The establishment of the Kosovo Intelligence Agency – the first and so far the only secret service of Kosovo Albanians operating according to democratic standards – began after the declaration of independence in 2008. Its mandate covers civilian intelligence and counterintelligence too, but in the latter field it relies up to this day on its partner institutions. Until 2020 its operation was accompanied by various scandals, which confirmed the assumptions pointing to the political influence by the ‘war elite’. Since the change of political elite in Kosovo in 2021, the perception of the institution has significantly improved. The outbreak of the war in Ukraine and in connection with it an increase in the sense of threat from the direction of Serbia gave new impetus to the development of the sphere, the law establishing the Defence Agency for Intelligence and Security may be adopted as early as 2024. The development and completion of the Kosovo secret service sphere is regarded with hostility not only by Serbia (and its supporters) but also by some of the Kosovo Albanians, because their former ‘underground’ secret services probably played a significant role in the violent struggle between certain political interest groups of them for control over Kosovo.

A Koszovói Hírszerző Ügynökség – a koszovói albánság első és eddigi egyetlen, a demokratikus normák szerint működő titkosszolgálata – felállítása a függetlenség 2008-as kikiáltását követően kezdődött meg. Mandátuma kiterjed a polgári hírszerzésre és elhárításra is, utóbbi terén azonban napjainkig partnerintézményeire hagyatkozik. Működését 2020-ig változatos botrányok kísérték, amelyek megerősítették a „háborús elit” általi politikai befolyásoltságára utaló feltételezéseket. A 2021-es koszovói politikai elitváltás óta az intézmény megítélése jelentősen javult. Az ukrajnai háború kitörése és ezzel is összefüggésben a Szerbia általi fenyegetettségérzet növekedése újabb lendületet adott a szféra fejlesztésének, akár már 2024-ben elfogadhatják a Védelmi Hírszerző és Biztonsági Ügynökség létrehozásáról szóló törvényt. A koszovói titkosszolgálati szféra fejlődését, kiteljesedését az „elsődleges ellenségnek” tekintett Szerbia (és támogatói) mellett a koszovói albánok egy része is ellenérzésekkel szemléli, a korábbi „földalatti” titkosszolgálataik ugyanis vélhetően jelentős szerepet játszottak az egyes politikai érdekköreik közötti, Koszovó feletti uralomért folyó erőszakos küzdelemben.

Introducing the last decades of the Argentinian national security services – the intelligence and counter-intelligence working under the same umbrella – highlighting their historical development is still missing in the Hungarian literature. Perhaps, a retrospective presentation of the given period produces the necessary incentive to study the activities often with clear political motivation, of the national security services’ in the eighth largest country in the world.

The purpose of the present study is to present some aspects of the evolution of the role of the national security activities in Argentina, to highlight some of the violations of rights and committed crimes by the officials of the national security structures.

Az argentin nemzetbiztonsági szolgálatok – az egy intézmény keretein belül működő elhárítás és hírszerzés – elmúlt néhány évtizedre visszanyúló szakmai feldolgozása, a buktatókkal teli fejlődés bemutatása a magyar szakirodalomban még hiányos. Talán, az időszak sajátos, retrospektív vizsgálata megadhatja a kellő lökést a világ nyolcadik legnagyobb országában a mai napig is fontos, leggyakrabban politikailag erősen motivált szerepet játszó szolgálatok tevékenységének megismeréséhez.

A tanulmány célja bemutatni a nemzetbiztonsági tevékenység helyét és megítélését Argentínában, valamint bemutatni a diktatúrából a demokráciába való átmenet során elkövetett jogsértések és bűncselekmények némelyikét, és egy megtörtént eset kapcsán rávilágítani a szolgálatoknak a politika perifériáján betöltött, nem mindig egyértelmű szerepére.

The author describes the major milestones in the transformation of Italy's intelligence services during and after the Cold War. The author draws on the key provisions of the public legislation governing the activities of Italian state security and national security organisations. Thus, he examines the major novelties and trend-shifting legal provisions of Laws 801/1977 and 124/2007. To explain the legal provisions, it draws on contemporary reports, briefing materials and memos produced by the Hungarian State Security and socialist partner services to show the characteristics of the Italian services before 1990. For modern-day solalia, the starting point is the law currently in force and its domestic interpretation.

The aim of this study is to describe the current state of the Italian national security structure, its tasks and organisation, as well as its management and control structure.

A szerző tanulmányában bemutatja Olaszország titkosszolgálati szervezetei átalakulásának lényeges mérföldköveit a hidegháború idején és az azt követő időszakban. A szerző a téma kifejtésénél az olasz állambiztonsági majd nemzetbiztonsági szervezetek tevékenységét szabályozó nyilvános jogszabályok meghatározó rendelkezéseire támaszkodik. Így megvizsgálja a 801/1977. és a 124/2007. sz. törvények jelentősebb újdonságait és trendfordító jogi szabályait. A jogszabályi rendelkezések magyarázásához felhasználja az 1990 előtti olasz szolgálatok jellemzőinek kimutatásakor a magyar állambiztonsági és a szocialista partnerszolgálatok által készített korabeli jelentéseket, tájékoztató anyagokat és feljegyzéseket. A modern kori szolálatok esetében a jelenleg hatályos törvény és annak belföldi értelmezése adja a kiindulópontot.

A tanulmány célja az olasz nemzetbiztonsági struktúra jelenlegi helyzetének, feladat- és szervezeti rendszerének, valamint irányítási és ellenőrzési struktúrájának bemutatása.

The Czech national security system has significant changes in the past decade, which can be compared to the period after the change of regime in its volume. The foundations of the national security system were formed that time, which went through fine-tuning process several times. This time, the legal framework and control mechanisms have been strengthened, increasing the transparency of the sphere, in addition to the fact that the system as a whole had to respond and adapt to the challenges of the changing world order. Adaptation and the search for answers continue even today, so the study presents a framework that is undergoing change but can be easily defined at the same time.

A cseh nemzetbiztonsági rendszer jelentős változáson ment át az elmúlt évtizedben, ami volumenében a rendszerváltás utáni időszakhoz mérhető. Akkor kialakultak a nemzetbiztonsági rendszer alapjai, amelyek több alkalommal finomhangoláson mentek keresztül. Az elmúlt évtizedben megerősödtek a törvényi keretek, illetve az ellenőrzés mechanizmusai, növelve a szféra átláthatóságát amellett, hogy a rendszer egészének választ kellett adnia, és igazodnia kellett az átalakuló világrend kihívásaihoz. Az alkalmazkodás és a válaszkeresés napjainkban is tart, így a tanulmány egy változás alatt álló, ugyanakkor jól definiálható keretrendszert mutat be.

Following the break-up of the Soviet Union, the Russian secret services, like almost every other sector of the state and economy, were characterised by constant restructuring. It is likely that the leadership considered the reorganisation because, on the one hand, the organisations responsible for national security had to meet new challenges and, on the other, the leadership's aim was to create secret services that had sufficient potential but did not pose a threat to political power. The purpose of this publication is to describe the place and role of secret services in the state of Russia, based on the legislation.

A Szovjetunió felbomlását követően az orosz különleges és titkosszolgálatok (szolgálatok) életében – ahogy az állam és a gazdaság szinte minden területén – a folyamatos átstrukturálások voltak a jellemzők, az új állami intézmények kialakítása és a meglévők átalakítása hosszú időt vett igénybe. Az új jogi és adminisztratív struktúrák kidolgozása és bevezetése prioritást élvezett, és a szolgálatok szabályozása ennek a folyamatnak csak egy része volt. Jelen publikáció célja, hogy bemutassa Oroszország szolgálatainak helyét és szerepét az államban a működésüket meghatározó jogszabályok alapján.

The intelligence services of the State of Israel are formint one of the most secretive national security systems in the world. The aim of this study was to provide an insight into the operational site of the Israeli intelligence services, their functions, their evolution and the development of the methods they use, based on selected operations. The analysed case studies cover various types of operations, including classical intelligence, industrial espionage, targeted killing, sabotage, hostage rescue, as well as the use of new technologies such as cyber operations.

The paper discusses in detail the information available and verifiable about these operations, examining their effectiveness and impact on organisations, Israel and the security of the region. Moving along the case studies, it is aim to systematize the activities of Israeli national security agencies along different analytical dimensions, such as geographical scope, types of operations or motivation. In addition to the scientific part, a small 'pop culture digest' has been included as an element of 'entertainment', recommending books, documentaries and fictional film adaptations of the operations to highlight the real curiosities.

Izrael Állam titkosszolgálatai a világ egyik legzártabb és legrejtélyesebb nemzetbiztonsági rendszerét alkotják. A tanulmány célja az volt, hogy az izraeli titkosszolgálatok válogatott műveletei alapján betekintést nyújtson a szervezetek működésébe, feladatköreibe, fejlődésébe és az általuk alkalmazott módszerek fejlődésébe. Az elemzett esettanulmányok különféle műveleti típusokat ölelnek fel, beleértve a klasszikus hírszerzést, ipari kémkedést, célzott likvidálásokat, szabotázst, túszmentést, valamint a legmodernebb technológiák, mint a kiberműveletek alkalmazását.

A tanulmány részletesen tárgyalja a műveletekről elérhető és ellenőrizhető információkat, vizsgálja ezek eredményességét, hatását a szervezetekre, Izrael és a régió biztonságára. Az esettanulmányok mentén haladva nem titkolt cél, hogy rendszerbe foglaljuk az olvasó számára az izraeli nemzetbiztonsági szervek tevékenységét különböző elemzési dimenziók mentén, mint a földrajzi hatáskör, a műveletek típusai vagy a motiváció. Előbbiek mellett „szórakoztató” elemként építettünk be némi „popkulturális kitekintést”, amely az adott műveletek esetében ajánl könyveket, dokumentum és fikciós filmfeldolgozásokat, törekedve az igazi kuriózumok felvonultatására.

As a NATO member, Canada and Hungary are in the same alliance, yet compared to the United States of America or the United Kingdom, we have little knowledge of the Canadian secret services. However, Canadian intelligence has a very rich history. In its development, we find pioneering initiatives, but also serious scandals. This study provides a brief overview of how Canadian intelligence evolved from irregular mounted scouts to the member of the most prominent intelligence communities in the world, introducing the structure of the Canadian intelligence community.

France is a permanent member of the Security Council of the United Nations, i.e. with veto power, otherwise it is a key member of the European Union and the North Atlantic Treaty Organization (NATO). In essence, France has been one of the defining great powers of the continent since Charlemagne, and of the world since the 18th century, even if the size and strength of its influence varies and strongly fluctuates over time. The sense of French "gloire" and great power position is at least as important to today's French society as the "idea of the republic", the trinity of "liberty, equality, fraternity". However, the French leadership has always been aware that effective secret services are indispensable for maintaining and further strengthening France's international positions.

Franciaország lénygében Nagy Károly óta a kontinens, illetve a 18. századtól a világ egyik meghatározó nagyhatalma. Igaz ez még akkor is, ha befolyásának nagysága és erőssége időben változó és erősen hullámzó. A francia gloire és nagyhatalmi pozíció érzete legalább annyira fontos a mai francia társadalomnak is, mint a „köztársaság eszméjének”, a „szabadság, egyenlőség, testvériség” hármassága. Azzal azonban a francia vezetés mindig is tisztában volt, hogy Franciaország nemzetközi pozícióinak megtartásához, további erősítéséhez nélkülözhetetlenek a hatékony titkosszolgálatok.

On 24 February 2022, the Russian Federation launched what is called in Russian political jargon as a ‘special military operation’ against Ukraine. In response to Russia’s war against Ukraine, the United States of America and developed Western countries have introduced individual and economic sanctions against Russian natural and legal persons. Barely a year after the outbreak of the conflict in Ukraine, by 2023 Russia had already become the most sanctioned country in the world[1], and with 14,081 active sanctions, it won a dubious victory by surpassing the combined results of the seven most sanctioned countries. Based on the large number of sanctions, Russia should have been isolated in international economic and political relations, but despite expectations, the Russian economy and politics survived the ordeal by 2024. The study examines Russia’s attempted international isolation.
