The safety challenges, risks and threats are constantly present in our surroundings. The Ukrainian crisis and its aftermath aptly exemplify that armed conflicts might be happening in our region, which may affect our everyday lives. In the processes following the closure of the conflicts, the international participation of our nation is continuous, and we have persistently been in peace-supporting, crisis management missions for 25 years. The up-to-date preparation for these tasks is necessary and indispensable for the law enforcement training too.

The Interior Review, as a professional-scientific forum, from its beginning to the change of the political system, facilitated the professional training of the employees of the Hungarian Ministry of Interior bodies, the tracing, professional processing, publication and perfection of the best domestic and international practices and experiences and thus the forming and development of the science of law enforcement. The Review and its professional-scientific activity played an important role in the forming and deepening of the interior activities subject to the modern rule of law. The structure of the state security services, operating within the organization of the Interior Ministry, was radically reorganized after the 1956 revolution, similarly to that of the ministry.
The Ministry tried to strengthen the quasi newly created state security organization, the State Security Main Division III with the help of internal affairs and state security propaganda methods. What international experience and articles were chosen to extensively and intensively develop the organization? What methods, solutions and messages of the internal and allied state security propaganda are conveyed by these translations? What, possibly even current and useful professional ideas, solutions, advice or deductions do these writings contain? What domestic or international political backgrounds or situations are reflected by these articles?
At the end of the 60s and the beginning of the 70s there were significant changes in the Hungarian border surveillance. This is when the mine fields were cleared, the installation of the Electrical Alarm System was begun and the number of the Border Service corps was increased by almost 1000 people, to almost 18.000, which can be considered significant in the history of the Interior Ministry Border Service. What contributed to the modernization was definitely the publication of the translation of some professional materials from the neighbouring countries (including Germany and the countries of the socialist block) in the Internal Ministry Review.

A Szemle, szakmai-tudományos tevékenységével fontos szerepet játszott a belügyi tevékenység modern jogállami szintű működésének létrehozásában, elmélyítésében.
A Belügyminisztérium szervezetében működő állambiztonsági szolgálatok struktúráját az 1956-os forradalmat követően – az egész minisztériuméhoz hasonlóan – radikálisan átalakították. A szinte újonnan létrehozott állambiztonsági szervezetet, a III-as, Állambiztonsági Főcsoportfőnökséget, a minisztérium a belügyi, állambiztonsági propaganda módszereivel, is próbálta építeni, erősíteni. Milyen szerep hárult ebben a Belügyi Szemle Tájékoztatójára 1963-tól 1972-ig? Milyen nemzetközi tapasztalatokat, cikkeket választottak a szervezet extenzív, intenzív fejlesztéséhez? A hazai és a szövetségi rendszeren belüli állambiztonsági propaganda milyen elveit, milyen módszereit, megoldásait, üzeneteit közvetítik ezek a fordítások? Milyen, esetleg ma is aktuális, használható szakmai ötleteket, megoldásokat, tanácsokat, következtéseket tartalmaztak ezek az írások? Milyen hazai, vagy nemzetközi aktuálpolitikai hátteret, helyzetet tükröznek ezek a cikkek?
A hatvanas évek végén, a hetvenes évek elején a magyar határőrizetben jelentős változások álltak be. Ekkor szedték fel az aknamezőt és kezdték el telepíteni az Elektromos Jelzőrendszert (EJR), továbbá a szervezet történetében jelentősnek számító mértékben, mintegy ezerrel, csaknem 18 ezer főre növelték a BM Határőrség létszámát. A határőrizet korszerűsítéséhez minden bizonnyal hozzájárulhatott a szomszédos és a szocialista blokk országaiban megjelent határőrizeti tapasztalatokat tartalmazó szakmai cikkek magyar nyelvű fordításának közlése a Belügyi Szemle Tájékoztatójában.

In fact, the new types of digital PMR systems today show a significant relevance in practice. Since these devices can completely bypass the traditional telecommunications infrastructure, their detection and control is only possible by communication intelligence. However, either individual devices or complex radio systems can connect to the Internet, further extending their range of communication and expanding their opportunities for connection through IP-based connectivity. In this study, the connecting methods of both individual and hybrid systems are being examined; overviewing the associated transmission protocols and practical solutions. Finally, I will examine the possibility of lawful interception over systems as well.

A Jelen tanulmányomban, mind az egyedi, mind az un. hibrid rendszerek kapcsolódási lehetőségeit vizsgálom. Áttekintem az ezzel kapcsolatos átviteli protokollokat, gyakorlati megoldásokat. Végül pedig megvizsgálom a rendszerek törvényes ellenőrzésének lehetőségét is.

Therefore, it is important to know how the secret police in Hungary was formed, and from which sources can we know about it. In parallel with the formation of the Hungarian police, the police-, and public administration experts, and the jurists shortly mentioned the secret police of the state. From these people emerges Győző Concha, who has dealt with the secret police in two of his major works.
