB policies, norms and activities.

A tanulmány célja annak bemutatása, hogy az új közszolgálati menedzsment (angolul New Public Management ‒ NPM) elterjesztésében milyen szerepet játszottak a nemzetközi fejlesztési intézmények meghatározó tagjai, a multilaterális fejlesztési bankok (Multilateral Development Banks ‒ MDBs). A multilaterális fejlesztési bankok hozzájárultak projektjeikkel és tanácsadási tevékenységükkel az angolszász gyökerű NPM koncepciójának és gyakorlatának elterjedéséhez az átalakuló és fejlődő országokban. Az NPM egyes elemei sikeresen beépültek ezen országok közszolgálati menedzsmentjébe, mások azonban nem tudtak ott meggyökeresedni. Ennek oka egyrészt az adott országok kulturális és igazgatási sajátosságaiban rejlik, másrészt abban, hogy a 2008-as globális válság hatására maga az NPM is olyan kihívások elé került, amelyeket nem tudott sikeresen kezelni. Paradigmaváltásra volt tehát szükség, így a mögöttes neoliberális gazdaságfilozófiával együtt az NPM is háttérbe szorult az MDB-k politikájában, normáiban és tevékenységében.

In this case study the author highlights a recent global challenge, which happens to be the climate change and its security aspects. One of the biggest challenges of our lives is the climate change with all the negative side effects following it, yet it is unsolved. However, these effects might have an impact on the defense forces and on the defense sector as well.
    Besides of the presentation of climate change and its security concerns, the author seeks to unravel the connection between infectious diseases, epidemics and climate change. Along this comparison the author tries to highlight the coherens between geopolitical and geostrategical effects and the melting of Artic’s ice. All in all the author tries to draw attention to the medical effects connected with the ice melting.

At the beginning of the XXI century the Countering Improvised Explosive Devices (C-IED) tasks were very important in NATO missions. Every C-IED mission has been connected to the three essential C-IED pillars. Since 2010, when the C-IED COE was established in Madrid, Spain, it has been taken in a significant role in the NATO C-IED activities. One of the main tasks of the C-IED COE is to provide, run and lead different C-IED courses. Gaining experience from the past years training events, and in accordance with NATO request, the C-IED COE examined and analyzed the adult learning styles and the possibilities of the distributed learning (e-Learning). The outcome of the analytical activities was that the C-IED COE has introduced the new ADL e-Learning tools into its C-IED courses.

Az improvizált robbanó eszközök elleni védelmének tevékenységei (Countering Improvised Explosive Devices – C-IED) meghatározó feladatként jelentkeztek a NATO 21. század első évtizedében végrehajtott műveleteiben. A feladatrendszer három pillérben lett meghatározva és ezek köré kerültek felépítésre a kapcsolódó tevékenységek is. A spanyolországi C-IED COE 2010-es megnyitása óta fontos szerepet tölt be a NATO C-IED feladatainak támogatásában. A központ legjelentősebb tevékenysége, mellyel támogatni tudja a NATO erőfeszítéseit, a különböző szaktanfolyamok tervezése, szervezése és levezetése. Az oktatási feladatok során szerzett tapasztalatok, illetve a NATO igénye alapján a kiválósági központ megvizsgálta és feldolgozta a felnőttképzés és a modern távoktatás nyújtotta lehetőségeket és felhasználva a digitális világ vívmányait új távoktatási módszereket vezetett be a tanfolyamainak előfeltételeiként.

This paper tries to demonstrate the grandiose collaboration between the countries of the Sahel region that focuses on building the Great Green Wall. Global warming, rainfall decrease, climate change and desertification make life harder for those living there. The 11 countries on the southern part of the Sahara (Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal, Sudan) decided to fight against desertification and they intended to halt the Sahara from southwards stretching. Millions of people are forced to leave their homes because of heat and drought and this phenomenon maintains and generates new kinds of migration trends. It is no coincidence that experts from military science research fields also pay special attention to this area.

Jelen írás a Száhel-övezet országainak egy grandiózus összefogási kísérletét mutatja be. A globális felmelegedés miatti csapadékmennyiség-csökkenés, a klímaváltozás és az elsivatagosodás mind-mind olyan jelenségek, amelyek a régióban élő emberek milliónak mindennapjait nehezítik meg. A Szahara déli szélén elterülő 11 ország (Burkina Faso, Csád, Dzsibuti, Eritrea, Etiópia, Mali, Mauritánia, Niger, Nigéria, Szenegál, Szudán) úgy döntött, hogy közös erővel felveszik a harcot a sivatag déli irányú terjeszkedésével. A forróság és a szárazság miatt milliók kényszerülnek lakóhelyeik elhagyására, ezzel is fenntartva, sőt generálva a kontinensen belüli és az Európa felé irányuló migrációs trendeket. Nem véletlen, hogy a hadtudományi kutatások irányaival foglalkozó szakemberek is kiemelt figyelmet fordítanak a térségre.
