Operational Baseline Values of Weapon-Grade Communication

Abstract

This study examines the operational foundations of weapon-grade communication (WGC) during the 2013–2015 intermediate cognitive warfare ecosystem period, before the emergence of generative AI. Using structured and focused comparison (SFC), the G–L–D–V kill chain model, and the H–E–I (Situation–Forecast–Control) diagnostic grid, the research analyses four anchor-case events: the 2013 AP incident (low-resource credibility hijacking), the 2014 Crimea annexation (full kill-chain state operation), the 2014 Ebola infodemic (validation-oriented non-state actors), and the 2015 migration crisis (closed-group disinformation logic). The H–E–I profiles of each case are presented in tabular form. The central argument is that manually coordinated campaigns had fully established their core operational routines – persona masking, coordinated amplification, network density – by 2015. The 2013–2015 period thus constitutes the operational baseline (bázisérték) without which the later AI-scaled disinformation waves, including operations such as Ghostwriter (2021), cannot be fully understood.
