Hungary belongs to the leading states in the field of cybersecurity regulation. In March 2013, the Hungarian Government adopted a government resolution on the National Cyber Security Strategy of Hungary. Based on an analysis of cyberspace security environments, the declared aim of the strategy is the definition of national goals, strategic directions, tasks and comprehensive government tools that allow our country to enforce its national interests in the Hungarian cyberspace as part of the global cyberspace. The purpose of this study is to show the development of domestic cyber protection, its legal environment, its current structure and the possible directions of future development.

The natural and civilizational risk sources of the contemporary world have an impact on the normal operation of a state. General opinion about a state (also) depends on the answers the state is able to formulate to address these classic and modern challenges: what types of defense mechanisms will be set up, and how state bodies manage to formulate the self-defenses of the society. Any research is useful and highly appropriate that deals with the causes of catastrophes, with the actualization of the safety dimensions, or with the analysis the modern age interpretation of the living conditions of the society, with an interdisciplinary approach.

The current validity of the topic is highlighted by the fact that numerous reports have been published in the 21st century clearly pointing out that our contemporary security environment is not stable, despite of the significant technological progress.

On a general level, from the point of view of security and national security, the exposure of Hungary is continuously changing, and the risks of multiple origins and of civilizational nature intertwine via many threads. Due to the complexity of risks and the everstronger dependences developing among them, the various institutions of the public administration are less capable to prepare and react to new types of risks. For this reason cooperation initiatives among various professional orders, public and local administration institutions are gaining ground, just as well as bilateral treaties with neighboring countries, the strengthening of the civil protection mechanisms operating with regard to the common risk assessment procedures of the European Union, the establishment of the conditions for requesting international aid, etc.

Student migration with different educational and cultural purposes, which has significant differences in terms of its spatial structure, has grown into a global phenomenon over the past decades. This process may involve several security policy risks. The study aims to reveal the dynamism and the peculiarities of the process of international student migration and attempts to present potential risk factors through the analysis of relevant literature and statistics. Terrorism and healthcare are strongly related to these risks. Our paper attempts to pay attention to the shortcomings of the system and the potential (i. e. health) risks arising from it, through the analysis of the legal provisions on higher education migration to Hungary.

Az oktatási- kulturális célú hallgatói migráció az elmúlt évtizedben, amely térbeli struktúráját tekintve eltéréseket mutat, globális jelenséggé nőtte ki magát. Ez a folyamat számos biztonságpolitikai kockázatot rejthet magában. A tanulmány a hallgatói migráció folyamatába illesztve tárja fel annak dinamizmusát és sajátosságait, illetve a vonatkozó szakirodalom és statisztikák elemzése alapján próbálja annak lehetséges rizikófaktorait bemutatni. E kockázatok kapcsán kiemelt szerepet kap a terrorizmus és az egészségügyi vonatkozás. Írásunk a Magyarországra irányuló felsőoktatási migrációval kapcsolatos jogi rendelkezések elemzésén keresztül, a rendszer hiányosságaira és az ebből fakadó lehetséges egészségügyi kockázatokra is igyekszik felhívni a figyelmet.

After a short historical overview of the main events of the second half of the 20th century from the perspective of the security studies, this paper wishes to present the topic of energy security through the lenses of international relations theories, with a special emphasis on its geopolitical and geoeconomic aspects.

Winston Churchill 1913-as, azóta híressé vált döntését követően az olaj előbb vált stratégiai termékké, mint hogy kereskedelmi áruként megjelent volna a piacokon. Ez kihatással volt az első majd később a második világháború menetére, illetve a két világégést követően a szövetséges országok közel-keleti befolyásszerzési törekvéseire. A biztonsági tanulmányokat alakulását befolyásoló 20. századi események rövid áttekintést követően jelen tanulmányban a nemzetközi kapcsolatok elméletein keresztül kívánom bemutatni az energiabiztonság kérdését, külön kitérve annak geopolitikai és geoökonómiai aspektusaira is.

The teaching of various national security topics has been present in the Hungarian higher education for many years. One of the pioneers is the Department of Political Science at the University of Szeged Faculty of Law and Law Faculty. The main aim of this study is to present the model used here and the content and methodological issues that arise during the education.
