Abstract
This study analyses the judicial connections between the legal certainty and the pragmatics of public services, implying here the fluctuation of history since the regime change in 1989. Without disclosing the entire subject, we construct a review of the connections, involving all basic conceptions and theoretical principles. As a support, the study includes the changes of legal relations and also mentions the interpretation of the law by the Constitutional Court about the civil service and pragmatics of public services. From the elements of pragmatics, this study highlights all of the varied ones in association with altered constitutional principles in the last circa thirty years.
