Abstract
The Hungarian ratification of the UN Convention on the Rights of Persons with Disabilities (hereinafter: CRPD) dates back to 2007. The aim of this study is to examine how far the implementation of the legal requirements and the political message of the CRPD has come over the past decade, with a special focus on a specific key article of the convention (Article 19 “Living independently and being included in the community”). In this article, as the second part of the study, the author gives a detailed analysis of the indicators of the implementation of Article 19 of the CRPD. First, the author assesses the concept of independent living with personal assistance underlined by Article 19 based on a theoretical approach, providing an international prospective, as well. Second, the domestic implementation of independent living with personal assistance is described. Third, the achievements of the process of deinstitutionalisation in Hungary is assessed.
