Abstract

This paper examines the characteristics and interrelationships of strategy development and innovativeness at state level, as well as the agility, flexibility and dynamism of the state institution system in the strategy implementation process, as important state capacities. It also presents key requirements necessary for building state capacity for innovation and agility. International research findings are analyzed to highlight the need for improvement in the innovation achievements of the Hungarian state and more efficiently encouraging the creation of an innovative business climate, and removing the obstacles from the way of enhancing competitiveness and innovation. The paper is also concerned with those rapid and challenging environmental changes which can only be managed by a strategic and innovative state attitude and value system, as well as, by agile state operations. The paper concludes by suggesting the adaptation of the Balanced Scorecard for coordinating innovative and strategic state initiatives, and improving governance performance.
