Az elektronizáció tapasztalatai a francia közigazgatási bíráskodásban – a TéléRecours rendszer
Abstract
The use of information technology is changing everyday life in multiple ways. Judicial administration and public authorities need not only to adapt to modern technologies but also take advantage of them. Electronic communication is a quick and effective means of contact between courts, authorities and citizens. Furthermore, websites may be used to provide information on procedures, deadlines, or legislative changes. The use of IT in the justice system may serve a number of purposes, and these fields of functioning should be developed parallel to each other. This paper analyses the development of the TéléRecours case filing system in the French administrative justice system. The complex normative and organizational background, and the technological details and functioning are also presented. The system is compared to the e-Barreau electronic case filing system used between the ordinary courts and lawyers in France. A range of solutions is demonstrated that can be implemented to support the administration of justice. These experiences may be useful for the administrative legislation currently in progress in Hungary.
