Abstract
The author offers an evaluation of the frameworks for increased U.S. presence in Europe after 2015, European Reassurance Initiative and Operation Atlantic Resolve. Recalling deterrence theory he argues that even though increased American presence creates the false image of deterrence, we should not agree with RAND Corporation’s suggestion that the number of U.S. forces should be substantially and permanently increased in Europe, because this would lead to an arms race and negative security seeking spiral, as in the Cold War.
