Abstract
As a result of globalization there are not any places in our world which is not affected by the mass migration problem. Because of the increasing number of wars, conflicts and natural disasters millions of people are forced to leave their homes and homelands. Therefore the crisis management becomes also a problem of states which are not directly effected. Because the flow of refugees could upset the balance between the communities and it causes intractable economic and security burdens for governments. The author examines, through the example of Libya, the challanges of mixed migration and the 10 point plan of action of United Nations High Commissioner for Refugees which was created to handle these problems. She processes the statistitcs and reports of the international organizations which are available on the subject.
