Malta, as an island state and Hungary in the heart of the old continent, in spite of their different geographical locations, deal with some very similar challenges generated by their natural and industrial hazards. Tendencies of the last few years highlighted that in order to avoid and efficiently handle the evolving emergency situations, a well-structured, established and reliable operating emergency communication system is required. Its implementation and continuous maintenance should be in a prominent position in the defence strategy of each nations. The main goal of this scientific publishment is to unveil the parallels and examine the differences from the above aspects of this two states with seemingly different conditions and also to draw conclusions and formulate recommendations based on the abovementioned comparison.

Málta, mint földközi-tengeri szigetállam, és az „Öreg Kontinens” szívében elterülő Magyarország merőben eltérő földrajzi elhelyezkedésük ellenére természeti és ipari eredetű veszélyforrásaik és az azok generálta kihívásaik tekintetében számos azonosság figyelhető meg. Az elmúlt évek tendenciái rávilágítottak arra, hogy a kialakuló veszélyhelyzetek megelőzésének, illetve hatékony kezelésének elengedhetetlen feltétele egy megfelelően strukturált, kiépített és megbízhatóan üzemelő veszélyhelyzeti kommunikációs rendszer, melynek megvalósítása és folyamatos fenntartása az egyes államok védelmi stratégiájában kiemelt helyet kell, hogy elfoglaljon. A tudományos közlemény alapvető célkitűzése, hogy a két eltérő adottságokkal rendelkező állam esetében feltárja a fenti területeken mutatkozó párhuzamokat és vizsgálja az alapvető különbségeket, valamint az összehasonlítás eredményeként levonja a megfelelő következtetéseket és ajánlásokat fogalmazzon meg a veszélyhelyzeti kommunikáció területén.

The deployment of special-purpose trucks in disaster management interventions is often wrongly associated with the words “special” or “extraordinary” by the public or even in the media. To clarify the situation, it is in order to define the circumstances when special-purpose trucks are deployed. Methods: Authors starts with the ordinary fire interventions requiring less forces and resources and gradually arrives at the interventions with special-purpose trucks, which are presented with case studies. The author analyses the factors that classify alerts as rescue situations requiring special interventions. Results: The paper highlights how the effectiveness of rescue activities can be increased starting from the alert to the beginning of the intervention. The readers gain insight into the alarm levels and special rescue activities. The paper describes which events demand special-purpose units at the site.

A katasztrófavédelem átalakulásával a káresetekhez történő riasztások is alapvetően megváltoztak. A riasztások megindítása, annak lefolyása ma már teljes mértékben informatikai alapokon nyugszik. Nem csak a köztudatban, de a katasztrófavédelem szervezetén belül, valamint a köztudatban is a fokozatokat gyakran tévesen félre értelmezik. A riasztások kezelése teljes mértékben a katasztrófavédelem megyei szervekhez kerültek, ami a kezdetekben több problémát is felvetett. A riasztások megindításakor fontos, hogy az élet és anyagi javak védelme természetesen előtérbe kerül, ezért a hatékony feladat végrehajtás érdekében gyakran szükséges különleges szerek is riasztásra kerüljenek a kárhelyszínre. A különleges szer helyszínre vonulását gyakran a köztudatban, valamint a médiában is sokszor tévesen „kiemelt” szóval jellemzik.

As a consequence of accidents during the production, transport and storage of hazardous chemicals, toxic substances may be released into the environment, which pose a threat to both environmental elements and living organisms. In most cases damage elimination tasks are done by the fire fighting units of the disaster management. Chemical decontamination is the activity of firefighters to eliminate chemicals entering the environment and to reduce their adverse effects, the aim of which is to remove or neutralize the toxic substances within a minimum period of time from persons, from various landmark, surface of tools, water and air. Chemical decontamination by firefighters differs from classical military chemical decontamination, therefore there are also differences in the special tools and decontamination materials used to perform their duties. The procedure is not harmless but at the same time extremely costly, therefore a regular optimization review of available tools and decontamination materials is essential for safe usability. This review was made by the writers of this article regarding the tools available to them. Their aim is to improve the process of chemical decontamination using their research experiences.

A veszélyes vegyi anyagok előállítása, szállítása, tárolása során bekövetkezett balesetek következményeként mérgező anyagok kerülhetnek a szabadba, melyek a környezeti elemekre, valamint az élő szervezetekre egyaránt veszélyt jelentenek. A kárfelszámolási feladatokat legtöbb esetben a katasztrófavédelem tűzoltó egységei végzik, a környezetbe jutott vegyi anyagok felszámolására, illetve káros hatásaik csökkentésére irányuló tevékenységük a vegyimentesítés, melynek célja, a mérgező anyagnak minimális idő alatti eltávolítása, illetve közömbösítése a személyekről, különböző tereptárgyakról, eszközök felületéről, vízből és levegőből. A tűzoltók által végzett vegyimentesítés eltér a klasszikus katonai vegyimentesítéstől, ezért a feladataik ellátásához használt speciális eszközök és mentesítő anyagok tekintetében is vannak eltérések. Az eljárás nem veszélytelen, ugyanakkor rendkívül költséges, ezért a rendelkezésre álló eszközök és mentesítő anyagok rendszeres optimalizálási szempontú felülvizsgálata a biztonságos alkalmazhatóság érdekében elengedhetetlen. History of the military transport was started at time, when the big troops fought in a war, as was already the soldiers food, weapons, and equipment necessary to accommodate them in the camp have been shipped, but as to what means of transport used no exact information. Nowadays, the army, especially road transport of its own (sometimes rail, water or air), or contracts based on the so-called civil carriers. The military deliveries not only to the peace, domestic and international, but also the operations and supply deliveries during implementation. Our article so far as road transport is used by the military or the delivery organization we review today.

A katonai szállítás nagy múltra tekint vissza, hiszen a nagyobb csapatmozgással járó háborúk óta szükséges a katonák, az élelem, a fegyverek, illetve a tábori elhelyezésükhöz szükséges felszerelések szállítása, azonban arra vonatkozóan, hogy milyen szállítóeszközöket használtak pontos információk nincsenek. Napjainkban a katonai szállítások jelentős része a közúti alágazatra támaszkodik, esetenként vasúti, vízi és légi szállításra is találunk példát, amelyek során saját, katonai, illetve szerződések alapján polgári szállítóeszközöket vesznek igénybe. Anyagunkban a Magyar Honvédség által legnagyobb mértékben használt közúti szállítás folyamatát és annak egy fejlesztési lehetőségét tekintjük át napjainkban.

During fire service interventions, firefighters have to perform a wide variety of tasks, but in many cases this diversity is accompanied by an increased hazard level. The protection and safety of the intervening staff of disaster management have always played a prominent role. Firefighters can only be expected to work the most efficiently if, during the interventions, they have every opportunity to preserve their own health.

In order to process this topic, in addition to reviewing European and Hungarian standards, historical overviews, literature and related statistics, the author consulted with members of the intervening staff of disaster management, who regularly use personal protective equipment, to deepen her knowledge about the topic.

A tűzoltói beavatkozások alkalmával széles körű, változatos feladatokat kell ellátnia a tűzoltóknak, sok esetben azonban ez a változatosság a veszélyességi szint növekedésével is párosul. A katasztrófavédelem beavatkozó állományának védelme és biztonsága mindig kiemelten fontos szerepet játszott. A tűzoltóktól csak abban az esetben elvárható, hogy a leghatékonyabban végezzék a munkájukat, ha a beavatkozások közben számukra minden lehetőség biztosítva van a saját egészségük megőrzésére is.

A téma feldolgozásához az európai és magyar szabványok a történi áttekintések, szakirodalmi anyagok és a témakörhöz szorosan kapcsolódó statisztikák feldolgozásán túl a téma pontos megismeréséhez a szerző konzultációkat folytatott az egyéni védőeszközöket rendszeresen használó a katasztrófavédelem vonulós állományában szolgálatot ellátó személyekkel.

The descriptions of the design requirements, construction and operation of high-security shelters could seem an easy task, but frequently happens because of the complexity of the effects that even the client cannot describe the exact requirements and requisitions to the designer. This is clearly a complex task which requires an extensive professional knowledge and experience. The dangerous effects and factors which could case higher forces should be known and should be harmonized with the most unfavourable and long term national security politics and it should be applied correctly. Taking account of these should be specified the right safety level. This helps to minimize the risks. These should be built-in in the operational plans as well. Unfortunately the probability calculations sometimes are not carried out because of their complexity.

Nagy védőképességű védett létesítmények tervezéséhez, kivitelezéséhez és üzemeltetéséhez a követelmények meghatározása egyszerű feladatnak tűnhet. De gyakran előfordul, hogy a nehezen meghatározható hatások miatt az építtető sem tudja pontosan megadni a követelményeket és az igényeket a tervezők számára. Kijelenthető, hogy bonyolult és komplex feladat, mely magas szintű szakmai tudást és tapasztalatot kíván. A veszélyeztető hatásokat és tényezőket maradéktalanul ismerni kell, össze kell hangolni a hosszútávon várható legkedvezőtlenebb nemzeti védelmi politikával és tudni kell azt alkalmazni. Ezek tudatában kell a védelmi szintet kialakítani. Így kockázatokat minimalizálni lehet. Ezeket az üzemeltetési tervekbe is be kell építeni. Sajnos a valószínűségi számításokat bonyolult voltuk miatt gyakran nem végzik el.

Preparing and informing the population is essential for disaster relief and protection. In addition to traditional tools, new ones have emerged today. The study builds on a previous article of the authors that examined the feasibility of the Australian best practice in Hungary. In this article, the authors focus on Hungary’s disaster vulnerability, including natural disasters. They present the types and the characteristics of natural disasters identified during research, and organize them in a database. At the end of the study the authors examine the possibility of Internet-based education and disaster preparedness, with interactive disaster map and a disaster simulation program. Finally, they appreciate the "good practices", selecting those that can be used in disaster relief in our country.

A lakosság felkészítése és informálása alapvető fontosságú a katasztrófák elleni védelemben. A hagyományos eszközök mellett napjainkra újak jelentek meg. A tanulmány a szerzőknek az ausztrál jó gyakorlatok magyarországi megvalósíthatóságát vizsgáló korábbi cikkére épül. Ebben a cikkben a szerzők Magyarország katasztrófa-veszélyeztetettségére, ezen belül a természeti katasztrófákra fókuszálnak. Bemutatják a természeti katasztrófa-típusokat és jellemzőiket, majd a kutatás során fellelt eseményeket adatbázisba rendszerezik. A tanulmány végén megvizsgálják az internetes oktatás lehetőségét, a felkészülést a katasztrófákra az internetes katasztrófatérkép és egy katasztrófát szimuláló program segítségével. Végezetül értékelik a „jó gyakorlatokat”, kiválasztva azokat, amelyeket hazánkban a katasztrófák elleni védekezésben fel lehet használni.

Climate change is likely to have a large impact on water management. For example, there is a need to reconsider the assumption of stationarity in climate and hydrology. The assumption of stationarity implies that the long-term variability in water resources availability (including precipitation, evaporation and run-off) remains between historical boundaries. However, under climate change, key climate and hydrological variables will change, as will water demand. The magnitude of the expected changes in climatic and hydrological variables is temporally and spatially uncertain. Their uncertainty poses a set of new and additional challenges for water managers on how to cope with these uncertainties in planning, design and operations to enhance future water security. Although climate change information has improved over the last decades and many impact studies have been carried out, water managers still struggle with how to cope with the impacts of climate change. The author reflects of this article, mainly is to description of the main impacts of climate change on water and the needs for adaptation. Subsequently, different perspectives on the responses to the impacts are discussed. These perspectives include a section on the need to cope with the climate change impacts, paying special attention to decision-making processes and the need for improved economics. The next perspective presents and discusses the dialogue process that raised attention to water-related climate adaptation under the UN Framework Convention on Climate Change (UNFCCC) negotiations. Through these different perspectives this article introduces the broadranging playing field for water security and climate change.

In the history of the Hungarian civil protection, the Geneva Conventions created the possibility for volunteers and their organisations to take part in the protection of civilians in times of peace and war and in special legal orders due to differentiated trainings. In recent decades, geo-political, economic, and environmental changes have had a significant impact on population protection tasks and their renewal which developed the current system of civil protection.
