Abstract

Due to its special range of activities the ethics of secret services has a preveleged role related to the other professional ethics. In this study an outline is given of the possibilities of a scientific research on the ethics of the secret services, the issues that can finally lead to a practically useable Codex of Professional Ethics are rewieved and the possibilities of ethical training of employees of the SSNS are examined.

This study reviews the psychological theories that can affect the procedure of making moral judgements. During the application process it is necessary to establish the conditions of the examination of the applicants' moral judgements. This article assumes that moral judgements can be regarded and measured as 'attitudes' since they involve cognitive, emotional and behavioral components as defining triple criteria. During the training course of the recruits it is also important to put an emhasis on the development of the competence of making ethical choices.
