Az erőszakos bűncselekményekhez vezető antiszociális viselkedés kriminálpszichológiai megközelítése
As a result of the notorious child homicides in Győr (2019) and Tatabánya (2020), which cases are also well known from the media, we decided to deal with the following question: what reasons could lie behind the antisocial and deviant behavior that, in extreme cases, could lead to homicide? We studied the criminal psychology of such behavior and also investigated some other psychology-related questions. As a result of our study, we concluded that the common characteristic of criminal personality disorder and criminal endangerment is the general immaturity of personality (as a result of the obstruction of personality development and personality impairment) and the highly intensive aggressive behavior, which finds no outlet being rejected by society. On top of these comes the moral defect of the perpetrator expressed by the lack or severe distortion of moral rules governing his or her behavior.

The study looks back to the period of the operation of the domestic state security and examines the phenomenon of “conspiracy” along the HUMINT and its appearance in the regulations. The understanding of state security organs’ secret operation has become possible after 1990, among other things by the disclosure of the standards governing the activities. “Conspiracy” was common to the whole system; through the written regulations, it was incorporated into the daily work.

In this study I present the possible method and efficient international practices of screening, treatment and prevention of addictions used by law enforcement professionals in the mirror of the so-called Basic Model of Function. The study presents the above mentioned method in four dimensions: individual and efficiency, individual and health, health and organisation, and finally, efficency and organisation.

I have written this essay because I have more than 20 years experience in this criminal area, and several methods and procedures have been invented which could help to explore this special form of crime, the crime on hot pursuit. Up-to-date knowledge on exploring crimes on hot pursuit is very important for the effective crime prevention. The first 24 hours is the most important thing with regard to the arrest of the perpetrator and the exploration of the crime. In my essay I have investigated the most important concepts of the topic, like exploring crimes, exploring crimes on hot pursuit, pursuit on hot trace, investigation and warrant to arrest a perpetrator. I have summarised concepts of several authors and I have investigated them from several aspects (legal, criminal, general). Some authors use the concept „exploring crimes on hot pursuit” only for stressed crimes, but I think that it could be used for other general crimes as well. In a separete part of the essay I have focused on the constitutional model of this special form of exploration.

A felderítés első 24 órája kulcsfontosságú az elkövető beazonosítása, felderítése és esetleges elfogása szempontjából. Tanulmányomban megvizsgáltam a témához kapcsolódó legfontosabb rendszertani fogalmakat: felderítés, forrónyomos felderítés, üldözés, nyomon üldözés, nyomozás és körözés. A témával kapcsolatos jogi szabályozást és annak rendszerét is vizsgálat alá vontam, az egyes fontosabb vonatkozó hatályos jogszabályokat külön is részletesen áttekintettem. Végezetül a leírtak és személyes tapasztalataim alapján olyan javaslatokat fogalmaztam meg, amelyek a forrónyomos felderítést még hatékonyabbá és még inkább reagálókészebbé tehetik.

The examination of the roles, the possibilities, the advantageous and harmful effects of social media sites receives much attention nowadays. These community websites are applied by law enforcement agencies daily and consciously in English speaking areas. Although the Hungarian Police have not fully exploited the real values of social websites yet, there are some steps and attempts to reach the members of the communities in an easier, more simple and direct channel. In order to carry out a successful fight against criminals, law enforcement organisations have to gain the confidence of residents. It would only be possible if partnership was built between the Police and the locals, but to that end, police units must develop their communication skills and improve their willingness, for which social media offers great potentials. The study deals with the theoretical background of law enforcement communication and introduces the concept of law enforcement digilect.
