The Office of the District Administrator on the Basis of Act 42 of 1870 in Hungary

Abstract

In my paper, I demonstrated the execution of Act 42 of 1870 (the first act about the organization of the Hungarian Public Administration) with regard to the Office of the District Administrator (szolgabíró). I examined the archive material of the Hungarian Royal Ministry of the Interior (Hungarian National Archive, Documents of Ministry of the Interior, bundles K150 117, 118) which implied the drafts of the Hungarian counties about the public administration organisation. The Hungarian Royal Ministry of the Interior controlled the harmonisation of these drafts with the act. By the archive material, I presented the standpoints of the counties and the intentions of the central government in connection with the structure of the Office of the District Administrator. I demonstrated the process, which transformed a feudal institution into a modern public administration system.
