Protracted Dilemmas in the European Union’s External Action

Abstract

The European Union’s external relations have been loaded with protracted dilemmas for decades. These concern the Union’s identity, behaviour and instruments alike in the field of its external action, and they determine its capacity to speak with a single voice in the world. There is an urgent need to answer these dilemmas, as stakes are getting higher. What were regrettable but tolerable shortcomings in a relatively benign international environment in the past have become dangerous deficiencies in today’s multipolar world of intensifying great power rivalry. The collective political will of the Member States remains key in this regard. Otherwise the Union can only remain an actor with limited influence in the global arena.
