Legal Regulation of Careers in the Public Service. Liability in Public Service (Civil Servants, Public Employees and Workers in Public-Owned Employers)

Abstract

The purpose of this study is to critically analyse the responsibility system applicable to public sector employees. After outlining the general requirements for liability rules for state employees, the study analyses in detail the rules of ethical and disciplinary responsibility and liability for damages, with particular reference to the status of public employees, civil servants and employees of publicly owned companies. The analysis highlights that the current Hungarian legislation entails numerous contradictions and concludes in proposals to make the responsibility system more coherent.
