The Relationship Between Public Administration and the Economy; Economic and Economic Governance Changes Under State Socialism and the During Change of Regime in the Academic Work of Lajos Lőrincz
Abstract
The scientific research of the relationship between public administration and the economy was constantly present in the academic work of Lajos Lőrincz. Thanks to his outstanding systematic thinking skills, his sensitivity towards problems and his overall knowledge of international literature Lőrincz carried out research with a comparative method providing a guideline for every researcher dealing with the aforementioned topic. Professor Lőrincz widely examined the effect of economy on the organization, functions and staff of public administration. As far as the academia is concerned the need for administrative change has always been present in the history of the state. He had the opinion that a change can only be considered a reform if it meets certain criteria at the same time. Consequently, the state socialist system’s measures to transform the economy and economic governance in no event can be considered a reform. Since these changes were neither based on the political forces’ consensus reflecting the society’s will, nor on social agreement. The economic governance transformation carried out at the time of the regime change fully meet the terms defined by Professor Lőrincz, thus they are unequivocally considered reforms.
