Abstract

The second part of the contribution is about the full structure of the ANP, with details, and it’s measure, and the hiden contradictions of the different laws. Additionally deals with the emerging problems of building an organisation, high of priority the question of the education and the corruption. Trough the LOTFA and the Tashkil, the disquisition shows how the corruption infiltrate to the govermental level.
