Guarantees and Gaps: The Position of Hungarian Administrative Procedural Law in the Regulatory System of Artificial Intelligence Guarantees

Abstract

The term artificial intelligence now has a broader meaning that goes beyond technological development. Internationally, and specifically in the European Union, there is a general trend towards greater acceptance of the opportunities offered by AI, which is defined by the dual objectives of developing reliable and innovation-friendly AI. In recent years, the EU has paid particular attention to AI research, regulation, and practical application with the aim of becoming a global leader in ethical, modern, and secure AI. In my study, I intend to focus on the most significant milestones in AI-related strategies and regulatory documents. In this context, I examine what procedural guarantees are provided by international law and European Union law, and to what extent domestic administrative procedural law fits into this system: which risks it responds to well and where there is a lack of consistency.
