On the Establishment of a Civil Service

Abstract

The study examines the subject of establishing a public service relationship. First, the legislative objectives and declared principles for the selection system will be presented, followed by the presentation and evaluation of the existing domestic legislation. The author’s work combines the comparative (international models), the historical (previous literature), and the descriptionevaluation (the existing regulation analysis) methods. This includes the basic issues related to the establishment of a public service relationship (open and closed public service), the development of classic types, and in this context, the presentation of today’s Hungarian regulation is evaluated.
