IT Support of Public Procurement Red Flag Tools

Abstract

The method of measuring corruption or its risk is a frequent issue in public procurement. Our article explores the interpretation of what are called “red flags” in literature and the mode of their application, while discussing the purposes to which existing red flag instruments known and used in a broad circle and developed by international organisations can be put and the sort of IT support they need. We focus, in particular, on the instruments of Transparency International, the World Bank and OECD, as well as other instruments supported by the European Commission. The goal of our research is to call attention to the criteria to be borne in mind in the course of the development and use of the red flag instruments, as well as to the importance of maintaining the indicators of the instruments.
