Abstract

EASTR (European Association of State Territorial Representatives, Association Européenne de Représentants Territoriaux de l’Etat, AERTE – in French) is a European organisation of
STRs (State Territorial Representatives). EASTR is an association seated in Brussels since 2000. EASTR has been organising scientific conferences called “European Days” that proves its commitment to scientific research. In 2014 this commitment was fostered by a decision of the General Assembly on an empirical survey of the national character of STRs.
The survey was based on a questionnaire edited by EASTR and OECD. The questionnaire contained two kinds of questions. One of them could only be easily answered if one knew the national legal background of the institution while the other was only possible to answer if one knew the practice and the everyday work of STRs, in fact by the STRs themselves. Therefore questionnaires were filled by countries and regions, members of EASTR. This study is a result of analysing and evaluating the questionnaires.
