Application of the Suitability Validation Results During Selection
Regarding law enforcement agencies, the selection of the appropriate staff members and the people who are qualified for professional service has received a lot of attention in the past decade, both at departmental and executive level. Along with this, aptitude tests, selection procedures, and subsequent fitting tests provide many data for the effective organisational operation and its prediction. This study looks at relevant processes within law enforcement organisations, focusing on the border police officers’ suitability criteria.

During the years following the regime change, a never experienced wave of crimes swept through Hungary. A new age of organised crime has been opened due to the weight and strength of the fact that an entire organisation stood behind the perpetrators. In this early stage, organised crime was typically associated with high-tax (excise) products and the attainment of unauthorised tax claims and other economic misconduct. Perpetrators could realise a significantly higher profit than they could possible achieve pursuing legal activities. The number of carousel fraud cases have increased at the courts since 2015. Chains of companies issuing and accepting invoices have appeared in these cases causing significant damage for the state budget. Quite often, these issues remained undetected for several year-long periods until they became identified by the investigative authorities. Both prosecution and the court’s final decision convicted these activities as criminal organisations. Based on the experiences of judicial procedures, the criminal organisations are to be dismantled as soon as possible. Hence, the most critical question is how to reduce the time frames dismantling would take?

Az elkövetők a legális tevékenységgel elérhetőnél, lényegesen magasabb profitot tudtak megszerezni. 2015-től érzékelhetően növekedtek a bíróságokon az úgynevezett körbeszámlázásos ügyek. Ezekben az ügyekben számlabefogadó és kibocsátó gazdasági társaságok láncolatai szerepelnek, amelyek jelentős károkat okoztak az állami költségvetésnek. Ezek az esetek gyakran éveken keresztül felderítetlenek maradtak, míg végül a nyomozó hatóságok fel nem fedték azokat. Mind a vád, mind pedig a bíróság jogerős döntése szerint ezeket a cselekményeket bűnszervezet keretében valósították meg. Az igazságügyi eljárások tapasztalatai alapján a bűnszervezeteket mielőbb szét kell bontani. Így a legkritikusabb kérdés az, miként csökkenthető az ehhez szükséges idő?

The qualitative and quantitative description of physical processes in various crimes and accidents is the competence of forensic physicist experts. The most frequent cases can be categorised quite easily in the aspects of physics. Through the physics of projectile motion and deformation, the reader can get a general idea of the methods used in practice. In my study, I also explain a few concepts and quantities briefly as they make it easier to understand these principles and phenomena.

This study introduces the military ordinariate that was created to provide pastoral care for the members of the army and the forces of law and order of the Slovak Republic; it analyses and examines the organisational structure and tasks of it. Policemen during their police work have to face many issues (such as fatal accidents, homicide, burnout, the thought of leaving the field, corruption, personal problems, the question of weapon-holding, personal and social prejudice, suicide, racism) that they cannot understand, process or handle effectively. In such cases they need help. Police Chaplaincy services work in many countries inside the institutional framework effectively helping the job of the police. The institutional background and structure of the Slovak Police Chaplaincy must be examined, considering that Hungary’s and Slovakia’s historical and cultural traditions are closely related, so during the build-up of the Hungarian Police Chaplaincy, this can provide useful guidance for the ecclesiastical and state leaders.

As from 1 July 2013, the Hungarian Criminal Code contains a new paragraph on abuse by establishing family relations: “Person above the age 18, who, for financial gain, establishes a family relationship or takes a full force paternity statement only for the issuance of residence documents, if no more serious crime is realized, such offense can be punished with two years of imprisonment.” However, analysing the elements of the legal act and the accumulated experience, the following question arises: Is it really a good decision to criminalise this phenomenon?

Every year, the National University of Public Service organizes the Joint Public Service Practice for its students. The Practice allowed the measurement of Organisational Citizenship Behaviour (OCB) dimensions and of the skills of cooperation which are essential for a modern public administration. The longitudinal research took place between January and May of 2019. In the frame of the research we examined the total number of students participating in the practice (886 people). The following groups were studied: male-female, professional (law enforcement)-civil, generations (X, Y, Z). During the research the frequency of OCB dimensions, cooperation and competition behaviour patterns were measured by using of questionnaires. Collected data sets were analysed by SPSS 25 software. Results did not show significant differences in behaviour patterns before and during the practice however the differences were detectable. The biggest differences were measured between the generations and at the OCB dimension “Courtesy”.

Az adatokat SPSS 25. verziójával elemeztük ki. Az eredmények nem mutattak szignifikáns eltérést a viselkedés mintázatokban a gyakorlat előtt és alatt, mindazonáltal az eltérések kimutathatóak voltak. A legnagyobb különbséget a generáció között és az OCB „előzékenység” dimenziója esetében mértük.

In recent years, a number of conferences, lectures, and studies have been devoted to examining the organizations' ability in retaining their workforce. According to experiences, both private and public sectors are highly exposed to challenges such as the reorganization of the labour market, the international migration of the workforce, handling intergeneration problems, and understanding the needs of new generations, etc. This study explains the results of a survey where respondents were students graduated between 2012-2017 at the Law Enforcement Faculty of National University of Public Service. Each of them graduated as customs officers and benefited from the support of the National Tax and Customs Administration (NCTA) during their studies and also, this is the agency where they started their careers. On the one hand, this article focuses on junior customs officers who have already collected service experiences for a few years, and inquisitive how they see their own organization facing HR challenges in retaining their workforce, and the reasons why certain staff members intend to change. On the other, these lessons learnt might also allow the organization the estimation of how long they can expect on these young people.

Egyrészt a tanulmány láttatni kívánja a néhány éve szolgálatba lépett fiatal pénzügyőrök vélekedéseit a szervezet munkaerő megtartási képességét befolyásoló tényezőkkel, a munkahely változtatásban szerepet játszó okokkal kapcsolatban. Másrészt pedig e tanulságok lehetővé teszik a szervezetnek is, hogy feltérképezze, hogy milyen hosszan számíthat ezeknek a fiataloknak a munkájára.

The history of the Police Café methodology in Hungary has its 5th anniversary this year. More people are eager to know whether there are any effects of the events for the relationship between the Police and the community, and common local safety. In order to get a clear picture about how the participants themselves of the Cafés consider the Cafés and their effects, I carried out a survey about the opinion of 121 participants of 27 Cafés in Hungary between 2017 and 2018. The locations of the research were three towns in Baranya County, nine towns in Bács-Kiskun County and 8 precincts of Zugló, District 14th, Budapest. This present paper is the second part of the findings of the questionnaire-based survey in which 7–7 interviews were analysed of the participating police personnel and the civilians.

Dr József Tóth, university professor of the Academy of Law of the Archidiocese of Eger worked and was appointed head of department and dean there from 1930 to 1949. His two major works entitled The concept of policing in the national socialist state and The forms of policing activities, particularly the acts of public administration were also published during this period. In these two works published in 1938 and 1939 respectively he gave an overview of the development of the concept of policing, which he illustrated mainly with German examples to be followed by the presentation of the features of the concept of threat. His work entitled The forms of policing activities, particularly the acts of public administration was the first to present and classify in this form the main types of policing activities and to explain their content in an easily intelligible way. Both of these works could serve as a solid foundation for the development of the regulations and legislation related to policing and for the preparation of the police staff regulations.

The title implies a situation of mass immigration caused by a crisis in which private security and the property security industry do not have a statutory duty. Refugees are not present in Hungary, as we saw in 2015. The future possibility of this state cannot be excluded. Public organisations are looking for partners due to the ongoing staff shortage resulting from border surveillance. In my study, I analyse the tasks of private security by dimensions, from the point of view of the crisis caused by mass immigration.

Adequate protection of information and information systems requires careful planning and implementation of a large number of controls by businesses. In many cases, they do it by applying an information security framework, most often the international standard ISO/IEC 27001. There are instructions in the standard which deal with developing the physical security of information systems. This study discusses design and operational considerations that may help security professionals to develop physical security systems that meet the standard requirements.
