Kritikus infrastruktúrák kiberbiztonsági célú információmegosztása az Egyesült Államokban

Absztrakt
A kritikus infrastruktúrák kiberbiztonsági információmegosztása napjaink egyik meghatározó kihívása. A kibertámadásokkal kapcsolatos naprakész információk segíthetik a vállalatokat védelmi képességeik fejlesztésében, sérülékenységeik és a potenciális fenyegetések azonosításában, valamint a támadások pénzügyi következményeinek mérséklésében. A tanulmány az Egyesült Államok jelenlegi információmegosztási rendszerét vizsgálja, és javaslatokat fogalmaz meg a vállalati részvétel, valamint a megosztott adatok minőségének és mennyiségének javítására. Ennek keretében bemutatja az ISAC-rendszer reformjának lehetőségét a Nemzeti Kiberbiztonsági Stratégiával összhangban, egy kötelező kritikusinfrastruktúra-információmegosztási modell kialakításán keresztül. A kutatás arra keresi a választ, hogy milyen strukturális és szabályozási tényezők akadályozzák az amerikai kiberbiztonsági információmegosztási rendszer hatékony működését, és milyen reformok javíthatják annak eredményességét. A vizsgálat dokumentum- és szakirodalom-elemzésre épül, különös tekintettel az ISAC-rendszerre és az amerikai kiberbiztonsági szabályozásra. A tanulmány megállapítása szerint az információmegosztás hatékonyságát elsősorban az alacsony részvételi hajlandóság, a bizalom hiánya, az interoperabilitási problémák és a finanszírozási korlátok csökkentik, amelyek kezelése nélkül a kritikus infrastruktúrák kibervédelmi ellenálló képessége sem erősíthető megfelelően.
