Absztrakt

In this present paper we characterize the agent, represented in the concept of the “institution of human rights”, apart from the conflict relation discussed in an earlier paper, with its dysfunction relation. Similarly to conflict, dysfunctionality is also considered as a logical property. Our aim is to demonstrate which strategies defined by exact mathematical-logical tools can be used to handle situations in the sphere of human rights when the operation and actuation is carried out in the midst of hindrances and disturbing factors. According to our answer: with the adaptive strategic tools of public administration. This is demonstrated through in silico experiments.
