Abstract
In this study, we examine the specific organizational and operational principles of partnership governance in the family and social policy sector. This mode of public policy governance exhibits various characteristics of relationality that stem from the internal features of this human sector. Although certain characteristics of New Public Governance show similarities with partnership governance, in Anglo-Saxon countries, where a more individualistic view of people and society has taken root, and market-based cost efficiency, even despite the changes following New Public Management, modes of human service governance implemented in cooperation are more contract-based and efficiency-oriented, despite the involvement of multiple actors. In mainly southern European Catholic countries, especially Italy, where personalistic relationality is even more prevalent in certain areas of society, partnership-based co-governance is embedded in a stronger social fabric in which this mode of governance can function well. Individualistic societies, on the other hand, do not have strong civil societies, so it is not possible to achieve significant results in partnership-based governance through subsidiarity. There, cooperation in human services and their quality will continue to be determined by cost-effectiveness, the market, and public service standards.
