In the European Union which has been in a permanent, multi-level institutional, political and legitimacy crisis for about a decade and a half, the “million dollar question” today is: What should be the institutional and political structure, taking into account the interests of the Member States, sub-national levels and the Union as a whole, that will ensure an effective response to internal and external crises that the Union is facing? What role will the European Union will play in the future? Should we think of a political union or a Europe of nations? This study does not offer absolute answers, but merely provides a theoretical and conceptual framework to answer the question. Is the European Union a political or a technocratic project? What
can we learn from the explanations of the integration theories? Is the EU moving towards a political union? Why is the EU’s political system unique? And where is the contradiction in the concept of a Europe of nations? Our aim is to seek answers to these questions.
A mintegy másfél évtizede permanens, többszintű intézményi, politikai és legitimációs válságban lévő Európai Unióban a „millió dolláros kérdés” ma az, hogy milyen legyen az az intézményes és politikai struktúra, figyelembe véve a tagállami, tagállami alatti és összuniós érdekeket, amely az Uniót érő súlyos belső és külső válságok esetén is biztosítja a hatékony válaszadást? Milyen szerepe lesz az Európai Uniónak a jövőben? Politikai unióban vagy nemzetek Európájában gondolkodjunk? E tanulmány nem ígér abszolút válaszokat, csupán elméleti és konceptuális kereteket nyújt a kérdés megválaszolásához. Vajon politikai vagy technokrata projekt az Európai Unió? Mit tudhatunk meg az integrációelméletek magyarázataiból? Politikai unió megvalósítása felé tart-e az EU? Miért sajátos az EU politikai rendszere? És hol van az ellentmondás a nemzetek Európája koncepcióban? E kérdésekre keressük a válaszokat.

She graduated at the Corvinus University, Budapest as an economist in 1998; she also holds an MA in Nationalism Studies from the Central European University and an MSc in European Studies from the London School of Economics and Political Science and a PhD in International Relations from Corvinus University. She habilitated in 2016 and was appointed as a full professor in 2020. She has numerous publications on European integration. She has more than twenty years’ teaching experience in the area of European Studies at each level of education (BA, MA, PhD) in Hungary and worldwide. Apart from the academic roles, she has several leadership positions. She is the vice-rector of international affairs at the University of Public Service – Ludovika, member of the Board of the Hungarian United Nations Association, member of the Social Sciences Committee of the Hungarian Accreditation Committee and head of the Editorial Board of the European Mirror Scientific Journal and member of the Public Body of the Hungarian Academy of Sciences, Committee of Political Sciences. She is the elected vice-president of the Central European Political Science Association (CEPSA) since 2018.

Több mint húsz éves oktatói tapasztalattal rendelkezik az Európa-tanulmányok területén az oktatás minden szintjén (BA, MA, PhD) Magyarországon és világszerte. Az akadémiai szerepeken kívül számos vezető pozíciót tölt be. A Nemzeti Közszolgálati Egyetem nemzetközi rektorhelyettese, a Magyar ENSZ Társaság elnökségi tagja, a Magyar Akkreditációs Bizottság Társadalomtudományi Bizottságának tagja és az Európai Tükör tudományos folyóiratának szerkesztőbizottságának elnöke. Tagja az MTA Köztestületének, a Magyra Politikatudományi Bizottságnak. A Közép-Európai Politikatudományi Társaság (CEPSA) választott alelnöke 2018 óta.

The study reviews and compares the catching-up trend of 17 European Union member states over the past three decades. It can be observed that the economies of the less
developed countries have grown faster, thus significantly reducing the development disparities within the European Union. It can be seen that the pace of economic growth has been significantly faster in countries with a higher long-term average growth rate of investment, especially if infrastructure and commercial real estate investment growth rates, furthermore machinery and equipment investment growth rates accelerated the most. Although not so significantly, the degree of openness of the national economies to the external economy has been also positively correlated with the country’s catching-up rate: the catching-up was faster, where the volume of foreign trade to GDP ratio increased. Furthermore, in countries where the share of foreign firms in GDP production and in total employment was higher, the catching-up effect was even more spectacular (certainly due to imports of advanced technologies). The study also analyses and compares how regional income disparities between counties have evolved in 15 Member States in the light of the trade-off convergence theory.
A tanulmány áttekinti és összehasonlítja 17 európai uniós tagállam elmúlt három évtizedes felzárkózási tendenciáját. Megfigyelhető, hogy a kevésbé fejlett országok gazdaságai gyorsabban növekedtek, és ezáltal az Európai Unión belüli fejlettségi különbségek jelentősen csökkentek. Látható, hogy lényegesen gyorsabb volt a gazdasági növekedés üteme azokban az országokban, ahol a beruházások hosszú távú átlagos növekedési üteme nagyobb volt, és ezen belül is leginkább az infrastrukturális és üzleti ingatlanberuházások, valamint a gép- és berendezésberuházások gyorsították a növekedést. Ugyan nem annyira szignifikánsan, de a nemzetgazdaságok külgazdasági nyitottságának mértéke szintén pozitívan korrelált az ország felzárkózásával: gyorsabb volt a nemzetgazdasági felzárkózás, ahol a külkereskedelem volumene a GDP arányában növekedett, azokban az országokban pedig, ahol megnőtt a GDP-n belül és a foglakoztatáson belül a külföldi cégek részesedése is, ez a hatás még látványosabb volt (minden bizonnyal a fejlett technológiák importja miatt). A tanulmány a váltómozgás-elmélet tükrében elemzi és összehasonlítja továbbá azt is, hogy miként alakultak 15 tagállamban az egyes megyék közötti regionális jövedelemkülönbségek.

Since the election of Sebastian Kurz as Chancellor in 2017, Austrian domestic policy has changed significantly, with a real rapprochement towards several countries in the region, including Hungary. There is a consensus between Hungary and Austria on many issues, including Christian culture, the European way of life and the protection of society. Both countries are urging the establishment of a common European military force and the strengthening of border control. Austria is Hungary’s second most important trading partner in terms of total trade volume, and Austria is one of the largest economic investors in Hungary today. Considering these points, it is worth examining how the system of diplomatic relations between the two countries have developed in recent years under the governments led by Sebastian Kurz.

Ausztria az összkereskedelmi volumen tekintetében Magyarország második legfontosabb kereskedelmi partnere, sőt elmondhatjuk, hogy minden látszat ellenére napjainkra Ausztria az egyik legnagyobb gazdasági befektető Magyarországon. Mindezek fényében érdemes megvizsgálni, hogyan alakult a két ország diplomáciai viszonyrendszere az elmúlt években, a Sebastian Kurz vezette kormányok alatt.

The main function of the public transport service systems is mobility. The railway opened up horizons for people, connected areas that were separated before. New concept, international and domestic tourist traffic appeared in the public rail transportation. The importance of railway transport for modern, convenient, long-distance and suburban passenger transportation is crucial, as well as freight transport. In recent years we have been talking about the ‘renaissance of the railway’. Our hypothesis is that the Hungarian railway has proven and successfully adapted to the changed environment in passenger transport during Covid-19. The analysis is based on current legislation and statistics. The main result of the analysis is that in spite of the changes of the environment, the railway sector could successfully manage the crisis situation.

A vasúti személyforgalomban kialakult a nemzetközi és belföldi turistaforgalom, amely a vasút megteremtése előtt szinte ismeretlen fogalom volt. Mind a korszerű, kényelmes, távolsági és város környéki személyszállítás, mind az áruszállítás érdekében a vasúti közlekedés jelentősége meghatározó, sőt az utóbbi években a „vasút reneszánszáról” beszélünk.
Hipotézisünk, hogy a magyar vasút bizonyított, és személyszállításban a járvány idején is sikeresen alkalmazkodott a megváltozott környezethez. Elemzésünkben áttekintjük a vasúti személyszállítás helyzetét Magyarországon, valamint megvizsgáljuk kihívásait az európai helyzet tükrében.
Az elemzés alapját hatályos jogszabályok és statisztikai adatok szolgáltatják. Az elemzés legfőbb eredménye, hogy a vasúti szektorban is alaposan megváltozott minden, de válsághelyzetben is bizonyított az ágazat.

The European Union has never had to face economic crises of such intensity and frequency as in the past decade or more. In 2008, the financial crisis that started with the collapse of Lehman Brothers, grew into a global financial crisis, threatening the euro. From 2020, the coronavirus epidemic (Covid-19) has had serious economic consequences for the entire globe. In none of these cases was the Union the source of the problems, but its recovery has still been less robust than that of the rest of the developed world. The EU approached the two crises in two different ways. Therefore it is worth comparing why it turned to a certain method, and whether it was able to learn from its own experience and mistakes during managing the previous crisis. As a result of the 2008 financial crisis, the Union fortified the euro area with legislative measures and new institutional set-ups, however the applied austerity policies implied serious sacrifices on the front of economic growth. By the time the coronavirus reached the continent, the Union was already equipped with a stronger arsenal to counter the effects of the economic crisis. It responded faster and in a less orthodox and more innovative way. However, the burden of recovery remained largely with the Member States. Despite the positive trends in 2021, due to the many uncertainties and new challenges, we cannot see clearly when the Union will be able to leave the crisis behind and whether it will emerge stronger from it in terms of competitiveness.

Egyik esetben sem az Unió volt a problémák forrása, viszont nehezebben talált magára a fejlett világ többi részéhez képest.
A két válságban más és más megközelítést alkalmazott az EU. Érdemes tehát összehasonlítani, melyik esetben miért folyamodott az adott recepthez, s képes volt-e tanulni a saját tapasztalataiból, korábbi válságkezelési hibáiból. A 2008-asválság következtében az Unió új intézményrendszerrel és jogszabályokkal bástyázta körbe az eurót, de az alkalmazott megszorító politika komoly növekedési áldozattal járt. A koronavírus-járvány (Covid–19) idejére az EU már erősebb fegyvertárral rendelkezett a gazdasági krízis hatásainak ellensúlyozására, sokkal gyorsabban és kevésbé ortodox módon, mondhatni innovatívan reagált. A gazdaságok talpra állításának terhe ugyanakkor döntő részben továbbra is a tagállamokra hárult. A 2021-esév kedvező tendenciái ellenére a rengeteg bizonytalansági tényező és új kihívás miatt még nem tudni, mikorra hagyhatja maga mögött az Unió a krízist, s abból a versenyképesség szempontjából megerősödve kerül-e ki.
