A veszélyes hulladékok tárolásának biztonsági kérdései, lehetőségek a magyar honvédség keretein belül
One of the defining characteristics of our modern world, is the increasing volume of waste generated, which is also a peculiarity in the military sphere. Besides of the communal waste, hazardous wastes pose a high security risk – because the military-related hazardous waste may be a target of felonious acts – therefore their storage requires careful planning and protection. The article is introducing security methods that ensure adequate protection for the hazardous waste under jurisdiction of military forces. Furthermore, the author makes suggestions on the development possibilities of the protection.

Our aim during the experiments, at the TÜV Rheinland Intercert Ltd was the following: demonstrate the sampling, and detection problems at heavily contaminated blasting sites. Prepare test samples for our partner laboratory. Proficiency testing for the sampling method of SSNS Explosive Laboratory.
4 different kind of explosives were used for the test, APG Booster; Semtex 1A; ANFO emulsion; TNT flake. The analytical test and the evaluation have been done at the SSNS Explosive Laboratory. Based upon the results due to the heavily contaminated background, with cromatographic methods clear results were not obtained, and the identification of the used explosives wasn’t proper.
A TÜV Rheinland InterCert litéri robbantóterén végzett kísérleti robbantások utáni talajminták analitikai vizsgálataival három célunk volt: demonstrálni a robbanóanyagokkal erősen szennyezett területeken történt robbanások (ld. 2004. Törökbálint, volt Mechanikai Művek területe) után vett talajminták vizsgálata alapján a „felelős” robbanóanyag(ok) azonosításának problémáit. Az NBSZ Szakértői Intézet, NAT (jelenleg NAH) által akkreditált Robbanóanyag Analitikai Laboratórium (RAL) és partner laboratóriumai közt kialakult vizsgálati rendszerhez minták szolgáltatása. A RAL robbantás utáni helyszíni mintavételi eljárása, időszakonkénti ellenőrzéséhez szükséges dokumentumok elkészítése.
A szabad területen végzett kísérleti robbantásokhoz 450 g APG Booster 450, 100 g Semtex 1A, valamint 2 kg ANDO-ÉV típusú robbanóanyagokat használtunk. Ezt követően szeparált térben (papírdoboz) felhalmozott, robbanóanyagokkal nem szennyezett földre elhelyezett 200 g tömegű lemezes TNT-vel is végrehajtottuk a kísérletet. Az analitikai vizsgálatokat és az eredmények kiértékelését az NBSZ Szakértői Intézetében végeztük el. Az eredmények alapján arra a következtetésre jutottunk, hogy a robbanás centrumából, ill. a háttérből vett minták összetétele (a kromatogramok alapján) nem mutatott releváns különbséget, tehát ebből nem lehetett érdemi következtetést levonni a robbantásban alkalmazott robbanóanyag vegyület, vagy vegyületek kémiai szerkezetére vonatkozóan.
In relation to the damage compensation to residential homes in Ózd built using Martin slag, a decision was first made in 2001, which established that significant damages occurred to the buildings containing Martin slag distributed by Ózd Metallurgical Works, which had been state-owned and then ceased without a legal successor. Therefore, the Government undertook to provide support as a self-imposed obligation by ensuring housing conditions in case of recovery and life-threatening buildings. As of today, during the process of compensation, the number of property owners undergoing survey has considerably decreased.

Due to the drastic progress in the field of air transport in the last decades a significant part of the tasks of main lands has been shifted into the air in both civilian and military spheres. The success of each air operations are highly dependent from the actual weather, so more and more special needs are coming from the flight crew towards the meteorologist professionals. Therefore, designing a complex meteorological support which is missing from the national meteorological military exercises became necessary through effective methods of evaluating and forecasting development and adaptation, which were applied successfully in the international practice.

The most significant international organisations recognised the role of cross-border cooperation decades ago in the field of disaster management. However, language barriers can still be considered a hardship to information flow and cooperation among nations. During these activities, the specialised language (register) of disaster management is at the forefront, yet only initial and uncoordinated steps have been taken to specify and teach it. The article makes an attempt to review efforts to date and to point out the future opportunities as well as challenges, both from the viewpoint of disaster management and linguistics. Incorporating the results into higher education and continuing training of disaster management may lead to favourable changes.

A cikk kísérletet tesz az eddigi eredmények áttekintésére, valamint rámutat a további feladatok lehetőségeire illetve kihívásaira is, katasztrófavédelmi és nyelvészeti szempontból egyaránt, amelyek a jövőben a katasztrófavédelmi felsőoktatásba és továbbképzésekbe beépítve kedvező változásokat eredményezhetnek.

One of the tasks of Hungarian industrial safety’s regulation is the preparation for the elimination of the consequences of industrial disasters, more efficient implementation of these tasks and more effective introduction of measures related to population protection. The author introduce and summarise the preliminary results of her research activity related to internal and external emergency planning in the field of industrial accident’s relief system. The author of this article will determine the development opportunities of disaster management requirements in order to provide a high level of safety for citizens.

The national disaster management had transformedin 2012, unified government aldisaster anagement system was created. Before 2012 theprovider of rescuetasks, Professional Council Fire Departments was operating as a council maintained institution, the County Disaster Management Directorate was controlled by the government. The different leaders hipled to a mixed functionality which had an effect on the operation efficiency of theorganisations. The new, bigger, richer institution now can provide even better support for the fire departments under the same conditions. In my previous articles I have discussed the effects of the developments since 2012 on the activity of firebrigades. In this publication I will analyse the effects of the upgrad es one ach field whichmeant to in crease the efficiency of thein terventions. Duetothetightening of environmentalstandards it is important to examine the environmental effects of the upgraded damage cleanups. With my research I would to point out how important is to revision the disaster management system and therequire of developments.

A különböző irányítás vegyes működést eredményezett, mely a szervezetek tevékenységének hatékonyságán is észrevehető volt. Az újonnan létrehozott nagyobb, gazdagabb testület azonos feltételek mellett több támogatást tud biztosítani a kárfelszámolási feladatokat végző tűzoltóságoknak. Eddigi írásaimban a 2012 óta lezajlott fejlesztések hatásait a beavatkozó tűzoltói tevékenység egyes területeire vetítve már vizsgáltam. Ebben a publikációban a beavatkozások hatékonyságát növelni hivatott, területenként végrehajtott fejlesztések hatásainak tekintetében végzek összehasonlító elemzést. A környezetvédelmi normák szigorítása miatt fontosnak tartom vizsgálni a már végbement fejlesztések utáni kárfelszámolások környezeti hatásait is. In an advanced environment where 80% of the households have a working computer and only 13% of people do not use the Internet (america), it is a significant technological chasm, and leads to social inequalities. So, the social convergence today requests more than reading and writing. We also need access to digital contents and have to handle them properly. However, the access to these contents is usually not enough. Depending on their content and origin, handling, reproduction and sharing of the digital documents needs at least the basic safety knowledge and security awareness. The most obvious way to protect digital contents is to control their use by identification and user-based rights. Despite the state of the art technology, the most widely used identification technique is still the password authentication. This presentation is an overview of the BCI text input devices, and tries to create a picture about the currently available EEG text input devices, the BCI spellers, their disadvantages and their potential security applications.

Az infokommunikációs eszközök hétköznapi életben való elterjedésével és az információs társadalom megjelenésével egy új fogalom is formát öltött: digitális írástudatlanság, ami egy olyan fejlett környezetben, ahol a háztartások 80%-a rendelkezik működő számítógéppel, és az embereknek csak 13%-a nem használja az Internetet (america), igen nagy technológiai szakadékot jelent és egyben társadalmi egyenlőtlenségekhez is vezet. A társadalmi felzárkózáshoz nem elég csupán írni és olvasni tudni. A digitálisan elérhető írott tartalmaink kezelése, sokszorosítása, megosztása tartalomtól, származástól függően legalább alapvető biztonságtechnikai ismereteket és biztonságtudatosságot is megkövetel. A digitális tartalmak megvédésére a legkézenfekvőbb módszer, ha a hozzáférést azonosításon alapuló felhasználói jogosultságokkal szabályozzuk. Az előrehaladott technika ellenére, a legszélesebb körben alkalmazott azonosítási eljárás mind a mai napig a jelszavas azonosítás. Jelen tanulmány fókuszában a gondolat alapú szövegbeviteli eszközök technikai áttekintése áll. Képet próbál alkotni a jelenleg elérhető EEG-n alapuló szövegbeviteli, ún. „BCI speller” eszközök lehetőségeiről, hátrányairól és a jelszó alapú beléptetésben történő alkalmazhatóságukról.

The growing number of successful attacks illustrate that the currently used security solutions have only limited capabilities. The author of the article demonstrates the process of the evergrowing number of advanced attacks and the protection solutions for each individual process steps which are used in recognizing and preventing the chain of the attack. Furthermore, todays widely used protection solutions are introduced and the reason for their limited capabilities in preventing advanced attacks are examined.

Ugyanakkor az egyre szaporodó sikeres támadások jól mutatják, hogy a jelenleg alkalmazott védelmi megoldások nem, vagy csak korlátozottan működnek. A szerző művében bemutatja a napjainkban egyre szaporodó fejlett támadások folyamatát, illetve a támadási folyamatok egyes lépéseiben alkalmazható védelmi megoldásokat a támadások felismerésében, illetve a támadások folytatásának megakadályozásában. Bemutatásra kerül továbbá, hogy a jelenleg széles körben elterjedt védelmi megoldások miért nem alkalmasak a fejlett támadások megakadályozására.

It comes with our modern way of life and development that more and more waste is produced, and also as a result of advancing industrial activities and technology, dangerous waste, which requires special treatment, causes increasingly more serious problems, due to their harmful effects on human health and the environment. Armed forces form a special segment among dangerous waste producers, generating a lot of waste both during their subsistence and preparation as well as in actual military conflicts, whose placement, storage and elimination require special forms of handling. All the above are made even more difficult by the fact that in times of armed conflicts, environmental protection and safe waste management rank rather low among the priorities, although in the past 50 years, ecological aspects of warfare are of growing emphasis. The paper attempts to present the legislative background pertaining to the Hungarian Defence Forces, specific activities applied within the framework of HDF, whose purpose is to reduce damages to the environment to the least possible level and also to ensure that maintaining peace and protecting our country do not automatically entail environmental damage.

A veszélyes hulladékokat termelők speciális szegmensét jelentik a haderők, amelyek mind fenntartási, felkészülési időszakban, mind valós katonai konfliktusok idején temérdek olyan hulladékot termelnek, amelyek elhelyezése, tárolása, eliminálása speciális eljárásmódokat igényel. Mindezt megnehezíti azon tény is, hogy a háborús konfliktusok idején a környezet védelme és a biztonságos hulladékkezelés a fontossági szempontok rangsorolásában igencsak a sor végére kerül, jóllehet az elmúlt fél évszázadban a hadviselés ökológiai szempontjaira egyre nagyobb hangsúly helyeződik. A cikk igyekszik bemutatni a Magyar Honvédségre vonatkozó jogszabályi hátteret, az MH keretein belül alkalmazott konkrét cselekményeket, amelyek azt a célt szolgálják, hogy ennek a speciális szegmensnek a tevékenysége során a lehető legkisebb mértékben sérüljenek környezetünk egyes elemei, annak érdekében is, hogy a béke fenntartása és hazánk védelme ne jelentse automatikusan környezetünk károsítását.

The status of the security environment in the next decades beside of several other relevant factors, as the CBRN weapons and devices in addition to not sufficiently „guarded” chemical, biological, or nuclear components of otherwise peaceful industrial or research capacities can impair the use of criminal intent, which the spirit of coordinated measures should be taken by the community of States. Stiff and well operating economy is essential for safety of the country. Well operating economy secures from particular effects, processes, acts, and contributes to support of political, legal, social, environmental and defensive systems. However in the face of some special effects unprepared economy, which gets maintained only on the base of existing experience, does not react effectively. Therefore, there is a need to support suitable security and provision systems to compensate these effects. Aim of the subject paper is to introduce ambience and relationship among economy, and one of its main arm type that is Building industry, and also its special field of NSIP.
