The Integration and Differentiation of the Content of the Public Service Legal Relationship

The study examines the content of the public service legal relationship. Due to the fragmented regulation of the Hungarian public service rights and obligations of the subjects of public service, legal relationships differ in an unsubstantiated manner and extent. Through examination of the legislation and theoretical considerations of the literature, the purpose of the study is to set up a catalogue of content elements that allows to determine the integrated and differentiated elements of the public service legal relationships. For this purpose, the study deals with the theoretical basis influencing the content of public service legal relationship. According to the conclusions of the study, a unified regulation, which implies general and specific rules of the rights and obligations, could be achieved without any difficulties.
