A koordinációs folyamatok intézményi hátterének evolúciója a magyar nemzetbiztonsági igazgatásban
In Hungary, due to historical and political reasons a split system of national security institutions was established following the disintegration of the state security organisation. Until now, this characteristic feature regarding the structure of the domestic secret services remained the same throughout the implemented structural transformations. Having said that, the question of effectiveness of the coordination processes within the national security sector has been a reoccurring topic of political and professional discussions in the last three decades. The study, while provides a brief review on the institutional resolutions between the period of 1990 and 2018, primarily aims to focus on the concept of tasks delegated to the civilian national security services and on the ideas related to the coordination of the governmental information system supporting decision-making processes. The periodical review also intends to examine the often conflicting professional concepts and approaches, which provided orientation to the development of the currently existing coordination mechanisms used in the domestic national security sector.

A tanulmány – a történelmi előzmények és az 1990 és 2018 között intézményi megoldások vázlatos áttekintésével párhuzamosan – elsősorban a polgári nemzetbiztonsági szolgálatok számára történő feladatszabás, valamint a döntés-előkészítési folyamatokat támogató kormányzati tájékoztató rendszer összehangolásával kapcsolatos elgondolásokra kívánt fókuszálni. A korszakolt áttekintés vizsgálni kívánta azokat a gyakran egymással ütköző szakpolitikai koncepciókat, megközelítéséket is, amelyek orientálták a hazai nemzetbiztonsági szférában jelenleg működő koordinációs mechanizmusok kialakulását.

There is a direct link between human intelligence and intelligence services. Intelligence is a high level dynamic knowing process, a decision-making support function. For its complexity, it is difficult to define, but its major attributes can be grasped. With openness of the political power, intelligence can produce added value. International “proliferation” of intelligence, the changing publicity do not narrow the leeway of services. Political decision-making will need intel-support in the future, too. For the intelligence service, the key to success resides in continuous observation of the changing environment, learning, organisational and information technology adaptation and identification of opportunities of serving national interests.

In my professional writing I strive to conclude the developments of the years since the foundation of the Military National Security Service, taking also into consideration the period before the integration. I review the effects of the changes of the legal environment on the organisation, the different reorganisations, the ways of system-development, the appearances of the new security policy, national security and other factors, as well as the decisions that affected most significantly the operational and operations support areas. At the end, I put some key work areas in the limelight, as well as some systems modernisation tasks executed. All these in order to help the reader understand how a modern national security service is executing its legal tasks and duties.

The procedures that have passed since then provide an opportunity to review how actions and ongoing processes of that time have influenced our country’s political, social or even legislative proceedings. The events that happened thirty years ago have brought significant changes in almost every field, including the Hungarian secret services. This is a transition period from the state security period to the national security era. The retrospection has a great significance for all actors in today’s national security system, as it can provide an opportunity to analyse the boundaries of state security and national security activities. Recalling a generation-long range of recent history gives a complex picture in the view of the national security system as a whole, but it may also be possible to survey specific subareas separately. Taking advantage of this opportunity, the study addresses the last thirty years of Hungarian military counterintelligence.

Az egy emberöltőnyi közelmúlt-történelem felidézése a nemzetbiztonsági rendszer teljes egészét tekintve ad komplex képet, azonban lehetőség nyílhat egyes részterületek külön áttekintésére is. A tanulmány ennek lehetőségét kihasználva, a magyar katonai elhárítás elmúlt harminc évével foglalkozik.

The Institute for Expert Services of the Special Service for National Security is an institute the expert activities of which cover both the operational cases (concerning secret intelligence gathering) and the judicial cases (performing regulatory, authoritative and forensic expertise). Therefore we can claim that our institute is in a privileged position. The purpose of the present study is to give an overview of the forensic expert activities carried out by the Institute for Expert Services, paying special attention to our expertise regarding the exploration of priority crimes in the past thirty years.

history of the Special Service for National Security has also been characterised in the past decades by the appearance and extension of authority functions: document security, security of information services, protection of classified information. The article describes the three authority activities which are also highlighted in national security terms and belong currently to the tasks of the Special Service for National Security. Document security: Document security is a national security issue, which has always had an outstanding importance during history. The article presents a historical perspective of document security, then describes the present regulation. The Institute for Expert Services of the Special Service for National Security (SSNS IES) is the document security authority in Hungary. Government Decree 86/1996 contains the current regulation. The SSNS IES contributes to the authorisation procedure of stock production, and to the authorisation procedure of transportation of security papers. Electronic information security: Society expects arrangements for the protection of the confidentiality, integrity and availability of data and information managed in electronic information systems that are indispensable for the state and its citizens, as well as the integrity and availability of the relevant system elements on a comprehensive and continuous basis, in a closed system, and commensurately with risks, and hence the protection of the cyberspace. The related tasks are performed by the National Cyber Security Centre of the Special Service for National Security as a responsible authority. The protection of classified information: The Hungarian Parliament with Act No. 85/1998 on the National Security Authority established the body of the National Security Authority. The National Security Authority operates with independent task and magisterial status within the organisational structure of the Special Service for National Security as a Department. The tasks of the NSA are the protection, supervision and accreditation of handling classified information by law, industrial security tasks regarding classified information and promoting the national interests in connection with protection of classified information by an active participation at various international committees and working groups.

Biztonsági okmányok védelme, elektronikus információbiztonság, minősített adat védelme. A cikk ezen címek alatt mutatja be a három, nemzetbiztonsági szempontból is kiemelt jelentőségű hatósági tevékenységet, amelyek jelenleg a Nemzetbiztonsági Szakszolgálat feladatrendszerébe tartoznak. Biztonsági okmányok védelme: az okmánybiztonság nemzetbiztonsági jelentőségű kérdés, amelynek a történelem során mindig is kiemelt jelentősége volt. A cikkben az okmányvédelem történeti alakulását foglaljuk össze, amelyet napjaink szabályozásának bemutatása követ. Magyarországon a Nemzetbiztonsági Szakszolgálat Szakértői Intézete látja el a biztonsági okmányok védelmével összefüggő hatósági feladatokat. A 86/1996. (VI. 14.) Korm. rendelet határozza meg a biztonsági okmányok védelmével kapcsolatos szabályokat. A Szakértői Intézet közreműködik az értékpapírok előállításának, valamint a biztonsági papírok szállításának engedélyezési eljárásában is. Elektronikus információbiztonság: társadalmi elvárás az állam és polgárai számára elengedhetetlen elektronikus információs rendszerekben kezelt adatok és információk bizalmasságának, sértetlenségének és rendelkezésre állásának, valamint ezek rendszerelemei sértetlenségének és rendelkezésre állásának zárt, teljes körű, folytonos és a kockázatokkal arányos védelmének biztosítása, ezáltal a kibertér védelme. A feladatkörhöz tartozó hatósági tevékenységet a Nemzetbiztonsági Szakszolgálat Nemzeti Kibervédelmi Intézete látja el. Minősített adat védelme: Az Országgyűlés a Nemzeti Biztonsági Felügyeletről szóló 1998.évi LXXXV. törvénnyel létrehozta a Nemzeti Biztonsági Felügyeletet. A Nemzeti Biztonsági Felügyelet önálló feladattal és hatósági jogkörrel a Nemzetbiztonsági Szakszolgálat szervezeti keretei között, főosztály jogállású szervezeti egységként működik. Feladata a nemzeti és a külföldi minősített adatok védelmének hatósági felügyelete, a minősített adatok kezelésének hatósági engedélyezése és felügyelete, az iparbiztonsági hatósági feladatok, valamint a minősített adatok védelmét érintő nemzetközi bizottságokban és munkacsoportokban történő nemzeti érdekérvényesítés ellátása.

Looking back over the decades of the Special Service for National Security (SSNS), the knowledge from different disciplines and scientific thinking have been particularly important in its operation. The outside observer generally identifies the SSNS, which
has an essentially supportive role as a qualified organisation of advanced technologies and systems. However, besides the technical dimensions – due to its tasks – there is an extremely wide range of fields in which scientific knowledge is indispensable. The study would like to draw attention – in the light of the past thirty years – to the increasing importance of scientific work and research, and scientific thinking.
A Nemzetbiztonsági Szakszolgálat fennállásának évtizedeire visszatekintve működésében különösen fontos szerepet kaptak a különböző tudományterületekről származó ismeretek, és maga a tudományos gondolkodás. Az alapvetően szolgáltató, támogató feladatkörrel rendelkező nemzetbiztonsági szolgálatot a külső szemlélő általánosságban a fejlett technológiák és rendszerek szakavatott szervezeteként azonosítja. A technikai irányokon túl – feladatrendszeréből adódóan – azonban rendkívül széles azon területek köre, amelyekhez tartozó tudományos ismeretek nélkülözhetetlen módon megjelennek. Jelen tanulmány, az eltelt 30 év tükrében a tudományos munka és a kutatások, valamint a tudományos gondolkodás egyre inkább meghatározó jelentőségére kívánja a figyelmet felhívni.
