The Limits of the Area of Civil Service

Abstract

The goal of this paper is to present the area of civil service. To do so, we need to research the limits that separate civil service from labour law and public service. This paper is one of the first steps in a post-doctoral research which deals with relations between labour law and the civil service. The designation of the researched area is needed first. In this case more problems arise. The most important one is that we can speak about “moving borders”, because the civil service activity of the state is not limited only to administration and the strength of labour relations is related to what we speak about: labour law relation or civil service law relation. In civil service law relations labour relations can be validated harder.
