Alternative Actors and Coordination Mechanisms in Public Security

Abstract

The paper requires to contribute to the description of the public security system operation process. Towards this requirement the paper identifies some participating actors in the public order achieving process – beside the state and security corporations. Furthermore it describes the associative, ethical and agressive coordination mechanisms that influence the activity of the alternative actors. The review of the alternative actors and mechanisms enables us to recognize that in connection with public security there is a world beyond the state and corporations.
