Exploring Organizational Risks – The Potential of Job Risk Analysis

Abstract

The paper, based on a provision authorising the issuance of a government decree of the Act CXCIX on Public Service Officers of 2011, examines the possibility of an objective definition of jobs with significant sensitivity to cleanliness of public life. Following the presentation of international examples of job risk analysis, the organizational risk analysis and the internal control system context provides the basis for the risk analysis methodology presented by the author. The core of this is that after the identification of corruption risk factors, the risky activities in which these factors are present can be explored, and risky activities can be used to identify jobs that are more exposed to corruption. The model is presented by the author through an example from the Hungarian public administration practice. Finally, the author makes a proposal for the elaboration of the lacking government decree and further exploitation of job risk analysis.
