The use of AI and AI-assisted technologies in the writing process, editing, and the editorial workflow is generally not encouraged by the editorial team of Public Governance, Administration and Finances Law Review (PGAF LR).

 

For Authors

Authors shall not use Large Language Models (LLM), such as ChatGPT, or other General-Purpose AI systems (GPAI) (together: AI systems) for autonomous content creation or generative editorial work. Authors may use AI systems, such as Grammarly, for AI-assisted copyediting with a view to improving the human-generated text in terms of readability and style and to ensuring that the text is free of errors in grammar, punctuation, or spelling. Applying these technologies shall, however, be done with human oversight and control, and authors shall carefully review and edit the results, and they shall take full responsibility and accountability for the final result.

Authors using AI or AI-assisted technologies in their research, e.g., for data analysis, pattern recognition, etc., shall, at the very least, disclose the use of these technologies in a separate ‘Artificial Intelligence Statement’ section at the end of the manuscript. The disclosure shall specify both the AI technologies used and the scope of their application, and it shall be disclosed upon the manuscript’s submission, without any delay.

Authors making use of AI systems just for the purpose of AI-assisted copyediting do not need to declare and disclose their employment or the technologies used.

 

For Peer Reviewers

Peer reviewers shall not use any AI and AI-assisted technologies in the course of the peer review process. Any violation of this rule may result in the unassignment of the reviewer from the given review process or processes.

 

For Editors

Editors shall not use any AI or AI-assisted technologies in any stage of the editorial workflow. If any claims have been made by any participant of the manuscript’s evaluation (editors, reviewers, or authors) that AI systems were used in a manner incompatible with the journal’s AI Policy, the editor-in-charge, or if the editor-in-charge is affected by the claim, the editor-in-chief, after having the participants heard and their statements duly considered, decides whether any measures should be taken. These measures include the rejection of the manuscript under consideration, the unassignment of the reviewer, or the unassignment of the editor-in-charge.

This policy is applicable from 19 January 2026.
