A mesterséges intelligencia nemzetközi szervezetek általi szabályozásának összehasonlítása az emberi jogok szemüvegén át

Absztrakt
Az elmúlt évtizedben a mesterséges intelligencia (MI) fejlődésének sebessége meglehetősen rendkívüli volt, és ahogy az lenni szokott, a különböző jogi területek számára nehézséget jelentett lépést tartani ezzel. Az új kihívások azonban új lehetőségeket is hoztak, és négy nemzetközi szervezet lépett elő annak érdekében, hogy vezető szerephez jussanak a szabályozási kezdeményezéseik révén. Az Európai Unió, az Európa Tanács, az UNESCO és az OECD négy, egymástól igen eltérő nemzetközi szervezet, különböző célokkal, lehetőségekkel és eszközökkel. A látszólag párhuzamos és egymást átfedő szabályozást tekintve felmerül a kérdés: mennyiben különbözik e szervezetek hozzáállása és szabályozási technikája az MI alapú technológiák fejlődéséből fakadó emberi jogi kihívások kapcsán.
