Abstract

The cooperation between secret services and other public administrations is very important for counter-espionage. This is especially important before the wars. In 1910-1911, there were discussions the Hungarian public administration and the military staff to support the activities of the secret service. As a result, an intelligence instruction was issued by the military staff and related decrees by the royal ministries.
