Overall Assessment of the Hungarian System of Public Procurement Remedies

Abstract

The study aims to present the characteristics of the Hungarian system of public procurement remedies. After reviewing the annual reports of the Public Procurement Council, respectively the Public Procurement Authority, the study focuses on describing the typical features and trends of the review procedures conducted at the Public Procurement Arbitration Board. By summarizing the experience of the past 20 years, it states that both the number and value of public procurement procedures, and both the number of review procedures initiated at the Public Procurement Arbitration Board is continuously increasing. The analysis of EU data reveals that the length of Hungarian review procedures is better than the EU average. The study also tackles the report of the European Commission on remedies, by introducing its key findings. In conclusion, the study makes proposals to improve the Hungarian public procurement system, in order to boost efficiency, and also summarizes the challenges the Public Procurement Arbitration Board is facing.
